Issued by either the Department of Labour (DoL) or the Department of Minerals and Energy (DME) in Pretoria, in terms of the requirements of the above mentioned Acts and Regulations.

An Engineer wanting to practice engineering had to have a Certificate of Competency. The Certificated Engineer held a position of responsibility within the industry and the profession.

12 WHAT IS THE CERTIFICATE OF COMPETENCY AND HOW TO OBTAIN IT 12 Certificates of competency are issued by the Commission of Examiners established by the Department of Labour and Mineral Energy in terms of, the Occupational Health and Safety Act, No 85 of 1993 (OHS Act) in the case of factories and the Mines Health and Safety Act, No 29 of 1996 (MHS Act) in the case of mines and works.

B Degree in Electrical (HC) or Mechanical Engineering obtained through studies at a South African University.

17 WHAT IS THE CERTIFICATE OF COMPETENCY AND HOW TO OBTAIN IT 17 Acceptance is based on one of the previous mentioned academic qualifications, together with: at least two years of appropriate practical experience in the operation and maintenance of machinery, ie. Holding a Trade Diploma recognized by the (DoL), and a minimum age of 23 years.

18 WHAT IS THE CERTIFICATE OF COMPETENCY AND HOW TO OBTAIN IT 18 The candidate has to pass the following subjects (with a minimum mark of 50%) before a Certificate of Competency is issued: Plant Engineering applicable to Factories or Mines and Works Legal Knowledge: OHS Act and Regulations or MHS Act and Regulations.

19 WHAT IS THE CERTIFICATE OF COMPETENCY AND HOW TO OBTAIN IT 19 Without a letter of acceptance from the DoL, one cannot write any of the GCC exams. If one of the subjects is passed, then the candidate has three years to pass the other one, and failing to do that, the first exam has to be written again.

Jorge Pereira GCC Preparation Classes (Pty) Ltd. Part time classes in Cape Town for Plant Engineering candidates, that have preferably been accepted by the DoL.

26 PLANT ENGINEERING CLASSES 26 I started giving PE part time classes in 1999 at the Technical College of CT in Pinelands. Due to small attendance, the College stopped giving these classes in That was when I started giving classes in a private capacity by renting a class room at one of the Technical Colleges or at CPUT Bellville Campus for a number of years. I give these classes twice a year, that ends a week or two just before the exams which are in June and November.

27 PLANT ENGINEERING CLASSES 27 CPUT Electrotechnology S3 Part-time Classes Part-time classes on Electrotechnology S3, which is a requirement from the DoL for the Mechanical Engineering students that want to obtain the GCC qualification. Classes were from 2000 to 2011 at CPUT, Bellville Campus also for both semesters twice a year.

28 PLANT ENGINEERING CLASSES 28 I am a member of the ICMEESA and I have a column in the Western Cape Bulletin that comes out four times a year, where I give a PE question and answer from a past exam paper.

29 PLANT ENGINEERING CLASSES 29 In 2015, I was invited to participate in two one-day workshops organized by a joint venture between the DoL and ICMEE held in Wits University designed to help the candidates that are writing the GCC exams. Was one of three taking questions for: Mechanical Engineering Electrical Engineering (myself) Law. These one day workshops will continue in 2016.

Any topic can be asked which makes this one of the most difficult exams in South Africa. There has never been any memos for these exam papers and one has to know each topic very well to be able to know if the answer is correct or not.

35 SYLLABUS OF BOTH PE AND THE OHS ACT 35 Electrical Engineering Tariffs, power factor correction, transformers, parallel-transformers, cables, synchronous machines, alternators and motors, induction motors, transmission lines, fault level calculations, three-phase systems, illumination, etc. Classes run part-time, twice a week, Mondays and Wednesdays for three hours from 17h00 to 20h00 normally for eight weeks.

Compared to five days a week classes where candidates have no time at all to work on the different topics and to understand while solving the problems.

37 SYLLABUS OF BOTH PE AND THE OHS ACT 37 Plant Engineering (PE) This system gives the students home-work problems to do for the topic that we have gone. I will then solve the home-work problems on the board step by step before we start the next class. In this way the candidates have time to think and absorb the understanding that is needed to solve these problems.

38 SYLLABUS OF BOTH PE AND THE OHS ACT 38 Plant Engineering (PE) The only way to pass this PE exam is for one to solve and understand as many problems as possible for as many topics as possible, from past exam papers, and that is what I do in my classes. I am available for any suggestion, such as going to give these classes at their premises for a suitable number of candidates.
