4 - Key Skills Key Skills 1 Specifications and standards Please be aware that the Key Skills 2000 specifications are now withdrawn. All 2000 specification (pre-september 2004) registrations are closed and no further certification will be issued. To transfer existing candidates to the 2004 standards, contact the Edexcel Customer Service team. The Key Skills Qualifications and Standards 2004 are available to download at Centres in Wales In Wales assessment is through portfolio only. The standards remain the same as England; however, tests have been discontinued. All portfolio evidence must continue to be internally assessed and quality assured in each centre. External quality assurance will continue to be carried out by the awarding body. 2 Registration procedures There is no registration deadline and you are not required to register your candidates until you are ready to make an entry for them. However, all candidates must be registered before or at the time of making an entry. The process of registration is free for Key Skills candidates. Fees will be charged when test entries are made and when portfolio or proxy claims are made. Please note that no charges are made for portfolio and proxy entries. Please note that a candidate must be registered once only. To prevent the generation of duplicate registration numbers, centres must ensure that all candidates details are entered exactly the same as they were upon initial candidate registration with Edexcel. 2.1 Electronic registration methods EDI You can currently make registrations, entries and receive results via EDI (Electronic Data Interchange) in both EDIFACT and JCQ formats. Key Skills Basedata can be obtained from Further details are provided in the EDI section of this manual. Edexcel Online Edexcel Online is a web-based service that allows you to carry out administration for Key Skills electronically. Some of the features of Edexcel Online are: Search Search, select and view candidate records, with instant access to their historic information. Register Register your candidates online, either individually or by uploading an esa1 form. Confirmation Gain immediate, onscreen, printable confirmation of registrations. Entries and claims Make test entries, portfolio or proxy claims onscreen, producing and printing candidate statements of entry whilst online. 5 - Key Skills Summary of candidates results Obtain a candidate list of your results online for each test, portfolio or proxy session, as well as requesting a spreadsheet of results. A spreadsheet listing of candidates results including any combination of test, portfolio or proxy by series can be ed to your Edexcel Online Mailbox address within 24 hours. Results slips Produce results slips for individual or groups of candidates on your own printer. Moderator details Search for your external moderator details and request moderation dates. EDI Tracking: Track progress of all EDI files. Candidate scores View the raw mark that individual candidates achieve in each key skill test. Test feedback Receive detailed feedback, on a question-by-question basis, of all candidates performances in Level 1 and Level 2 tests. The area of the standards tested by each question is highlighted and shows whether the candidate gave the correct answer or not. Obtain the references to the test specification for which each test question refers to. If you need any help in using these functions, please use the Edexcel Online Help function, or contact the Edexcel Customer Service team. For help in setting up an Edexcel Online account, telephone the Edexcel Online customer support team on esa1 Registration and entry spreadsheet The electronic SA1 spreadsheet can be downloaded from the Edexcel Online Key Skills homepage. This can be used to register and enter candidates by capturing specific information and uploading this file via Edexcel Online. This spreadsheet is specifically formatted to contain the fields required to make a valid registration and entry for the Key Skills qualifications. 2.2 Amending and withdrawing registrations If you wish to change or amend a registered candidate s cohort or centre reference, you can do this immediately via Edexcel Online. If you wish to withdraw Key Skills registrations, please contact the Entries team. 3 Entry procedures The entry methods listed below cover tests, portfolio and proxies. 3.1 Electronic entry methods EDI Centres may make entries via EDI in both EDIFact and JCQ Formats. Further details are provided in the EDI section of this manual. Edexcel Online All candidates will have to be registered on Key Skills in order to use this facility. However, they can be registered online at the same time as you make your entry. You can make entries using Edexcel Online by either entering candidates directly online or by attaching an esa1 to upload your entries. Successful completion of entries will be confirmed immediately onscreen and this can also be printed. We recommend that centres check their entries, using the Entry Summary facility on Edexcel Online to ensure all entries on our system reflect those on your centre s records. This can be done by selecting Entries, then Entries Summary, and selecting the appropriate session. Edexcel Information Manual 2007 : September

