3 1 General 1.1 Introduction Since March 2002, all calls on the telephone service in Switzerland must be made using the dialling code. The option of dialling just the telephone number, without the dialling code, within one s own dialling code area, was withdrawn. Nothing changed for calls made to Switzerland from abroad. In March 2005 the 01 dialling code (Zurich network group) was changed to 044. All customers with an 01 number received the 044 dialling code instead of their 01 code. During two years of parallel operation, it was possible to call these customers using both dialling codes. In March 2007, the 01 dialling code was disconnected and customers can now only be called using the 044 code. With the new edition of the E.164 numbering plan, the old provisions are being revised and adapted to current and future requirements. When it enters into force, the present edition will replace edition 5 of the E.164/2002 numbering plan. 1.2 Scope In accordance with ITU-T recommendation E.164 [3], the definition, the structure and the management of a national numbering plan for the telephone service is a task of national authority. Pursuant to Article 28 of the Telecommunications Act (TCA) [1] and article 2 of the Ordinance on addressing Resources in the Telecommunications Sector (ORAT) [2], the Federal Office of Communications is establishing the present numbering plan for Switzerland. CC NDC SN National Number International Number for public telecommunications The country codes (CCs) are allocated to individual countries by the International Telecommunication Union (ITU-T) on application. The definition of the following structure, the significance of component parts and its number length is a national matter and the task of the numbering plan administrator in the respective country. Switzerland has been allocated country code 41 by the ITU-T. According to ITU-T Recommendation E.164 [3], an international number may consist of a maximum of 15 digits. The leading traffic routing digits are part of the national dialling plan and are not part of the 4/8

5 international number. Since, for example, Switzerland's country code has two digits (CC = 41), national numbers may therefore consist of a maximum of 13 digits. 2.2 Number formats of the Swiss numbering plan Short numbers Short numbers have the format 1xx; OFCOM may add one or two digits to some of them. Depending on the application, holders of short numbers may themselves determine whether these can also be dialled from abroad National Destination Codes (NDC) National destination codes consist of the leading digits of national numbers and identify a geographical region or a type of telecommunications service. Codes may either identify discrete services or must be complemented by additional digits for the identification of a telecommunications connection. The leading digit may take a value from 2 to Customer numbers These numbers are allocation to the connections of customers of fixed network, mobile telephony and value-added services. All the digits of these numbers may have a value from 0 to National numbers The national number (according to ITU-T Recommendation E.164 [3] National (Significant) Number, N(S)N ) consists of the national destination code and the telephone number and thus identifies unambiguously a customer or a service connection of a telecommunications service. With the exception of short numbers, all national numbers essentially consist of 9 digits Direct inward dialling numbers Several consecutive numbers of a customer may be used as direct inward dialling numbers of extensions of private branch exchanges. Direct inward dialling number ranges are part of the Swiss E.164 numbering plan. Accordingly, all direct inward dialling numbers have the same number of digits as all other connections for fixed network and mobile telephony services. It is not permissible to append additional digits to the end of the direct inward dialling number or to reduce the number of digits. 5/8

6 2.2.6 Displaying numbers To display a telephone number, it is recommended to follow the presentation of the example below: National notation: or International notation: or In accordance with ITU-T Recommendation E.164 [3] the + symbol should be used to indicate that the digits for the international prefix of the country in which the call is being made must be dialled before dialling the international number. 2.3 Types of services associated with the different ranges of numbers Fixed network service numbers Fixed network service numbers identify a fixed or roaming connection on the telephone service Mobile telecommunications service numbers These numbers are intended for customers of mobile telecommunication services (mobile telephony, paging, etc.) Value-added service numbers By means of their initial digits, these numbers characterise the properties of the telecommunications services which may be provided under these numbers (e.g. freephone numbers, charged-for valueadded services, etc.) Special service numbers The special service numbers include access numbers to other telecommunication networks, frontier traffic, access codes to special offers for telecommunication services and other special cases relating to numbering (e.g. gateways between networks, access to voice mail, etc.). Special service numbers may have a different number of digits, which are specified in the Technical and Administrative Regulations concerning the Allocation of E.164 Numbers [4]. 3 Distribution of the numbers of numbering plan E.164 for Switzerland Pursuant to Article 28, paragraph 1, of the Telecommunications Act [1], OFCOM is responsible for administering the ranges of numbers of numbering plan E.164/2002 for the different telecommunications services. To this end, the Office establishes the Technical and Administrative Regulations concerning the Distribution of E.164 Numbers [4]. 6/8

7 4 Dialling plan The dialling plan defines the digits and sequences of digits which must be used for establishing a call to international and national destinations, telecommunications services and control functions. 4.1 Prefix for international calls International prefix: 00 When a call is established by dialling the leading digits 00, this signals to the telecommunications network in Switzerland that the subsequent dialled digits relate to a country code or a code for an international service. Examples of this include: for a call to France for a call to the principality of Liechtenstein for a call to Brazil for a call to a customer of a satellite telephony service for a call to an international freephone service Exception: If calls in Switzerland are dialled using the national code for Switzerland (0041), the telecommunications network must treat the subsequently dialled digits as a national call in accordance with section 4.2. The country codes or codes for international services are allocated by the International Telecommunication Union (ITU-T) and published at Prefix for national calls National prefix: 0 When a call is made, it is necessary to signal to the telecommunications network, by dialling the leading digit 0, that the subsequently dialled digits relate to a code for a national service and accordingly to a destination in Switzerland. Examples of this include: 0 22 for a call to a fixed network service customer in the Geneva region 0 77 for a call to a mobile telephony service customer for a call to a national freephone service Exception: Calls to short numbers according to section must be dialled without the national prefix (no leading 0 ). 7/8

8 4.3 Leading characters and # When a call is made by dialling the leading characters or #, this signals to the telecommunications network in Switzerland that the subsequently dialled digits and characters relate to a code for access to, setting of, or control of a function of the customer connection. Examples of this include: 21 Control of additional functions for forwarding calls to a different connection on the telecommunications network (call forwarding) 26 Control of the additional function for barring incoming calls (do not disturb) # 33 Control of the additional function for barring outgoing calls (barring set) The codes and characters after the leading characters or # are defined by international standardisation organisations such as the ITU-T, ETSI, GSM Association, etc. for the various additional functions of the telecommunications services. They may also be used at the end of or within the dialled sequence of digits. No connections of customers of a telecommunications service provider shall be identified by digits and characters after the leading characters or #.
