5 About ATSSA The American Traffic Safety Services Association (ATSSA) offers a dynamic and diverse selection of high quality education, training, and certification products and publications for the roadway safety industry. ATSSA education and certification programs are available through traditional classroom training and online learning opportunities, as well as through a comprehensive selection of publications designed to provide critical information to roadway safety workers. ATSSA develops and offers training and publications that help maximize roadway safety and save lives. They cover a wide variety of subjects such as temporary traffic control, flagger training, pavement marking, pedestrian safety, work zone safety for law enforcement, incident response, and guardrail installation. Some address state-specific requirements and issues based on diverse interpretations of the Manual on Uniform Traffic Control Devices (MUTCD). ATSSA recruits experienced industry subject-matter instructors and experts of the highest caliber to develop and deliver training, and to write for and provide guidance on the development of publications. 6 Contracts & Grants ATSSA provides training through contracts and grants, including a grant awarded by the Federal Highway Administration (FHWA). Under requirements of this grant, ATSSA is to perform tasks in highway work zone worker safety training, which includes a wide variety of courses. Corporate Training Program (CTP) The Corporate Training Program provides the opportunity for industry companies to license ATSSA s high quality work zone training programs for use within their own companies. This program ensures the continuity of standardized training in which ATSSA takes great pride and one in which you can place your full confidence. Program Benefits: Lowers training costs - your approved instructors can train your employees at your own site Provides flexibility in scheduling training that is convenient to your company or workload schedule Provides the ability to train all staff levels within your company s workforce Provides your company with the highest quality training materials Offers high-caliber instructors to train your approved instructors Partner Categories: Corporate Training Partner: companies interested in training their staff in-house Chapter Training Partner: chapters interested in providing training to their members and associated staff Training Partner: groups without employees, such as LTAPs and AGCs, who want to provide training to their members Training companies are not eligible for this program. Designated CTP instructors are required to have a degree in civil engineering or equivalent experience, a minimum of five (5) years of work zone temporary traffic control experience, some teaching experience, and must have successfully completed the requested training courses with a grade of 90% or greater. 7 Certification & Recertification After completing a high-level ATSSA safety training course, take the next step in your career by adding an ATSSA certification designation. Professional certifications demonstrate a commitment and dedication to safety, and may provide other benefits to the certified roadway safety worker, including improved career opportunities, industry recognition, a validation of formal education, knowledge, and work experience, as well as providing evidence of compliance to state mandates and requirements. ATSSA offers the following certifications: Florida Intermediate Florida Advanced Guardrail Installer Pavement Marking Technician Traffic Control Technician Traffic Control Supervisor Traffic Control Design Specialist Truck-Mounted Attenuator Operator Virginia Basic Virginia Intermediate Virginia Advanced Certification is included with the following courses and no application is necessary: Certified Pedestrian Safety Professional Flagger Flagger Instructor Training $ Certification & Recertification Fee $109 Members $130 Non-members Certification applicants will need to meet the following criteria to receive a designation through the ATSSA Certification Board: Complete the training course(s) associated with the certification you are pursuing Successfully pass, with a grade of 80% or better, the final exam offered at the completion of the training course(s) Apply for the designation by completing the certification application, providing the names of two professional references familiar with your work history, and returning the application to ATSSA with the appropriate certification application fee Upon validation of the application and work experience, and approval by the ATSSA Certification Board, you will receive certification which is valid for up to four (4) years. With ongoing regulatory, compliance, and industry safety changes, ATSSA requires recertification every four years* to ensure that certified individuals stay up-to-date with the latest standards and techniques necessary to effectively perform their jobs and ensure both public and worker safety. 8 Hosting Options ATSSA offers three types of course hosting options, designed to accommodate both employer and individual needs. OPEN Open courses are recommended for roadway safety service industry professionals, temporary traffic control industry professionals, contractors, subcontractors, or public officials, these courses are open to anyone who meets the eligibility requirements. CLOSED Closed courses are recommended for companies or organizations that have a large number of employees who require training. These courses are open only to employees of the company that has contracted with ATSSA to offer a course. The company contracting with ATSSA to present the course must provide a facility that meets ATSSA s specifications and is responsible for getting attendees to the course. CO-SPONSORED Co-sponsored courses are recommended for companies or organizations that would like to assist in the promotion and marketing of a training course. Co-sponsors who are able to provide a training facility that meets ATSSA s specifications will receive one complimentary registration to the training course that they are co-sponsoring. Course participants who register through