6 - Key Skills esa1 The esa1 is an electronic entry form which can be downloaded from the Key Skills homepage, (indicated by the tab KS/ALAN) on Edexcel Online. It may be created from information on your CMIS system and must meet the requirements listed in the esa1 section. This completed esa1 can be uploaded onto Edexcel Online. For further details on using the esa1 see part 9, How to use the esa1, in this section of the manual. 3.2 Amendments and withdrawing entries EDI You can amend your entries via EDI by the appropriate electronic entry and amendment deadline. Please refer to the EDI section of this manual for further details on how to do this. Edexcel Online You can amend your entries via Edexcel Online by the appropriate electronic entry and amendment deadline. Once this deadline has passed, you will not be able to make any further withdrawals or amendments on Edexcel Online. 3.3 Late entries Note: Centres should note that late entries are not applicable to Key Skills portfolio or proxy claims. Once the respective test entry and amendment deadline has passed, you will not be able to make any further entries, withdrawals or amendments. If you wish to request additional entries, please contact the Edexcel Customer Service team. If we can accommodate your entries, they will be charged double the test entry fee. Any post-examination entry received (ie, where a candidate has not been entered but completes a test) will be entered and charged triple the test entry fee. 344 Edexcel Information Manual 2007 : September 2007

9 - Key Skills 5 Key Skills moderation The process by which candidates portfolios are reassessed is through the accreditation system. Once a centre has been accredited for a particular key skill and level, it will be accorded direct claim status and will be able to claim portfolio results using the instructions outlined in Key Skills Moderation Guidance to Centres In order for a centre to obtain direct claims, a Key Skills Quality Nominee must be appointed with the centre. As outlined in the Key Skills Centre Guidance for Moderation , direct claims status for each key skill/level will expire on 31 August, subject to successful audits and the Key Skills Quality Nominee remaining the same. Please refer to Key Skills Centre Guidance for Moderation for full details, available on the Key Skills section of the Edexcel Website Portfolio claims Centres must ensure that all direct claims are for portfolios that have been passed by the internal moderator and approved by the Key Skills Quality Nominee. Because of the security implications, it is extremely important that no claims for results are made without the clearance of the Key Skills Quality Nominee. Once a centre is accredited for a key skill/level, entries and claims may be made at any time using Edexcel Online. All claims must be preceded by a portfolio entry. For instruction on how to make portfolio claims on Edexcel Online, see part 10 on Making portfolio or proxy claims. Copies of individual Candidate Statement of Results will not be posted to centres following successful portfolio claims. However, centres may request copies via Edexcel Online, which will be ed to their Edexcel Online mailbox. Where centres have not yet been accorded direct claim status, but the External Standards Moderator has approved less that five portfolios per skill/level, a Key Skills Portfolio Results Claim Form (KSP1) must be faxed to the Entries team. The KSP1 form can be downloaded from the Key Skills section of the Edexcel website. We recommend that centres check their claims, using the Results Search facility on Edexcel Online to ensure all claims on our system reflect those on your centres records. 10 - Key Skills 5.3 External moderator allocation A moderator will be allocated to your centre for the academic year. This moderator will be able to arrange for the approval of your centre to make direct claims. Centres will generally retain the same external moderator as allocated in Where a there is a change in moderator, notification will be sent to centres at the beginning of the academic year. 6 Key Skills proxies 6.1 What are proxy qualifications? Proxy qualifications are those qualifications that have been agreed to assess the same knowledge and skills as aspects of the Key Skills. Because of this overlap, candidates can claim exemption from parts of the Key Skills when they are able to provide proof of achievement of the proxy qualification. The full list of valid proxy qualifications is available on the QCA website. 