1 State St. Michael City Center Tuesday, September 9, 2014 Chairperson Steve Sinell convened the meeting at 9:30 am. Board members in attendance were: Keith Albertsen Mike Amo Jane Grossinger Brian Koester Gregg Larson Dave Marhula Steve Sinell Deb Volkert Gary Amundson was unable to attend. Minutes of the July 22, 2014 meeting were reviewed. Brian Koester moved to approve the minutes. Jane Grossinger seconded the motion. The motion carried. Minutes of the July 22, 2014 closed meeting were reviewed. Dave Marhula moved to approve the closed meeting minutes. Brian Koester seconded the motion. The motion carried. Updates Reinstatement There may be a conflict between statute and rules with a recent board decision regarding when someone whose license has lapsed must take ALP. Deb Volkert will review and bring it to the November board meeting. Reinstatement Fee The decision at the July 2014 meeting to impose the reinstatement fee for those that do not submit a timely license renewal will be handled with a rule change. Reinstatement Policy The following policy was rewritten for clarification. Old version: Minnesota Assessment Laws and Procedures must have been completed within the previous five years. New version: Anyone that has not been licensed for a period of five years or more must successfully complete Minnesota Assessment Laws and Procedures. Meeting Housekeeping Details The board discussed some housekeeping details regarding board meetings. Closed Meeting The board went into a closed meeting at 9:45am Gregg Larson moved to reconvene into open session. Jane Grossinger seconded the motion. The motion carried. The board resumed their regular meeting at 10:25am.

2 September 9, 2014 Page 2 of 5 Approved Continuing Education Hours Requests Cost Approach for General Appraisers Course Tom ErnsteReineke requested CEH s for this course that was held on June 14-17, 2014 in Des Moines, Iowa and sponsored by the American Society of Farm Managers and Rural Appraisers. The board s continuing education committee approved this request for 28 continuing education hours for the course plus 2 hours for the test (per board policy). Appraisal for Ad Valorem Taxation of Communications, Energy and Transportation Properties Stephanie Nyhus requested CEH s for this course that was held on July 27-31, 2014 in Wichita, Kansas and sponsored by Wichita State University. The board s continuing education committee approved this request for 20 continuing education hours. Discounted Cash Flow Model: Concepts, Issues and Applications Ann Miller requested CEH s for this course that was held on July 30, 2014 and sponsored by the Appraisal Institute. The board s continuing education committee approved this request for 7 continuing education hours. License Discrepancy A letter was received from an assessor who has received licenses marked income qualified, yet is unable to provide the board with completion certificates for two income courses. This issue came to light when the assessor inquired about additional education requirements to obtain the AMA license. After the board members reviewed the letter, Dave Marhula made a motion to table this discussion until next meeting and request that the assessor checks with IAAO regarding obtaining a course certificate. Mike Amo seconded. Motion approved. The board will send a letter indicating that in order to maintain income qualification, the assessor needs to prove that the income course was successfully completed or else successfully complete another income course and submit a completion certificate within six months. Application for Certified Minnesota Assessor Pamela Carty, Steele County, applied for the Certified Minnesota Assessor license. Her Procedures, and Mass Appraisal Basics. Pamela has assessment experience since September Gregg Larson made a motion to award the Certified Minnesota Assessor license to Pamela Carty. Keith Albertsen seconded the motion. The motion carried. Steve Christenson, Douglas County, applied for the Certified Minnesota Assessor license. His Procedures, and Mass Appraisal Basics. Steve has assessment experience since September 16, If approved Steve Christenson s CMA license will take effect on September 16, Jane Grossinger made a motion to award the Certified Minnesota Assessor license to Steve Christenson effective September 16, Brian Koester seconded the motion. The motion carried, with one abstention.

