Introduction This document sets out the pricing structure and related business rules of the Land BGAN service offering of Inmarsat via DP code The BGAN Service contains a number of service components, which all can have different prices and pricing structures. Please review this document carefully for the pricing rules associated with BGAN airtime service from Inmarsat via DP code These pricing rules supplement and are in addition to the Mobile Satellite Services and Equipment Terms and Conditions posted on which govern the provision by Inmarsat of all of its services. Please note: All BGAN packages are fully integrated into our provisioning and online management system, Dashboard. Inmarsat DP 1020 customers are able to activate, manage, view traffic and create reports in the Dashboard. This is all fully automated and directly linked into the Inmarsat Business Support System; there is no manual interface involved. All activations and changes therefore become effective and legally binding immediately after they have been confirmed by the customer in the Dashboard. Therefore it is very important that you as a customer, and if you are a reseller your end customers, fully understand all of the applicable Pricing Terms & Conditions. The different BGAN Service components, to which a price is attached, are: Background IP Streaming for 32, 64, 128,176, 256, 384+ kbit/s, HDR Half Channel/64K, HDR Half Channel Symmetric, HDR Full Channel/64k, HDR Full Channel Symmetric Circuit Switched Voice: (BGAN to Fixed, BGAN to Cellular, BGAN to BGAN/FBB/SBB/SPS, BGAN to Voic , BGAN to other Mobile Satellite Services) ISDN/Fax/Audio 3.1 Voic SMS There are minimum durations and billing increments applicable to all traffic types. Besides individual service prices, the service components are also available via pre-defined subscription based packages with set minimum contract terms. 8 There are a number of different pricing options, which are explained in this document. It is important to note that some of these pricing options are no longer available for activations but continue to be listed for pre-existing activations. When there are no longer any SIMS activated on the former plans, then reference to them will be removed from this document. 9 2. Chargeable BGAN Service Components 2.1 Background IP Background IP, also referred to as Standard IP, is the most popular class of data service used with BGAN. It is a best effort throughput service with different classes of terminal supporting varying maximum data speeds, as shown in Table 1. This is an IP based service compatible with commercial off the shelf IP devices. Some of the most common uses for the service include , ftp, and web browsing. An interactive class quality of service (QoS) is also available on the BGAN network for Standard IP; this is charged at the Standard IP rate per MB. However, Inmarsat does not support or promote this QoS as it is only accessible from AT commands and is not for general use. The Interactive IP traffic is charged at the same price as the Standard IP traffic. In BGAN Mobile to Mobile each terminal pays. The pricing per MB can vary depending on which commercial pricing package the SIM card is activated. If the SIM card is activated on a geographical plan the price per MB also varies depending in which geography the terminal is being used. 10 2.2 Voice (Circuit Switched) Services There are different voice rates for: BGAN to fixed (Terrestrial) BGAN to Cellular BGAN to BGAN, FleetBroadband, SwiftBroadband and GSPS (termed: on network calls) BGAN to Satellite Phone Services. BGAN to other Mobile Satellite Services (MSS) Voic Single Global Charge Currently there is one single global charge per voice type traffic. Specifically, there is one global charge for voice to terrestrial, one to voic , one to cellular, one to BGAN, one to FBB, SBB and GSPS, one to SPS and one global charge for each of the other MSS destinations. Inmarsat currently has not announced any concrete plans to change this yet, but might introduce zonal pricing based around call destinations for existing and new SIMs in the future in order to provide the lowest wholesale pricing to specific regions. Charges for circuit switched voice and ISDN services are currently based on the destination of such calls with such destinations differentiated as between fixed and cellular terminations. Circuit switched voice charges include terrestrial interconnection costs. There is no support for any form of Premium Mobile Originated voice calls. Voic Unanswered voice calls will automatically divert to the Inmarsat voice mail platform after a time period specified on the LaunchPad has elapsed. The called SIM will not be charged for the message left on the voic platform. SIMs will be charged for calling the voic platform to retrieve messages. There will be no charge for the notification of voic from the BGAN network. Call Forwarding If the SIM has an alternative call forward number set-up on BGAN, then any additional costs associated with such call forwarding will be passed on to the SIM that has initiated the call forward. Example: A BGAN SIM has set-up call forwarding to its company s head office. Someone calls the BGAN SIM and is automatically diverted to the call forward number. The caller will be charged for the call to the BGAN SIM. The BGAN SIM will be charged for the call leg from the BGAN network to the call forward destination number. 2.3 Streaming There are 10 different Streaming options: 32 kbit/s, 64 kbit/s, 128 kbit/s, 176 kbit/s, 256 kbit/s, 384+ kbit/s (named BGAN X-Stream) HDR Half Channel/64K, HDR Half Channel 10 BGAN Pricing Rules & Terms & Conditions inmarsat.com

