4 Purpose To support the Canadian Air Transport Security Authority ( CATSA ) in establishing and implementing Airport Screening Services Agreements ( ASSAs ), and support its business continuity plan, CATSA has established a Screening Contractor Qualification Framework ( SCQF ). The purpose of the SCQF is to assess and determine if a screening contractor organization ( Applicant ) meets the minimum eligibility requirements to potentially deliver screening services at CATSA designated airports. CATSA makes no commitment or representation that a minimum level of business or any level of business will result from the SCQF. Scope The SCQF applies to any organization wishing to be considered to provide airport screening services: - for a long-term ASSA, or - on a contingency basis through the CATSA Screening Services Contingency Program ( SSCP ). Existing ASSA providers are automatically pre-qualified under the SCQF. The Framework The SCQF consists of two separate programs as described below. 1. The ASSA Pre-Qualification Program ( The ASSA Pre- Qualification Program ): a) sets the minimum eligibility requirements for an Applicant to deliver security screening services in CATSA designated airports; b) applies minimum eligibility requirements as set out in CATSA s Screening Contractor Management System Standard ( Standard ). CATSA has engaged the Canadian General Standards Board ( CGSB ), an accredited body with the Standards Council of Canada, to administer and assess Applicants against the Standard; c) is a mandatory requirement to bid on any ASSA; and d) creates a directory of eligible Applicants to potentially provide screening services at CATSA designated airports. The Screening Service Contingency Program ( SSCP ): a) is one of the options available to CATSA in its business continuity plan to ensure business continuity in the event that an ASSA is terminated prematurely; b) is an optional program, administered and assessed by CATSA, where Applicants will be invited to signal their interest and demonstrate their capability to provide screening services in one specific region as an interim service provider (e.g., 12 to 24 months); c) requires Applicants to first successfully complete The ASSA Pre-Qualification Program to be invited to participate in the SSCP, if the Applicant elects to participate; and d) is not a requirement to bid on a long-term ASSA. The SCQF Process The following flow chart provides a high level overview of the SCQF process flow: Figure Heading 1: The SCQF Process Flow The SCQF programs will be launched under Notices of Intent ( NOI ). The ASSA Pre-Qualification Program NOI will be launched publicly on MERX. The SSCP NOI will be directed, on a periodic basis at CATSA s sole and absolute discretion, to Applicants who successfully completed the ASSA Pre- Qualification Program. The base requirement to establish a screening services contingency list of screening contractor organizations, in support of the SSCP, would be satisfied at the end of the SSCP NOI and the process will pause until if and when a decision is made to use the contingency list through CATSA s ASSA Termination Response Plan. In the event an ASSA is terminated prematurely and CATSA s determines, at its sole and absolute discretion, to use the SSCP list, a directed Request for Proposals ( RFP ) would be issued to the Applicants on the SSCP list at that time. The RFP would include specific requirements and information and may be specific to one region. Responses received would be evaluated against pre-establish evaluation criteria and the top ranked bidder would be recommended for ASSA award. 6 Maintenance Assessments Maintenance assessments for both SCQF programs will be conducted periodically and if an Applicant no longer meets the eligibility requirements, it will be provided with an opportunity to implement corrective actions. A failure to maintain eligibility requirements for the SSCP may not impact The ASSA Pre-Qualification Program status, but a failure to maintain The ASSA Pre-Qualification Program status could result in corrective actions or removal from both programs. CATSA makes no commitment, representation nor warranty, and Applicants should have no expectation that any business will result from The ASSA Pre-Qualification Program or the SSCP.