6.2 Proxy claim process Proxy claims can be made at any time using Edexcel Online. All claims must be preceded by a proxy entry. For instruction on how to make proxy claims on Edexcel Online, see part 10, Making portfolio or proxy claims of this section of the manual. Note: Centres are reminded that they are responsible for ensuring that the rules for claiming proxies are adhered to. Centres should claim at the end of the Key Skills programme to ensure that they are following the three-year rule. This is supported by ensuring: the candidate has claimed/is also claiming the relevant key skills portfolio where the candidate is claiming a whole unit, centres must ensure that this is within the three-year period where the candidate is claiming towards the end of the programme (eg, claiming a proxy in March and awaiting to submit a portfolio in June), centres must ensure that the three-year period expires after June. Once a proxy claim has been made for a candidate, no further withdrawals or amendments will be permitted. 6.3 Modern Apprenticeship candidates Candidates for Modern Apprenticeships who wish to claim relaxation should read the details of the relaxation ruling which can be found in Key Skills Policy and Practice Your questions answered, which can be downloaded from Edexcel Information Manual 2007 : September 2007

11 - Key Skills 6.4 Proxy audit requirements All evidence used to support proxy claims must be logged so that, on request from the Skills for Life team, centres will be able to provide accurate details in order to complete the audit. A sample of proxy claims made over the year will be sent to centres, which will be required to complete the details of the evidence which supports the claims listed. In England and Northern Ireland, candidates are required to achieve both the test and portfolio for the core Key Skills certificates whereas, in Wales, candidates are only required to achieve the portfolio. Candidates in England, Northern Ireland and Wales are required to achieve only the portfolio for the wider Key Skills. 8.1 Modern apprentices Please be aware that candidates on a Modern Apprenticeship course (for which your NTO has advised you that candidates are exempt from sitting Key Skills tests) must still pass the test and portfolio in order to obtain a Key Skills certificate from Edexcel. 350 Edexcel Information Manual 2007 : September 2007

13 - Key Skills Edexcel will not issue a certificate for the core Key Skills based on a portfolio achievement only, where candidates are registered at a centre in either England or Northern Ireland. In England and Northern Ireland candidates are required to achieve both the test and portfolio for the core Key Skills certificates. However in Wales, as candidates are only required to achieve the portfolio for the core Key Skills, a certificate will be issued where candidates have achieved the portfolio component only. This is in accordance with QCA regulations governing the issue of certificates. Edexcel will, however, issue an Individual Candidate Statement of Provisional Results, listing that candidate s achievement, acceptable to your NTO as proof of the portfolio achievement. Note: This exemption rule relates to the requirements of the Modern Apprenticeship only and not of the Key Skills qualifications. All award documents are issued to centres by recorded delivery, or a similar service that provides evidence of delivery. If a centre has to return documents to us, recorded delivery should be used or proof of posting obtained from the post office. Either will be accepted as satisfactory evidence of posting. Lost by centre We ask that you take due care in receipt and distribution of award documents. However, if you misplace award documents in the centre, you may apply in writing to Edexcel giving full details of the loss. In such cases, a duplicate certificate fee per learner will be charged for replacement. Applications should be sent to the Entries team. Learner name The centre is asked to ensure that the learner s name reported on registration is the name that he/she wishes to see on the final award document. 