11 Symmetric, HDR Full Channel/64k, HDR Full Channel Symmetric with the maximum streaming speed supported varying by terminal model, as shown in Table 2. Even though 8 kbit/s and 16 kbit/s Streaming is not commercially available on BGAN (FleetBroadband and SwiftBroadband do support these speeds) it is possible to set up a connection via AT Commands on the terminals. Note that these Streaming calls will be charged at the 32 kbit/s Streaming rate. The premium BGAN X-Stream service (384+) allows a guaranteed minimum video streaming rate of 384 kbps (in return direction, mobile to terrestrial), and 360kpbs (in forward direction) with up to 450kbps expected under optimal conditions. BGAN X-Stream was launched Q The charges for streaming services in the BGAN Pricing spreadsheet are in respect of the costs of streaming such traffic within the BGAN network. This is excluding Inmarsat DP1020 costs for managing the initial origination and/or final delivery of such traffic from/to the end customer (Guaranteed Access). Should the volume of data transmitted be zero, there will still be the normal charge based on the time that the user has been connected to the network. 12 2.4 ISDN Since service launch in 2005 there has been one single global charge for ISDN traffic. Inmarsat currently has not announced any plans to change this yet though might introduce zonal pricing based around call destinations for existing and new SIM cards in the future. It is possible to use the 3.1 khz ISDN audio channel to make a voice call from a BGAN user terminal to either of a GAN, Fleet or Inmarsat B (ISDN) user terminal. Such voice calls are charged at the appropriate ISDN rate. ISDN Mobile to Mobile charge is the same charge as for ISDN Mobile to Fixed. 2.5 SMS For ISDN, the charges are for duration based traffic from BGAN terminals (including to BGAN terminals), but excludes traffic to other MSS services. SMS is a low cost means of sending short text messages to and from BGAN. An SMS is up to 160 characters in size as defined by the GSM Association. For messages that contain more than 160 characters, an additional SMS will have to be generated manually for the excess characters and sent separately. If an SMS is sent to more than one recipient, then there will be a separate CDR and charge for each recipient that this SMS is sent to. SMS charges are on the basis of submission of each message to the SMS-C and not on successful delivery to the recipient. There is no charge to receive an SMS on a BGAN terminal for the BGAN user. Inmarsat does not intend to support any form of Premium SMS, either Mobile Originated or Mobile Terminated. Where Inmarsat is aware of a Premium Rated destination, such as a Chat Line, then they will not support the connection of Premium Rated Voice or SMS for either call origination or termination. 2.6 Additional BGAN Access Types BGAN Access Types descriptions For customers using BGAN SIM cards registered with DP code 1020 Inmarsat provides customers with a range of flexible IP address and access type solutions. These include public, private, dynamic and static IP addresses as well as various end-to-end streaming and private network solutions. These are designed to increase security, save money and offer the highest flexibility in terms of access and application requirements. All of them can be combined with the pricing options as described in the next chapter. The charges are specified in your contract. 12 BGAN Pricing Rules & Terms & Conditions inmarsat.com

13 Private IP Access A perfect fit for most BGAN, FleetBroadband and SwiftBroadband users, Private IP Access provides terminals with a private dynamic IP address in the range 10.x.x.x. The Inmarsat DP 1020 network takes care of the necessary network address translation (NAT) to allow terminals to access the Internet. There is no extra charge for Private IP Access. Private IP Access is ideally suited for customers with typical office application needs like web browsing, , ftp and instant messaging. Several VPN solutions are also supported, but the success rate is highly dependent on the setup of the corporate VPN access node. More complex applications like video conferencing, certain crypto equipment and the use of servers are not supported by Private IP Access. Public IP Access With Public IP Access, terminals get a single public IP address from Inmarsat s range of public IP addresses. There is no NAT. Terminals are accessible from the Internet on the same IP address as the one used for traffic to the Internet. This address can be dynamically or statically allocated: Public IP Access Dynamic - This public dynamic address will change with each data session. Public IP Access Static - The User Terminal always gets the same IP-address regardless of its location globally. Upon activation customers select the entry point to the Internet, called Home-POP, in the Inmarsat Dashboard (Amsterdam, New York or Hong Kong). The Home-POP chosen should be closest to internet destinations typically used by the customer. Forced Routing countries: some countries have a legal requirement that all traffic that originates from that country is first routed to a national POP of that country before being routed onwards. This is currently applicable for China and Russia. Inmarsat offers the option to allow the customer to disable a Forced Routing APN on a SIM card which means that the terminal will not be able to run data traffic in that country. Public IP Access is ideally suited for applications that require a public IP address. Some typical application examples are crypto devices, videoconferencing units, IP telephony, some VPN applications and web and servers. Of course, all the applications that function with Private IP Access will also work with Public IP Access. There is a small monthly fee for Public IP Access. 