1 July 22, 2014 Page 1 of 7 State Board of Assessors St. Michael City Center Tuesday, July 22, 2014 Chairperson Steve Sinell convened the meeting at 9:00 am. Board members in attendance were: Keith Albertsen Mike Amo Jane Grossinger Brian Koester Gregg Larson Dave Marhula Steve Sinell Deb Volkert Gary Amundson was unable to attend. Minutes of the May 15, 2014 meeting were reviewed. Dave Marhula moved to approve the minutes. Gregg Larson seconded the motion. The motion Updates On Wednesday, April 30, 2014 the Board mailed out the FY 2015 license renewal letter to 919 assessors (492 CMA, 59 CMAS, 72 AMA, 253 SAMA and 43 Record Retention). To date, 797 licenses have been renewed and 28 Record Retention. The September board meeting was changed to September 9, 2014 and will be held in St. Michael. MAAO submitted both Basic Appraisal Principles and Basic Appraisal Procedures for review. Mike Amo and Deb Volkert reviewed Basic Appraisal Principles and sent comments to MAAO. Steve Sinell is reviewing Basic Appraisal Procedures. After additional discussion regarding review and approval of licensure courses, it was decided we should check with Commerce regarding what criteria they use to approve courses and what level of detail they have prescribed. Approved Continuing Education Hours Requests MAAP Summer Workshop Janet Kaschmitter requested CEH s for this workshop being held on August 21 22, 2014 at the Marriott Hotel in Mankato, MN and sponsored by MAAP. The board s continuing education committee approved this request for 10 continuing education hours via on May 30, Appraisal Subject Matter Electives Brian Kohorst requested CEH s for this online course sponsored by McKissock. The board s continuing education committee approved this request for 20 continuing education hours via on June 10, Quantitative Analysis Alyssa Browne requested CEH s for this course that was held on January 21 25, 2013 at the Country Inn and Suites in Louisville, KY and sponsored by Appraisal Institute. The board s continuing education committee approved this request for 30 continuing education hours via on June 10, 2014.

The board s continuing education committee approved the 2014 Fall Conference sponsored by MAAO. Four (4) continuing education hours were granted for each of the following seminars; Assess the Person, Sales Verification, MN Residential Form Report, Customer Service/Business Letter Writing and MN Residential Form Report Hands On and three (3) continuing education hours were granted for Ethics via on July 15, Appraisal Inspection: It's Black and White and Shades of Grey - Farley Grunig requested CEH s for this course sponsored by Kaplan Professional Schools. Andrew has a Residential Appraiser license number which counts as two years of appraisal experience plus 11 months of assessment experience at Blue Earth County. Regina Buchanan, Ramsey County, applied for the Certified Minnesota Assessor license. Her Procedures, and Mass Appraisal Basics. Assessment experience since February Brooke Holden, Goodhue County, applied for the Certified Minnesota Assessor license. Her Procedures, and Mass Appraisal Basics. Assessment experience since June Ricardo Perez, Department of Revenue, applied for the Certified Minnesota Assessor license. His education includes Assessment Laws and Procedures, Basic Appraisal Principles, Basic Appraisal Procedures, and Mass Appraisal Basics. Assessment experience since January David Quale, Local Assessor in Swift County, applied for the Certified Minnesota Assessor license. His education includes Assessment Laws and Procedures, Basic Appraisal Principles, Basic Appraisal Procedures, and Mass Appraisal Basics. Assessment experience since June Mary Wells, City of Coon Rapids, applied for the Certified Minnesota Assessor license. Her Procedures, and Mass Appraisal Basics. Carrie s Demonstration Form Appraisal Report passed the grading committee in September 2012 and she passed the Residential Case Study Exam in December Carrie had a successful oral interview with the Board in May Carrie passed the Income Property Case Study Exam in August Carrie has 5 years of assessment experience and applied for the Senior Accredited Minnesota Assessor License. Deb Volkert made a motion to award the Senior Accredited Minnesota Assessor license to Carrie Borgheiinck. Jane Grossinger seconded. The motion Joy Kanne, Mower County, applied for the Senior Accredited Minnesota Assessor license. Her education includes Assessment Law and Procedures, Residential Appraisal (Course B), Mass Appraisal Basics, Basic Income Approach to Valuation, Income Approach to Valuation, MN Assessment Administration and USPAP. Joy s Residential Narrative passed the grading committee in