4 Incorrect Emergency Services Routing Deadly Consequences Each time a wireless 911 call is misrouted and transferred, the call transfer process consumes time and resources in both the PSAP that initially receives the call and the PSAP to which the call is transferred, and the process ultimately delays dispatch and the ability of first responders to render aid. We have reason to believe that 911 misroutes are not occasional or isolated and in fact occur frequently, on occasion with deadly consequences. The importance of addressing this issue is escalating as the public is increasingly dependent on wireless networks and devices for access to 911. In the state of Washington, USA it was found that in 2014, there were approximately 94,600 transferred 911 calls between PSAPs, each adding an average of 40 seconds to the call time, for a total of 1,051 hours of call delays Page 4 Source:

6 Emergency Services Calling What is an Emergency Call? 911 or 112 dialed digits for police, fire or ambulance rapid response Dedicated bearer to the emergency channel Calls must be allowed even if there is no SIM or active subscription Calls must be routed to PSAPs that match the location area of the caller In the US, over 70% of 911 calls are mobile originated* What must the telco service provider send to the PSAP? 7 Fixed-Line vs Mobile-Originated Call Routing What do the terms ANI and ALI mean? ANI Automatic Number Identification (similar to Caller ID) ALI Automatic Location Identification database holds street addresses of the ANI The emergency services operator uses this address to dispatch the first responders Fixed line emergency calls are routed by the LEC (local exchange) to a static PSAP Mobile originated emergency calls are analyzed based on Cell-ID and then routed to the correct PSAP in the service area Page 7

11 Challenges in testing Emergency Services Traditional testing requires a live person to be physically under the cell tower coverage Testing of all sectors of the cell tower requires special software to scan for the cell-ids Travel and manpower costs increase when test sites are spread over large distances Telecom operators outsource the testing and classify the cost as OPEX Upgrades and changes in the network trigger re-testing of multiple sites and thus creating a backlog PSAP agencies have a defined time window for test calls during a 24 hour period Page 11 Image:

13 ecall Testing with SITE Mobile operators need to ensure routing and successful transmission of data (MSD) for ecalls across Europe as the ecall module is in sleep mode until actual incident national and roaming SITE offers ecall testing via dedicated ecall-capable wireless module The module can be used to simulate an In-Vehicle System (IVS) and test: ecall routing in the mobile network (towards a test number) Transmission of the Minimum Set of Data (MSD) in PUSH or PULL mode Establishment of the voice channel Planned Availability: SITE Page 13

15 Emergency Calls using SIGOS-S1 Emergency (SOS) calls in VoLTE can be generated using the SIGOS-S1 probe Location information of the emergency caller is defined at the beginning of the test routine SIGOS S1-traffic can test both SIM-based and SIM-less scenarios Two-way voice is established between the PSAP operator and test engineer The SIGOS-S1 probe connects to the telco s MME and can handle multiple emergency call sessions Audio recording of the conversation with the PSAP operator ensures compliance to local regulatory certification requirements Page 15

19 VoLTE 911 Use Case A Canadian wireless operator has a requirement to perform E911 calling via VoLTE via an automated tool that can simulate different TAC and CID without a technician present at the location. The current method of initiating VoLTE 911 calls via handsets require technicians to be present at the local switch coverage to trigger PSAP lookup based on TAC/CID. The requirements are: 1. Initiate an Emergency Attach via LTE 2. Initiate VoLTE messaging for 911 or SOS calls 3. Initiate VoLTE 911 or SOS calls varying (TAC/CID) 4. Ability for a TELUS technician to speak and hear audio of the answering PSAP in real-time 5. Ability to record the audio from the answering PSAP Page 19