14 There is no address translation happening on this address so an ideal fit for most applications By making it the default user profile in the Dashboard system the end user does not have to fill in any username/password anymore Simplified troubleshooting for Service Provider Table 4: Origin of Inmarsat Solutions IP address ranges Home-POP Region IP Address Range Amsterdam /20 New York /20 Note: IP-ranges given here are valid now. Inmarsat reserves the right to change and expand public IP ranges in the future. BusinessAccess : A Private Network Solution BusinessAccess provides a fully private network or Closed User Group solution between BGAN users and the corporate network by means of a secure interconnection via Leased Lines (FR, ATM, and MPLS) or IP/VPN (VPN tunnel between our network POP and customer location). This is set up via the global Nexus network. IP addressing will be tailored to the specific needs of the relevant corporate network Charges for Orphan User Profiles The BGAN access types which are part of a User Profile are normally linked to SIM cards. However if the User Profiles are activated/set up separately from the SIM card the situation can occur that the User Profile is still available under the account but that it is not linked to any SIM card. For example, if the end user wants to keep the specific IP address and username/password for a later project where a different SIM card will be activated in the future. In this case the user will be charged against the Account. This type of user profile is named an orphan user profile. At the end of the month the Inmarsat I4 billing system for DP code 1020 checks if there are any orphan user profiles on the Account. If so then they are charged on the invoice for that specific month Minimum Contract Duration for Access Types Public IP Access does not have a minimum commitment term though the minimum charge is one month. Please note that these charges are not prorated meaning if you activate a static IP address halfway through the month, the charge will be for the full month. For BusinessAccess VPN there is no official minimum contract term but as a minimum the one time fees and the monthly fee for a minimum of one month applies. 14 BGAN Pricing Rules & Terms & Conditions inmarsat.com

15 For BusinessAccess leased lines the minimum contract term shall depend on the minimum contract term that the local Telco has for the local tail part so this is case by case. In most cases the minimum contract term from local Telco s for leased lines are 12 months minimum. 3. BGAN Package Options BGAN pricing consists of a range of package options: Existing Packages/ Open for New Activations Economy (Standard Plan Only) BGAN Standard Baseline SCAPS Money Bundles BGAN Geographical BGAN Link Global BGAN Link Geo Unlimited BGAN Link Mobility (Sub-Sahara) Media Link Premium/Flexible Money Humanitarian Prepaid Existing Packages/ Closed for New Activations Starter Plans Lite Premium/Flexible - Volume SCAPS Volume Allowances BGAN Link Geographical - Money 3.1 BGAN Geographic Plans As a trial to test out price-elasticity Inmarsat introduced on 1st Dec 2007 some special geographic packages with attractive pricing for background IP. These packages were tested in specific geographical locations in order to accelerate BGAN penetration in those specific locations. From 1 st September 2010 until 1 st December 2010 it was possible to either activate a Volume Allowance or a Money Bundle version of these plans. The Volume Allowance Plans were closed for new activations on 1 st December 2010, but plans activated prior to 1 st December will continue and automatically renew in the normal way. Any new activations will be configured as a MB Allowance plan in which no rollover of allowances is permitted if it is not all used in the current month. For Volume allowance versions the monthly subscription fee includes 7.5 MB of inregion Background IP traffic. For Money bundle versions the monthly subscription becomes a Money Allowance at the same amount and if all of the money is used for Standard IP then the implied allowance will purchase 7.5MB of in-regions Standard IP data. 15 BGAN Pricing Rules & Terms & Conditions inmarsat.com

16 The in region run on charge for Standard IP is the same as in bundle charge. The out of region run on charges are at the same rate applicable to the Global Plans. The Geographic Plans are currently available in the following countries: People s Republic of China Southern Africa comprising of Botswana, Lesotho, Mozambique, Namibia, South Africa, Swaziland and Zimbabwe. South America comprising of Argentina, Belize, Bolivia, Brazil, Costa Rica, Chile, Colombia, Ecuador, El Salvador, French Guiana, Guatemala, Guyana, Honduras, Mexica, Nicaragua, Panama, Paraguay, Peru, Suriname, Trinidad and Tobago, Uruguay, and Venezuela. The Postpaid Geographic plans can utilize all services (Background IP, Streaming, ISDN, Voice, and SMS) that are currently available under the BGAN Economy Plan. Rating of these services is independent of other BGAN packages. It is considered a separate package that cannot be used together with other packages such as Economy, Lite, Premium, Flexible and SCAPs packages. The minimum contract term is 12 months and these plans are only available on a monthly basis. Pricing You can currently select from three different subscriptions: 1. The China package 2. The Southern Africa package 3. The South America package *Inmarsat ended the Russian package plans for new activations effective 1 st Jan 2013 and Inmarsat DP 1020 ended them effective 1 st November