15 - Key Skills the learner s name is incorrect because of a spelling mistake. Where a change of name is required, the original document must be returned to Edexcel. Note: A replacement certificate fee will be charged if the request is received by Edexcel more than three months after the certificate was issued. No change of name that has taken place later than the award date can normally be taken into account. Learners should be made aware of this policy. Damaged documents If any damaged award documents are received by the centre, they should immediately be returned to Edexcel for replacement. Lost or damaged between centre and learner We cannot accept responsibility for the loss or damage of documents between the centre and the learner. It is suggested that centres either arrange for personal collection or use recorded delivery for despatch of original documents. We make every effort to pack documents securely and advise centres to ensure that any awards mailed to learners are likewise securely packaged. If award documents are lost between the centre and the learner, you may apply in writing to the Entries team for duplicates, enclosing details of any information you have from the post office regarding the loss. 16 - Key Skills 9 How to use the esa1 9.1 Completing the esa1 Download the esa1 template from the Key Skills/ALAN homepage on Edexcel Online. The esa1 should be saved on your personal drive so this can be accessed easily at a later time. Once the esa1 has been saved it is now ready to be populated with the candidate s details for which you wish to make an entry. The following rules must be observed when completing the esa1 to enable quick and easy processing: Only one row should be used per candidate. Where there are multiple entries, these should be specified in Entry 1, Entry 2 up to Entry 6. All entry codes used must be correct key skill unit codes, as specified in this manual Student s forename, surname, sex and date of birth should be specified in the format shown. Where entries are being made for previously registered candidates, all details must be stated exactly the same as the initial registration. Failure to do so will result in candidates being issued with a duplicate registration, leading to problems with certification. 354 Edexcel Information Manual 2007 : September 2007

17 - Key Skills Note: Should you only wish to register candidates using the esa1, do not complete the entry type fields. Only the student forename, surname and sex fields should be filled. Once you have finished completing the esa1, save a copy to an accessible drive on your pc. 9.2 Uploading the esa1 Registrations On completing the esa1, (see section 9.1 above), log into Edexcel Online and click on the Key Skill/ALAN tab. Select Upload esa1 spreadsheet, then click on Register Candidates. Select the appropriate qualification type from the drop-down list Qualification Type. State the candidates enrolment date in this format DD/MM/YY. The enrolment date must be the day the registrations are being made. Completion of the field Cohort is optional. Click on Browse to locate the esa1 which is to be uploaded. Click on Upload. The candidates as indicated in the esa1 will be listed on the screen. Click on Submit. 18 - Key Skills Registrations and entries On completing the esa1, (see part 3.2 above), log into Edexcel Online and click on the Key Skill/ALAN tab. Select Upload esa1 spreadsheet, then click on Register Candidates and Make Entries. If candidates detailed in the esa1 are already registered, this option should still be selected. Note: Previously registered candidates will not be assigned a new registration number provided all details used are exactly the same as those used when creating the initial registration. Select the appropriate qualification type from the drop-down list Qualification Type Select the appropriate entry type from the drop-down list Entry Type. If multiple entry types have been specified in the esa1, the esa1 should be uploaded separately, by selecting each entry type on that occasion. State the candidate s enrolment date in the format DD/MM/YY. The enrolment date specified must be the day the registration is being made. The field Cohort is optional. Click on Browse to locate the esa1 which is to be uploaded. Click on Upload. The candidates as indicated in the esa1 will be listed on the screen. All candidates who have been registered previously will be highlighted in blue. Any candidates who were not registered before will be assigned a registration number at this stage. Click on Submit. A pop-up screen will then be displayed indicating the proposed entries. You will then be given the option to withdraw any candidates before the entries are finalised If all entries correct, click on Save. A message will then be displayed stating The entries have now been made. Click on Finish. 10 Making portfolio or proxy claims Before attempting to make portfolio or proxy claims, centres must ensure that an entry for all candidates has been made beforehand. Entries can be made using Edexcel Online, EDI or an esa1. For details on how entries can be made using Edexcel Online, see part 9.2 in this section of the manual. Once entries for all candidates have been made, follow the steps below. Follow steps 1 2 from the section Completing the esa1. Log on to Edexcel Online and click on the Key Skills/ALAN tab. 20 - Key Skills Click on the Candidate list for the key skills unit which you wish to finalise. Should you wish to finalise multiple key skills units, you must complete each key skill unit separately. Select the candidates which you wish to finalise using the tick box on the left-hand side. Where a portfolio claim is to be made for all candidates, tick All to select all candidates. Once the correct candidates have been selected, click on Finalise Selected. If direct claim status has not yet been given for the Key Skills unit which is being claimed, candidates will be issued with a Not Yet Passed Result should you proceed with finalising the portfolio claim. A pop-up box will then be displayed requesting confirmation that all portfolio claims are eligible to be processed. After the required information has been entered, click on Accept to complete the claims process. 