the cosponsor will be entitled to receive a per student discount of $25 for a one-day training course or $50 for a two-day (or longer) training course. Certified Pedestrian Safety Professional In several cities, it is common to use individuals to control pedestrian traffic on public streets during special events and other temporary activities. Often, these individuals (retired law enforcement officers, etc.) do not have the necessary training to perform this temporary traffic control function safely and within the standards and guidelines contained in the MUTCD. This course is intended to fill this void to ensure the continuity and consistency of pedestrian and traffic management services, and will provide individuals responsible for managing pedestrian traffic on public streets with the training they need for the safe and efficient movement of pedestrians as well as their own safety. Flagger Certification Training The flagger s role is to protect project personnel and provide safe, courteous, and authoritative directions to traffic seeking passage through the work area. This course will teach students standard flagger control references, proper flagging signals procedures, and standard flagger practices for various situations. Upon successful completion of the course, students will receive an ATSSA Flagger Certification card. 10 Flagger Instructor Training (FIT) Flagging traffic is both a critical and a potentially hazardous part of providing a safe work zone. Flaggers are responsible for protecting their fellow workers as well as motorists. The FIT course is designed to teach students how to effectively teach flagger courses. This train-the-trainer course emphasizes skills and techniques for teaching the fundamentals of flagging. Students are provided with all of the information needed to present the four-hour ATSSA flagger certification training course. Each FIT student must teach a short section of this material to demonstrate their ability to communicate and effectively present the material to learners. Individuals successfully completing the FIT will be recognized as ATSSA Certified Flagger Instructors. NOTE: To become FIT certified in Virginia, the TCT course is not required. Guardrail Installation Training This course will provide a broad overview on the installation of guardrails and associated devices, including: assessment of work site topography and site conditions; proper layout of a work site; location, installation, and maintenance of guardrail and terminal sections; documentation of materials, inspections and incidents; as well as where to find the most up-to-date resources and information regarding guardrail installation. This course is recommended for state DOT engineers and inspectors, installation work crews, and guardrail contractor company employees, including those with both extensive experience and new employees. 11 High Friction Surface Treatment Installation & Inspection This course provides an overview of high friction surface treatment (HFST), key considerations, and general best practices for installation. It also includes an inspection module for owner-agency inspectors of HFST installations. Key areas of focus include: installation methods and equipment; post-installation procedures; inspection of surface preparation, materials, and installation practices; and monitoring. It covers the basic principles of incident management and considerations for traffic control in work zones, along with the concepts of temporary traffic control as presented in the MUTCD, a Federal standard. 12 Introduction to the MUTCD This course examines the MUTCD, its content, and its applicability to streets open to the public in the United States, including private streets. The course is intended to help participants become aware of the need for uniformity of traffic control devices, and understand why the MUTCD was developed, its legal requirements, and related liability. Emphasis will be given to temporary traffic control. Longitudinal Barrier Systems This course builds upon the information taught in the Guardrail Installation Training course, providing advanced information regarding guardrail systems, terminal sections, and associated devices on the roadways. The course also addresses advanced concepts and technical aspects of guardrail components, and provides enhanced information on the characteristics of the site and proper application of appropriate safety devices. The course is recommended for project engineers, municipal road engineers, designers of guardrail systems, county highway superintendents, consultants or specifiers of guardrail systems, and experienced guardrail installers. 13 Nighttime Temporary Traffic Control This course provides students with an understanding of the considerations of nighttime work zones. The course addresses factors including the feasibility of nighttime work zones, worker and equipment visibility, illumination requirements, glare avoidance, and nighttime enhancements, and is recommended for both work zone designers and work zone supervisors. 14 Pavement Marking Technician This course is designed to increase the knowledge and skills of agency and contractor personnel who are responsible for the selection, installation, and inspection of pavement markings. The course includes instruction about pavement marking materials; application processes and quality control; pavement marking standards and principles as contained in the MUTCD; EPA, DOT and OSHA regulations; tort liability and other legal issues, including documentation and regulation compliance; as well as traffic control design for pavement marking installation. Students will be provided information regarding national standards and guidelines for uniform treatment of temporary traffic control in work zones, the roles and responsibilities of law enforcement officers in work zones, safe procedures for carrying out those roles, and the types of work zones as well as their configurations and component parts. The course is recommended for law enforcement personnel who may plan enforcement for work zones or be assigned to execute a role associated with work zones. Additionally, those individuals working with law enforcement personnel, including highway contractors, subcontractors, utility personnel, and highway agency staff are encouraged to attend. 