Please confirm with your sales manager that one of these options are added to your contract, otherwise you will be charged at list prices. Usage of the SIM within the Geographic region country for which it was activated is determined by the country information as available from the BGAN CDRs (originating country). Inmarsat will make every effort to ensure the accuracy of the country information on the CDRs supplied. Should there be any dispute concerning this information then it is down to Inmarsat discretion as to make any adjustments to the retail charges for the end user. Inmarsat will not make any adjustments to wholesale charges for disputed customer locations. The geographic pricing does not apply in cases where a geographic package is activated on a discreet SIM as Inmarsat does not return the position location in the CDRs. Therefore these SIMs cannot benefit from geographic pricing if they want to keep their location a secret. 17 has all been used up within the month, there are separate airtime rates applying for Standard IP (both uplink and downlink) for: Within the regions China and Southern Africa, Within the South American region, Out of Region: When the SIM is used outside of the country or region for which the SIM was activated, Standard IP will be charged at a premium to current Inmarsat DP 1020 BGAN Economy rates (similar to a GSM roaming concept). Please refer to the Inmarsat DP 1020 List prices for details of actual rates. Inmarsat will review the progress of BGAN geographic pricing on an ongoing basis with particular regard to market developments, channel activity, adherence to the underlying business objectives, etc. and at its sole discretion, may decide to vary or withdraw it. Inmarsat will provide minimum notice of 90 days notice of its decision except in exceptional circumstances where a shorter notice period will apply. All services and all Inmarsat DP 1020 Value Added Services can be used in combination with the Geographical packages. CDR Information: The existing format of the Call Data Records (CDR s) contains ISO3 country codes for example, GBR, Great Britain. This information is the basis for charging and is available to SPs for their retail billing. The CDR s show in the zone column if the background IP session was inside (IRG) or outside (ORG) the region. This is also shown in the CSV, D91 and TaB.txt files. Inmarsat makes all reasonable efforts to ensure the accuracy of the country information on the CDRs supplied. Should there be any dispute concerning this information, then it shall be at the SP s discretion to make any adjustments to the retail charges for the end user. Inmarsat will not make any adjustments to wholesale charges towards DP1020 for any disputed customer locations. 3.2 BGAN Link BGAN Link was launched in April 2012 and comprises of Flat Rate Pricing Packages for Standard IP connectivity. The service is designed to offer a credible and competitive alternative to certain Ku-band service offerings and provides monthly MB usages at compelling subscription and run-on costs. It is a fixed terminal location service available for Class 1 or Class 2 BGAN Terminals and includes several different package options. Indebt details regarding the BGAN Link suite of products are provided below. BGAN Link is subject to assessment of available satellite resource in certain geographic areas, or above certain volumes, before approval can be granted. These geographic restrictions will be reviewed on a regular basis; therefore customers are advised to discuss their specific requirements for BGAN Link with your Inmarsat DP1020 account manager who will then confer with Inmarsat product management prior to submission of a formal application for service. Each month, each BGAN terminal will be billed for the provisioned SIM in accordance with the contracted rate for that terminal and any additional run-on MB usage over the MB allowance per month (where the customer has not opted for a Fixed Fee Plan including SAC- C). BGAN Link Plans include Standard IP traffic only and are data allowance plans rather than Money Bundles. Any additional usage for services such as Voice, Streaming IP, SMS or ISDN will be charged in addition to the monthly subscription in accordance with the customer s contracted rates for that terminal. BGAN Link plans have a minimum duration of twelve (12) months or three (3) months. If a terminal is disconnected from any of the BGAN Link plans or downgraded to a lower priority plan, as described earlier in this document, the terminal will incur an early termination or downgrade penalty comprising of the balance of the relevant subscription for the existing plan. BGAN Link is intended for use at a specific location only and may not be considered a portable service. The customer must advise Inmarsat DP1020 of each specific BGAN terminal location through provision of GPS Latitude and Longitude co-ordinates. The terminal will then be locked to this location. Moving that terminal beyond this location will result in application of BGAN Standard Plan rates to all traffic passed during the time the terminal was not at the pre-defined location. A customer will be notified as soon as the location is found to be incorrect and the Standard Plan rates will apply from that time until either confirmation is 18 BGAN Pricing Rules & Terms & Conditions inmarsat.com