11 Invoicing Invoices are issued for test, proxy or portfolio and will be issued monthly. They are sent for the attention of your finance department. All queries relating to the content of the invoices should be sent to the Entries team. These queries must be made in writing. Queries relating to methods of payment for the invoice should be sent to the Edexcel Finance Department. (See the Contact Information section of this manual.) Payment of all fees is due thirty (30) days from the date of the invoice. Payment cannot be withheld unless you dispute the amount of the charges by notifying us in writing within twenty-one (21) days of receipt of an invoice, giving full details of the amounts disputed and the reason such charges are disputed. Cheques or BACs transfers should be made payable to Edexcel Ltd. Remittances advices should be addressed to the Edexcel Finance Department. 21 - Key Skills 11.1 Standard invoices Invoice format Reg. Date The date in the first column relates to the date of registration, not the series date. Centres submitting registrations electronically (Edexcel Online, EDI) and licensed centres are able to use their own numbers to identify candidate groups, as appropriate. This number is indicated in the second column. Then the Key Skills unit is noted, with the series date series indicated in brackets. Please do not supply a separate purchase order number, as we will be unable to include this number on the invoice Late fee invoices Invoice format This invoice summarises the number of late fees for each series and component, and the late fee level charged (double or triple late fee) Invoice breakdowns Invoice breakdowns detailing the candidates to whom a particular invoice corresponds can be requested by contacting the Entries team. 12 UCAS points and Key Skills equivalents Since 2002, UCAS points will be awarded to candidates who achieve any or all of the key skills. The tariff for each unit is as follows: Level 2: 10 Level 3: 20 Level 4: 30 UCAS Tariff Calculator can be found on Key Skills equivalents These levels broadly relate to other qualifications in the National Qualifications Framework, for example: Level 1 relates to GCSE grades D to G; it therefore equates to Level 1 NVQs and Level 1 BTECs. Level 2 relates to GCSE grades A* to C; it therefore equates to Level 2 NVQs and Level 2 BTECs. Level 3 relates to Advanced GCE (A Level), NVQs at Level 3 and BTEC Nationals. 22 - Key Skills 14 Access arrangements and special considerations Guidance on providing special arrangements for candidates with particular assessment requirements has been agreed between accredited awarding bodies. Centres should refer to the Joint Council for Qualifications Regulations and Guidance relating to candidates who are eligible for Adjustments in Examinations, available to be downloaded from Transfers of achievement Please note that, in order to transfer the candidate s achievements from another awarding body, centres will need to send a copy of the candidate s results slip confirming his/her achievements to the Entries team. Centre should note that Edexcel will only transfer partial key skills achievement, ie, test or portfolio. 23 - Key Skills Figure 1 Edexcel Online: Edexcel Online is used to register candidates details. This can be for individuals or as a bulk upload. You will need to save or print off a list of candidate names and registration numbers as they are used in CatGlobal when entering candidates for tests. CATGlobal: CATGlobal is a website designed for centre administrators to schedule examinations and enter the registered candidates for examinations. You will only receive a password once your centre has confirmed they meet the technical requirements. CATGlobal will create the IDs and passwords for candidates to take the tests. Enterprise SiteManager The Enterprise SiteManager is an application which is downloaded from the CatGlobal website and installed on your local computer. This is used to control the entire exam sequence: downloading scheduled tests, uploading results and viewing and printing the candidate provisional score report. Administrator The Administrator component is also downloaded and installed from the CATGlobal website.
