4 Legislation Legal Framework - Universal Service Directive (Article 26): Member States shall ensure that undertakings concerned make caller location information available free of charge to the authority handling emergency calls as soon as the call reaches that authority. [ ] Competent regulatory authorities shall lay down criteria for the accuracy and reliability of the caller location information provided. [26.5] In order to ensure effective access to 112 services in the Member States, the Commission, having consulted BEREC, may adopt technical implementing measures. However, these technical implementing measures shall be adopted without prejudice to, and shall have no impact on, the organisation of emergency services, which remains of the exclusive competence of Member States. [26.7]

5 Legislation Universal Service Directive (Article 26): End-users should be able to call and access the emergency services using any telephone service capable of originating voice calls through a number or numbers in national telephone numbering plans. [26.2] Member States shall ensure that access for disabled endusers to emergency services is equivalent to that enjoyed by other end-users [26.4]

6 Fixed calls location Present situation: Service provider s DB Location data stored in services provider s databases Heterogeneous solutions for each country Location of the data: the database or databases can be stored in the PSAP or not. If the database is not located in the PSAP it can be accessed remotely. Database: centralised / decentralised Service provider A Service provider B Service provider PSAP

7 Fixed calls location Present situation: Private networks: the location stored in the database for this phone number is frequently the one of the main building and not the real address of the office or the location where the call is initiated. Number of emergency calls originating in private networks is unknown in Europe.

8 Fixed calls location Major problems Accuracy of the data (COCOM Report 2013): How often they are updated: immediately six months Correctness of the address (national number portability included) Existence of private numbers Availability of caller ID and address for calls coming from private networks Lack of standardised format: it is necessary that all data respects the same structure

9 Mobile calls location Present situation Heterogeneous solution: no use of standards Each Member State has developed its own solution Different type of connections and data formats depending on the telecommunication operator Time for the provision of the caller location information (COCOM Report 2013): In some Member States almost immediate (between 1.2 and 2 secs) Other countries between 5 and 12 secs Some Member States more than 10 minutes Accuracy (COCOM Report 2013): wide majority of Member States reported Cell ID or sector ID for mobile caller location.

10 Mobile calls location Present situation Location for international roaming calls not available in some countries Location for national roaming calls (i.e. 112 available over any other domestic mobile network when out of coverage of the home network) not available in some countries Location for SIM-less calls (where possible) not available in some countries

11 Mobile calls location Present situation Expert Group on Emergency Access (EGEA) meeting 9 th November 2012 was presented with costed solutions by some location solution providers Costs are not prohibitive versus perception. Recent estimations made by some location solution providers suggest that: Loosing 1 minute per call = 26 billion (annual costs saving over all of Europe based on empirical studies/data) Swedish study: Study Time factor fire and rescue service in Sweden Enhanced Cell-ID location information could be achieved for c 750k - 2m per network The feature price of a caller location system with A-GNSS (Assisted Global Navigation Satellite System) support is estimated around 0,50 per subscriber

12 Mobile calls location Major problems Time for the provision of the caller location information too long in some countries Accuracy: Cell ID / sector ID not accurate enough No Member State imposed stricter caller location criteria for mobile calls that Cell/Sector ID, although the available technical solution allow today for a much better accuracy

13 Mobile calls location Major problems Reliability: No reliability requirements in vast majority of Member States Roaming and SIM-less callers not treated equally Lack of standardisation for the whole process: from the calculation of the position to the delivery of it to the PSAP Next regulatory steps are very unclear (Commission? Member States? BEREC?)

14 Caller location for non-voice access to 112 Present situation Non-voice access to 112 (SMS, real time text): in most countries accessible for hearing impaired citizens Major problems Obligation: equivalent access In the vast majority of Member States no call location is available for this type of calls

15 VoIP Present situation In most countries the VoIP operator provides the registered subscriber address ETSI standardisation still pending (M493) Major problems For nomadic VoIP only the registered subscriber address is provided Will be further explained in next sessions!!

16 Conclusions Access to accurate, reliable and on-time caller s location is still a big problem for European emergency services. Meaningful and impactful policies need to be implemented asap; Competent regulatory authorities need to live up to their obligations. This has as consequences: Unnecessary costs LOSS OF LIVES!! Urgent solutions are needed!!