19 received and validated that the terminal has been relocated back to the declared location, or that a request has been submitted and agreed by Inmarsat for a new location. BGAN Link terminal locations may be re-provisioned on a quarterly basis to another predefined location not subject to geographic exclusion. Customers must provide thirty (30) days notice of the intention to relocate each terminal, together with relevant GPS coordinates information for each location re-provision BGAN Link Fair Use Policy As the Inmarsat network is a contended network, Inmarsat employs a Fair Use Policy to ensure that all users behave in a responsible way to ensure that they benefit from access to the network. BGAN Link is focused on the use of the BGAN service for the provision of an internet capability onsite and on applications such as internet access, and Instant Messaging. The Fair Use Policy is applicable to all BGAN Link plans and is the key enabler in providing a Fixed Fee option when used with SAC-C. In order to benefit from an optimum quality, Inmarsat does not recommend using BGAN Link for high bandwidth applications or activities such as: Point-to-point file sharing such as BitTorrent, DirectConnect, e-donkey, FastTrack Kazaa, Gnutella, Open FT and any other current P2P clients; Mainstream un-optimised commercial Voice over IP clients such as Skype. MP3/4 downloads; Movie downloads; Broadcast or point-to-point streaming (including mainstream video sites such as YouTube and internet radio); Any traffic deemed inappropriate or detrimental to the Inmarsat network. Inmarsat recommend optimising http traffic volumnes by using technology such as lossy compression, lossless compression, advertisement optimisation or anoy other Value Added Services (VAS) available with the service to reduce the inefficiencies of normal un-optimised internet traffic and provide an enhanced user experience and enhanced value from the package. Inmarsat requires DPs providing BGAN Link to provide and support firewall applications to block as many of these types of traffic as possible. All Point-to-Point file sharing will be deemed outside the Fair Use Policy and it will be expected that the DP filters this type of traffic using a combination of DP Value Added Services (VASs) and Inmarsat s Service Aware Control & Charging (SAC-C) Service Aware Control and Charging (SAC-C) SAC-C is a traffic management policy system that resides in Inmarsat s BGAN 3G Core Network. 20 possible to send alerts and if necessary suspend the SIM. With SAC-C it is possible to provide an automatically administered managed service. Throughout the month, the volume and rate of consumption is monitored so that a traffic management algorithm can be applied to moderate bandwidth such that excessive usage or burn rate (typically associated with applications outside the FUP) initiates a QoS change to normalise the rate of consumption until the following day/month. This will only apply to SIMs that are on a very high usage trajectory that would typically exceed the monthly volume in great excess. In the event of a SIM exceeding the monthly allowance, data connectivity on the Standard IP service will continue free of charge, however at a reduced throughput (64 or 128kbps depending on the SAC-C profile applied) Customer certifies it is fully aware and agrees that where the SAC-C option is selected, the use of the SAC-C system is required prior to commencement of the BGAN Link Plan. If the customer fails to use SAC-C then the customer is charged out of bundle charges, customer shall indemnify and keep Inmarsat indemnified from and against all losses incurred out of or in connection with any claims related to the use or operation of the SAC-C system. Inmarsat shall not be liable for any out of bundle charges and customer will be billed accordingly. SAC-C profiles available with BGAN Link Plans: Plans SAC-C Profiles Description BGAN Link Unlimited (Global & Geo) BGAN Link Mobility Media Link 1) Algorithmic_VLA_30G_E2E 2) Algorithmic_VLA_30G_E2E_64 3) FLAT_30GB_E2E 1) Daily throttling to 128kbps at 95% 2) Daily throttling to 64kbps at 95% 3) Monthly SAC-C throttling to 128kbps at 95% Daily SAC-C means that the monthly allowance is divided by 30; i.e. 1GB a day in the case of BGAN Link Unlimited plans. The allowance is cumulative, which means that if the 1GB is not used on Day 1, it is added to the next day. Monthly SAC-C means that the monthly allowance is available form Day 1; i.e. 30GB can be used whenever suitable. For those customers who opt in to SAC-C, the service will employ sophisticated monitoring of a UT s allowance and will vary the Quality of Service (QoS) experienced by an individual connection to the network so that the usage remains within the contracted allowance for that terminal. In the event that a user exceeds the allowance, the QoS may be significantly reduced until the next month commences or over a distinct time period. It is the responsibility of the customer to ensure that any operational applications will not be affected by SAC-C policy. To guard against the unlikely event of an outage of the SAC-C system, the customer is able to manage data volumes using the on-line credit control tools provided by Inmarsat Dashboard which can be set up to inform the customer if a terminal is about to exceed its allowance limit. 20 BGAN Pricing Rules & Terms & Conditions inmarsat.com

