3 Interim Solution Text-to-911 Text messaging using Short Message Service (SMS) is the common technology method On Dec. 6, 2012 AT&T, Verizon, Sprint Nextel and T-Mobile USA, working with the National Emergency Number Association (NENA) and the Association of Public Safety Communications Officials (APCO) reached agreement to offer their subscribers text-to-911 services by May 15, 2014, consistent with certain parameters: Limited to the capabilities of the existing SMS service offered by the participating wireless service provider Implemented using a 911 short code for subscribers Service has no roaming capability, only available on subscriber s home wireless network SMS text was not designed for public safety delivery and does not include priority delivery or any assurance that the text will be sent or timely delivered. SMS is a best-effort service No confirmation of delivery or message failure Store and Forward possible delay or arrival out of order. Based on the Alliance for Telecommunications Industry Solutions (ATIS) industry standard solution

4 Text-to-911 Concerns & Limitations Not associated with wireless voice services No E911 Phase 1 and Phase 2 requirements for location Coarse location (cell sector centroid) information is available Texts are treated like other SMS text messages, no requirement to be treated as a 911 emergency call by the mobile service provider Rebid function for voice only (coarse location update delay) Language translation concerns (message content) Security concerns including authentication, spoofing, spam, denial of service attacks, privacy rights Transfer capability concerns due to location limitation and industry connectivity Non-service initialized mobile devices are not supported

5 Text-to-911 Options Various near term PSAP options being discussed until NG-911 is fully deployed including: Enhanced 911 capable PSAPs Web Browser - text messages to PSAPs using web browsers installed at one or more PSAP call taker stations Text-to-Voice Gateway Centers - text messages to PSAPs using a gateway center where translations between text and voice occur and the call would then be transmitted to 911 Text-to-TTY Translation - text messages to PSAPs using conversion of the text messages into Teletypewriter or Text Telephone (TTY) calls that the PSAP would receive over its existing TTY equipment State/Regional Approach - text messages to PSAPs using state or county designated NG-911 capable PSAPs to receive and exchange text messages with the caller and the call would then be transmitted to the appropriate PSAP Next Generation 911 (NG-911) capable PSAPs - text messages using NENA i3 protocol or a standardized NG-911 protocol The county has the option of not implementing Text-to-911 at this time. It is not mandated.

7 Text-to-911 to PSAPs County requests to service providers to receive the texts implementations will be completed within a reasonable amount of time (not to exceed six months). The request is only valid if: The PSAP technically ready to receive 911 text messages in the format requested; and the appropriate local or State 911 service governing authority has specifically authorized the PSAP to accept and, by extension, the signatory service provider to provide, text-to-911 Wireless carriers implemented automated bounce back June 30, 2013

8 Interim Solution (Transition to NG-911) The FCC issued a Further Notice of Proposed Rulemaking (FNPRM) to include other steps towards the transition to NG-911, including: Adopted rules for all wireless carriers and certain IP-based text providers to be prepared to provide text-to-911 availability by the end of Dec. 2014; Implementing and migrating SMS text-to-911 to other text messaging applications; Seeking information on text-to-911; future capabilities, roaming, and enhanced location information. Education to inform consumers about the availability and the features of text-to-911 in local areas during the transition periods; and Encourage consumers to use existing voice 911 service when possible to obtain emergency assistance

9 E911 Board Statewide Text-to-911 Initiative As a part of its statewide text-to-911 initiative, the E911 Board will provide funding for actual costs of the IP circuits up to the amount estimated in the E911 Board initiative guide. Funding Model Option #2 - SMS to PSAP Web Browser through an IP network Funding Model Option #3 - SMS to PSAP IP/SIP (i3 ESInet) System hardware - funding is available through the 2014 E911 State Grant Program for system upgrades.

10 Text-to-911 Implementations Text messaging to 911 is beginning to be implemented in areas in the state. The following map shows the availability of text messaging to 911 and the progression for those areas implementing the service.

12 E911 Board Special Disbursement Funding will be based on the county s delivery design and position needs of the primary and secondary PSAP(s) for the text-to-911 provisioning. The actual disbursement is limited to the lesser amount of the actual costs or the maximum calculated amount in the E911 Board initiative funding model. Request can be submitted after a county has determined and details the funding needed for the county s text-to-911 delivery model including information on: the TCC provider, delivery method, positions for the text-to-911 service, and text transmission IP circuits. Next step is submission of the Special Disbursement Submission Form. The E911 Board staff will calculate the maximum special disbursement based on the funding model. The county text-to-911 disbursement will be processed after the actual allowable costs have been determined.