July Joy had a successful oral interview with the Board in October Joy passed the Income Property Case Study Exam in June Joy has 16 years of assessment experience and applied for the Senior Accredited Minnesota Assessor License. Mike Amo made a motion to award the Senior Accredited Minnesota Assessor license to Joy Kanne. Brian Koester seconded. The motion Jodi Lindberg, Kanabec County, applied for the Senior Accredited Minnesota Assessor license. Her education includes Assessment Law and Procedures, Residential Appraisal (Course B), Mass Appraisal Basics, Basic Income Approach to Value, Income Approach to Valuation, IAAO Assessment Administration and USPAP. Jodi s Demonstration Form Appraisal Report passed the grading committee in January 2009 and she passed the Residential Case Study Exam in August Jodi had a successful oral interview with the Board in February Jodi passed the Income Property Case Study Exam in July Jodi has 16 years of assessment experience and applied for the Senior Accredited Minnesota Assessor License. Brian Koester made a motion to award the Senior Accredited Minnesota Assessor license to Jody Lindberg. Dave Marhula seconded. The motion 10:00 am Special Closed Meeting The board went into a closed meeting. The board resumed their regular meeting at 11:45am. Rule Change Discussion Due to time constraints, there was minimal discussion regarding the rule changes. The board s attorney, Harriet Sims, participated in that discussion.

Her education includes Assessment Laws and Procedures, Basic Appraisal Principles, Basic Appraisal Procedures, Mass Appraisal Basics, Basic Income Approach to Value, Income Approach to Valuation, MN Assessment Administration and USPAP. Karen s Demonstration Form Appraisal report passed the grading committee in June 2014 and she passed the Residential Case Study Exam in July Karen has 5 years of assessment experience and she applied for the Accredited Minnesota Assessor License. Mike Amo made a motion to award the Accredited Minnesota Assessor license to Karen McClellan. Jane Grossinger seconded the motion. The motion Jason Jorgensen, Morrison County, met with the Board for his Accreditation Oral Interview. His education includes Assessment Laws and Procedures, Residential Appraisal (Course B), Mass Appraisal Basics, Basic Income Approach to Value, Income Approach to Valuation, MN Assessment Administration and USPAP. Jason s Real Property Demonstration Narrative report passed the grading committee in June Jason has 9 years of assessment experience and he applied for the Accredited Minnesota Assessor License. Brian Koester made a motion to award the Accredited Minnesota Assessor license to Jason Jorgensen. Dave Marhula seconded the motion. The motion Jessica Pike, City of Eden Prairie, met with the Board for her Accreditation Oral Interview. Her education includes Assessment Laws, History and Procedures, Residential Appraisal (Course B), Mass Appraisal Basics, Basic Income Approach to Value, Income Approach to Valuation, Minnesota Assessment Administration and USPAP. Jessica s Demonstration Form Appraisal report passed the grading committee in July 2014 and she passed the Residential Case Study Exam in July Jessica has 12 years of assessment experience and she applied for the Accredited Minnesota Assessor License. Gregg Larson made a motion to award the Accredited Minnesota Assessor license to Jessica Pike. Keith Albertsen seconded the motion. The motion Steve Sinell excused himself from the interview for Jessica Pike since they both work for Eden Prairie. Review Courses for Licensure IAAO Courses: It was determined by the board to accept IAAO course 300 and IAAO course 331 as an alternate for the Mass Appraisal course. It was also determined that IAAO Courses 102, 112, and 312 are income courses.
7 July 22, 2014 Page 7 of 7 Discussion Items Reinstatement Fee: Keith Albertsen made a motion that the board s policy be amended to impose a reinstatement fee for those that do not submit a timely license renewal. Dave Marhula seconded. Motion Revision to AMA (SAMA) Interview Questions: The board discussed some of the submitted interview questions. Additional questions should be submitted to Bobbi Spencer by August 11. They will then be sent out for discussion. Compatibility of Offices: After a brief discussion, it was decided that Deb Volkert would send the link for the compatibility of offices document and Harriet Sim s memo on this topic to all members. This topic will be included on the agenda for the September board meeting. The chairperson set the next meeting date as Tuesday, September 9, 2014 at the St. Michael City Center in St. Michael at 9:30 am. Dave Marhula made a motion to pay the expenses.