21 Inmarsat will not be responsible for traffic generated outside the Fair Use Policy Limit in the unlikely event of a SAC-C outage. Currently, Secondary PDP Contexts will not be available for use with this package until further notice. Customers should be aware of any impact on specialised Value Added Services. This does not impact the initiation of multiple Standard or Streaming Primary PDP Contexts. 3.3 BGAN Link Geo / Global Unlimited Plans Inmarsat currently offers customers a BGAN Link Geographic Unlimited Package, which includes four subscription plan options. The two Class 2 only plans were closed to new activations as of January 31, Subscription Plans BGAN Link Geo Unlimited 1YR Class 2 BGAN Link Geo Unlimited 1YR Class 1 & 2 BGAN Link Geo Unlimited 3Mth Class 2 BGAN Link Geo Unlimited 3Mth Class 1 & 2 Inmarsat also offers a Global 30GB version of this plan to all customers. This includes four subscription plan options as well: Subscription Plans BGAN Link Global 30GB-1YR-Class2 BGAN Link Global 30GB-1YR-Class1 BGAN Link Global 30GB-3mth-Class2 BGAN Link Global 30GB-3mth-Class1 Allowance is monthly, and there is NO roll-over of unused allowance. Within these subscriptions, SACC is a mandatory component and will include a fair use policy of 30GB. If a customer exceeds the 30GB threshold, SAC-C will throttle appropriately and the customer will not be charged any additional dollars for overage on standard IP usage. These plans are structured as data allowance plans rather than money bundle plans and can have a minimum commitment term of twelve (12) or three (3) months. BGAN Link Geo Unlimited/Global can only be used with a class 1 or class 2 BGAN Terminal. These plans provide both a Streaming Allowance and a Data Allowance. Only X-Stream (384+ kbit/s) and/or HDR Full Channel 64k will consume the Streaming allowance. Allowances can only be used within the Sub-Saharan Region, any traffic outside the region will be charged incrementally. For the 12 Month (1 Year) plan any unused allowance, of both allowance types, will have the value of that allowance provided back to the customer in the form a credit, after the minimum commitment has been met. The 3 Month plan does not provide roll-over or any credit for any unused allowance. SAC-C is a mandatory component of the 3 Month plan, options explained in section Shared Corporate Allowance Packages (SCAPs) (not applicable to BGAN Link suite of products) The SCAP packages consist of subscriptions that include an allowance that can be shared across multiple SIM cards. The allowance consists of either a monetary amount in case of a Money Bundle, or consists of a fixed number of MBs and Voice minutes in case of an Allowance Bundle, which can be used for calls to Fixed, Cellular, BGAN, Voic . 23 BGAN Pricing Rules & Terms & Conditions inmarsat.com

24 Each SIM card under the SCAP will be able to use as much or as little of the allowance as required within the specified period (this can be closely monitored with certain credit limitations in the Dashboard to avoid just a few of the SIM cards using up all the allowance which was meant for a pool of SIM cards). The SCAP options offer additional flexibility to Inmarsat DP1020 partners who are able to sell multiple numbers of SIM cards to single corporate-type entities such as large scale business entities, NGOs and government entities. There are two main types of SCAPs Commercial SCAP and Humanitarian SCAPs SCAPs Definitions Given the overall BGAN proposition and pricing, these SCAP packages are not designed to be available to a service provider to effectively pool the use of a group of SIMs belonging to different end customers. They are strictly limited to single corporate-type entities. A special application form needs to be filled in by the SP and signed by the end user. Inmarsat then needs to approve the application and issue a SCAP ID before the SCAP package can be made available to the Partner and the customer. A SCAP application form must be submitted for each instance of a SCAP being created, even if this is an upgrade or downgrade from an existing SCAP, as each SCAP ID issued will be unique and can only be used once. Inmarsat reserves the right to audit the information provided regarding the identity of the Corporate End User by contacting either the SP and/or the Corporate End User directly. Where Inmarsat in its reasonable opinion concludes that there is abuse of SCAPs, then it may decide at its sole discretion to either terminate such SCAPs, retrospectively charge the Partner for all traffic that has been the subject of such abuse at the normal rate that would ordinarily have applied to such traffic using the regular Economy charges that would have applied to each individual SIM, or such other action as Inmarsat sees fit. Each SCAP will be directly related to a maximum number of SIMs that can be provisioned. Additionally, the maximum numbers of SIMs in the SCAP do not all have to be activated at the same time. The SCAP pricing provides increased flexibility over the usage of the allowance as any individual SIM (within that group of SIMs) will be able to use as much or as little of the allowance as required within the specified period. From an Inmarsat perspective, there are no specific charge reductions through these packages; rather, there is more flexibility in terms of use across the corporate entity and through time. The format of these tariffs is that of shared allowances across a number of SIMs that belong to a single corporate customer/account. This reduces the customer s risk associated with purchasing a number of individual allowances that are then not fully utilized within a given time period SCAP Specific Terms and Conditions 24 BGAN Pricing Rules & Terms & Conditions inmarsat.com