Her Procedures, and Mass Appraisal Basics. Abbie has assessment experience since August Approval of her license is contingent upon receiving her original application and fee. Dave Marhula made a motion to award the Certified Minnesota Assessor license to Abbie St. Germain upon receipt of her original application and fee. Mike Amo seconded the motion. The motion carried. Appointments with the Board Rodella LaFreniere, St. Louis County, met with the Board for her Accreditation Oral Interview. Her education includes Assessment Laws and Procedures, Residential Appraisal Principles, Residential Appraisal Procedures, Mass Appraisal Basics, Basic Income Approach to Value, Income Approach to Valuation, IAAO Assessment Administration and USPAP. Her Demonstration Form Appraisal report passed the grading committee in May 2014 and she passed the Residential Case Study Exam in July Rodella has 6 years of assessment experience and she applied for the Accredited Minnesota Assessor License. Deb Volkert made a motion to award the Accredited Minnesota Assessor license to Rodella LaFreniere. Gregg Larson seconded the motion. The motion carried. Kelly Jacobsson, Hennepin County, met with the Board for his Accreditation Oral Interview. His education includes Assessment Laws and Procedures, Bachelor s Degree in Real Estate from St. Cloud State University (which is equivalent of Residential Appraisal Principles, Residential Appraisal Procedures, the elective and the Residential Demonstration Narrative), Fire 483 Real Estate Finance & Investments, Income Approach to Valuation, MN Assessment Administration and USPAP. Kelly has 4 years of assessment experience and he applied for the Accredited Minnesota Assessor License. Mike Amo made a motion to award the Accredited Minnesota Assessor license to Kelly Jacobsson. Deb Volkert seconded the motion. The motion carried. Val Ruesch, Nobles County, met with the Board for her Accreditation Oral Interview. Her education includes Assessment Laws and Procedures, Residential Appraisal (Course B), Mass Appraisal Basics, Basic Income Approach to Value, Income Approach to Valuation, MN Assessment Administration and USPAP. Val s Demonstration Form Appraisal report passed the grading committee in May 2014 and she passed the Residential Case Study Exam in September Val has 15 years of assessment experience and she applied for the Accredited Minnesota Assessor License. Further discussion resulted in a motion by Deb Volkert to deny the Accreditation and invite Val Ruesch back for a second interview. Dave Marhula seconded the motion. The motion carried. Val Ruesch will be invited to interview again at the November 2014 meeting.

4 September 9, 2014 Page 4 of 5 Discussion Items Grading Committee: Teresa Mitchell submitted a letter requesting approval of two new grading committee members Ann Miller and Nate Stulc. Teresa is stepping down as the grading committee chair and has suggested Bob Wilson as the interim grading committee chair. Brian Koester moved to approve the new graders. Jane Grossinger seconded. Motion carried. Deb Volkert moved to appoint Bob Wilson as the interim grading chair. Gregg seconded. Motion carried. Rule Change Discussion: Proposed rule changes that would also require a law change were discussed so those changes could be incorporated into the board s proposed fee change legislation for the 2015 legislative session. o Temporary License: After discussion concerning the proposed rule change to create a temporary license, Dave Marhula made a motion to establish a temporary license with the requirement that the individual successfully complete Assessment Laws and Procedures and Mass Appraisal Basics within two [annual] licensing cycles. Keith Albertsen seconded. The motion carried. The temporary license would require that individuals already have a Certified General Real Property Appraiser license from the Minnesota Department of Commerce. The fee for this license will be the same as the fee for CMA. o Trainee Registration: After discussion concerning the proposed rule change to require a trainee registration, Dave Marhula made a motion to require the trainee registration within 30 days of their date of hire for anyone involved in the physical inspection and/or valuation of a property for property tax purposes. The trainee must obtain a license within three years from their date of hire. Mike Amo seconded. The motion carried. Trainee registration will have a one-time fee of $50. When the individual applies for CMA, they must pay the full fee for CMA. The trainee registration fee does not reduce the CMA fee, regardless of the timing of the two. o Certification: The board discussed some type of certification for individuals that do not appraise property and decided not to move forward with any rule change at this time. Fees: A law change proposal to change fees has been submitted via the Department of Revenue. Dave Marhula made a motion to approve the suggested fees presented by Deb Volkert. Mike Amo seconded. Motion carried. BOA s role in review of licensure courses: Deb Volkert went over an from the Department of Commerce. It was decided by the board that there was not enough time to discuss this topic so it was tabled until the November meeting.

Revision to AMA (SAMA) Interview Questions: A survey spreadsheet with new and old questions will be sent via to the board members to review and submit back to Bobbi Spencer within two weeks of being sent. Results of the survey will be discussed at the November meeting. Compatibility of Offices: The board reviewed all of the elected and appointed positions reported on the FY 2015 assessor license renewal applications. Gregg Larson made the motion that based on the two tests in the July 1, 2014 memo from Harriet Sims, the board s attorney, the position combinations identified on the FY 2015 renewal applications do not meet either of these tests and therefore are compatible. Jane Grossinger seconded. Motion carried. The chairperson set the next meeting date as Tuesday, November 25, 2014 at the St. Michael City Center in St. Michael at 9:30 am. Brian Koester made a motion to pay the expenses. Dave Marhula seconded. The motion carried. Brian Koester made a motion to adjourn. Keith Albertsen seconded. The motion carried.