15 Temporary Traffic Control for Utility Operations This course provides an introduction to temporary traffic control for utility workers and others whose actions may affect safety. It teaches concepts, techniques, and practices in the installation and maintenance of traffic control devices in accordance with the MUTCD. This course will teach students to understand the engineering concepts necessary to properly design effective traffic control plans, as well as the fundamental principles of temporary traffic control, the sources of standards and guidelines, the proper processes and procedures for adjustments, and legal implications. It is recommended for traffic engineers, engineering technicians, consultants, and other individuals responsible for temporary traffic control design and plan approval. The TCDS course is also available in a one-day format, which is intended for individuals who are already TCS certified. Please note that the TCDS course does not grant authority to individuals to approve design plans. 16 Traffic Control Supervisor (TCS) The TCS course is designed to train those who will be actively involved in designing or setting up and maintaining temporary traffic control in a work zone. It moves from the concepts and techniques taught in the TCT course to the implementation of traffic control plans and techniques for installation and removal. Students are taught how to read and interpret plans and specifications and implement them in the field. Workshops included in the course are designed to provide real world examples in designing temporary traffic control setups and also recognizing, analyzing and correcting deficiencies. An additional, vital objective of this course is teaching students the skills necessary to become an effective supervisor, capable of leading a team in the field. Traffic Control Technician (TCT) Everyone involved in a construction work zone project should have a basic knowledge of temporary traffic control that allows them to assist in installing traffic control devices, monitoring their performance, and recognizing deficiencies during the course of a project. The TCT course is an introduction to temporary traffic control in work zones for individuals who work in the field installing and removing traffic control devices. The course provides concepts, techniques, and practice exercises in the installation and maintenance of traffic control devices. Some state-specific courses are available. Basic Traffic Control for Short Duration Activities This course covers all aspects of traffic control applicable to short duration activities, including the fundamentals of temporary traffic control, component parts of a temporary traffic control zone, applicable national standards, typical applications common to short duration activities, and more. The course also presents recommendations on applying simplified control procedures when performing utility and public works operations. The course provides a broad scope of knowledge in the basics of temporary traffic control and presents recommendations on applying simplified traffic control procedures when performing utility and public works operations. Comprehensive Inspection Training This course is designed to lead participants from the very basic to the more complex aspects of inspection, documentation, and quality standards. Topics include: inspection basics, flagging operations, temporary pavement markings, and TMAs. 18 STATE-SPECIFIC COURSES In addition to offering national training courses, ATSSA also customizes its training for state Departments of Transportation to ensure that workers are provided with the most up-to-date information specific to their state s standards and regulations. Following are just a few of ATSSA s state-specific training programs. For the current state-specific course schedule, visit Florida Intermediate Training ATSSA is an approved provider for the Florida Department of Transportation Intermediate Maintenance of Traffic course. This course is required for all persons with duties that include any of the following activities: Direct responsibility of replacement of work zone traffic control devices, Direct responsibility for field maintenance of work zone traffic control devices, Inspection of the placement or operational function of work zone traffic control devices, or Drafting or electronic generation of work zone traffic control plans. NOTE: This course is recognized as ATSSA s TCT course even though the state mandates a different course title. Florida Intermediate Refresher This course provides an overview of the Florida Intermediate training course with concentration on the applicable changes that have occurred in the most recent four years to the Design Standards, Part 6 of the MUTCD, Plans Preparation Manual, Construction Project Administration Manual, and Standard Specifications for Road and Bridge Construction. Refresher courses are required every four years for all persons to continue to be qualified to perform their assigned duties. Persons who have maintained current certification from an approved provider may take a training or refresher course to comply with this procedure. 19 Florida Advanced Training ATSSA is an approved provider for the Florida Department of Transportation Advanced Maintenance of Traffic course. This course is required for personnel with responsibility or authority to decide on the specific Maintenance of Traffic requirements to be implemented. These positions include the following: The engineer responsible for the work zone traffic control plan development, or The work zone traffic control supervisor. This course is not required for submitting traffic control plans for utility work, unless such persons have to sign and seal the traffic control plans in accordance with the Florida DOT Utility Accommodation Manual. 20 Virginia Basic Training This course provides an introduction to temporary traffic control in Virginia work zones for individuals who are relatively inexperienced in this area.