25 The specific Terms and Conditions regarding SCAPs are as set out below; otherwise the general Terms and Conditions that apply for single SIMs as set out in this document apply. Upgrades, Downgrades and Early Termination Fees For a SIM card to be considered for an upgrade or downgrade of a subscription, the existing rules apply where the upgrade or downgrade must be carried out within a 24 hour window i.e. 00:00:00 23:59:59 GMT. Upgrade If a single SIM is required to be upgraded into a SCAP, and a penalty charge is triggered, this charge will be waived automatically as this will be an upgrade. Downgrade Any single SIM downgrade, either during or outside the minimum commitment period, will not trigger a penalty charge on the SCAP unless it is the last SIM on the SCAP. In this case, if the SIM is downgraded or terminated, the whole SCAP will be terminated. If the termination is within the minimum commitment period, then the ETF will be charged accordingly. Single SIMs can be upgraded or downgraded to a SCAP providing that: The SCAP has not been terminated The group of SIMs has not been released by the DP back to their normal single SIM stock or that the SCAP has reached the maximum number of permitted SIMs. Each group of SIMs in a SCAP can be upgraded, downgraded or disconnected as a group. The T&Cs for a single SIM will apply to the group of SIMs in the SCAP price plan. SCAP Rate Plan upgrades and downgrades take effect immediately. The old and new subscription fees will be prorated based on the date of the upgrade/downgrade and the subscription period. There will be no activation charges when downgrading a SCAP package. The subscription charge is for the group of SIMs included in the SCAP i.e. not for individual SIMs. The subscription charge commences when the first SIM is activated on the SCAP Plan, irrespective of whether this is a new SIM activation, or an upgrade or downgrade from another PRP. For a change of package prior to the completion of the minimum commitment term of a chosen SCAP plan the SIM must be deactivated and a new activation carried out. The same SIM and MSISDN must be used to identify this as an upgrade or downgrade of the package. Failure to use the same SIM and MSISDN will result in possible deactivation and new activation charges Regular or Commercial SCAPs 25 BGAN Pricing Rules & Terms & Conditions inmarsat.com

26 The regular SCAP packages are aimed at individual corporate entities buying significant numbers of SIMs for an extended duration or for extended projects aimed at opening up new and/or strategic markets. These Plans will typically allow for the sharing of allowances across a number of SIMs within a single corporate entity to reduce the risk of purchasing a number of individual allowance plans that otherwise may not be fully utilized. There are two types of regular SCAPs: Volume Allowance SCAPs. These were closed for new activations from 1 st December 2010, but all volume SCAPS activated prior to that date continue as is and will also automatically renew. SIMs can continue to be added to Volume Allowance SCAPs up to the Max SIM quantity of the allowance. Volume SCAPs cannot be upgraded to larger sizes; that will require an upgrade to a Money Bundle SCAP. Money Bundle SCAPs, These were launched on 1 st September 2010 and are available in various max SIM quantities. Number of SIMs/MSISDNS. Each SCAP has a defined maximum number of SIMs that can be provisioned onto it. 27 Monthly, Quarterly and Annual rollover periods Inmarsat reserves the right to increase the number of SIMs allowed for each and will give 30 days notice to Inmarsat of such an increase. There is no minimum number of SIMs to be used under the SCAP, in theory only one SIM is enough. The number of SIM cards counted will include all Active, Pending Activation, and Suspended status SIM cards. Cancelled or Failed Activations will not be included in the count Activations, Subscriptions and Allowances All SIM card provisioning for the SCAP subscription is built into the Dashboard. Inmarsat DP1020 customers are able to manage and monitor every part of the SCAP subscriptions themselves. The Subscription charge is for the group of SIMs included in the SCAP i.e. not for individual SIMs. The Subscription charge commences when the first SIM is activated on the SCAP package, irrespective of whether this is a new SIM activation, or an upgrade or downgrade from another price plan. Subscription and allowance prorating is based on the date of the first SIM activation on the SCAP (including any upgraded SIM). Normal prorating rules apply as per single SIM T&Cs. Subscriptions will automatically continue to be charged after the minimum commitment period has expired. A group of SIMs using a particular SCAP subscription will continue to be charged a subscription fee until a service order is received to have the last SIM within the SCAP cancelled or moved to another price plan. This can be scheduled in advance within the Dashboard. SCAP allowances consist of: Money Bundle version A subscription that has a money allowance that can then be used against ALL BGAN services, Streaming IP, Standard IP, ISDN, Voice, SMS at their respective In Bundle rates. Volume Allowance version - Allowance consist of MBs and Voice minutes (only the Entry plans do not consist of voice minutes) which can be used for calls to Fixed, Cellular, BGAN, Voic . The associated allowances will be shared over the active SIMs and will not be allocated on a pro-rated basis for each SIM. In both cases once the allowance has been used, then out of bundle charges will apply. Annual Payment in Advance SCAPs These SCAPs hold an exception to the above rule. In the case of an annual payment in advance SCAP in which all of the allowance has been fully used, the customer may then at his discretion either end the SCAP 27 BGAN Pricing Rules & Terms & Conditions inmarsat.com

28 without penalty or commence a new SCAP at anytime. If the customer does not notify Inmarsat then any further usage on the original SCAP will be at out of bundle rates. Money Bundle SCAP example USD Money Allowance will be shared over the Entry 20 SIM SCAP as required, with each SIM using as much or as little of the Money Allowance as is required for use against BGAN services. Volume Allowance SCAP example MB will be shared over the 3 (Entry) Plan as required, with each SIM using as little or much of the 213MB as required. Example: if a customer is using a Monthly Entry SCAP 3 (max 20 SIMs) which comes with an allowance of 213 MB per month and he is actually using 300 MB that month. Then this means that the first 213 will not be charged but the additional 87 is charged against the out of bundle price per MB that is valid for his Entry plan. This will be included on his Monthly invoice together with any other services he might have used in that month that are not part of his allowance. Any allowance that is unused at the end of the period will not be rolled over to the following period and will be lost. 3.7 Humanitarian SCAPs General Details Launched 1st February 2011 Humanitarian SCAPs are designed to offer the first responder community a cost effective entry into BGAN services which recognises that outside of emergency periods usage will be light, but there will be requirements for testing of equipment and training of personnel to ensure readiness when called upon in times of need. This is especially important for BGAN usage that occurs outside of humanitarian event periods. With terms of up to 3 years, these plans also offer budget management predictability during non event periods when there is no access to Capex funds. There are four plan types currently available: Postpay Standard SCAP Global/China Plan with no rollover at year end Postpay Allowance SCAP Global/China Plan with rollover at year end **Please refer to the priorities table in section 5 for the full list of Humanitarian SCAP s and those which are currently available.** Humanitarian SCAP Features The money allowance can be shared across multiple SIMs belonging to the First Responder organization. 29 SCAP sizes included in the Humanitarian plans are 10, 20, 50, 100, or 200 SIMs maximum End User Qualification These package options are only available for Not-for-profit First Responders. These include UN, EU, relevant Government Departments, Civil Agencies, and charities. In order to be considered as an eligible First Responder, an application form (available from your Inmarsat DP1020 Account Manager) must be filled out and returned to Inmarsat for approval. To qualify to purchase a designated Humanitarian Pricing Package, an end-user organization must provide aid for humanitarian crises and be a member of one of the following categories according to the definitions below. 34 3.8.2 Vouchers There is one type of voucher available with BGAN Prepaid: Voucher Type Products and Pricing Packages Supported Supports Streaming and ISDN Available for New Activations 12 BGAN Yes Yes Circuit Switched Voice, SMS and Standard IP services are supported and also mandatory ISDN and Streaming are only supported in the BGAN Prepay Stream package in combination with BGAN Stream vouchers. Minimum duration is 50 KB for Background IP and 30 seconds for voice calls. Billing increment is 10 KB for Background IP and 15 seconds for voice calls. End User Unit Price MUST be set up in the Dashboard The default end user unit prices must be entered in the Dashboard (Customer Details, Default section) before BGAN Prepaid can be activated on the SIM card. This can be adjusted per SIM card if required. Voucher Denominations Vouchers are available in 6 denominations between 0 and 5000 units per voucher. These are virtual vouchers (e-vouchers), so there are no physical cards. The voucher life is 365 days, (1 year) meaning that if the balance of the voucher has not been uploaded after 1 year to the Prepaid SIM card then the voucher will expire Expiry of Prepay Units The expiry period means the period in which units can be used once loaded onto the SIM card. Any unused units at the end of the validity period will expire and are non refundable. The expiry periods commence once balances have been successfully topped up using the prepaid voucher or when a balance is added to a SIM card via the Inmarsat Dashboard. Example Customer purchases 50 units on November 5 th Units will expire after 365 days. November 5 th 30th, 2014 = 25 days (top up day is not included) December 2014 = 31 days Jan Nov 5 th, 2015 = 309 days Total Days = 365 days As this voucher has a 365 day expiry period, the customer has until November 5 th at 23:59:99 to reload the voucher before losing the unused units. 36 Suspension: Where a subscriber s services are suspended (SIM card cannot pass traffic), the validity period of the remaining units continues meaning no extra validity time is granted for suspension of the SIM card. Top-ups (Loading Units on the SIM Card) Top-ups can be done in units. A calculator is available in the Dashboard to help determine how many minutes/messages/mbs you get for the amount of units placed on the cards. Top-ups can be done via Dashboard or via the Inmarsat Voice Response System (IVR) When does Inmarsat Invoice? Inmarsat invoices upon voucher ordering and upon top-up. If a customer already has vouchers in his possession and he uploads them to the SIM card there is no additional charge for the uploading as he has already been invoiced when he ordered the vouchers. In case the customer did not order vouchers upfront, but immediately does a top-up in the dashboard then this is handled in the background as a voucher ordering and will trigger the invoice to the customer. Voucher purchases and top-ups made are non-refundable Cutting off Prepaid Calls in Progress There is a warning beep heard during voice calls (low balance and 0 balances). There is no warning when downloading data: in the middle of a download, the session can be terminated.
