3 Documents to be provided (i) Documents to be provided By whom? A) Final Strategic Project Proposal Form (FSPP) The Lead Applicant fills it in, print, duly signs each page and binds all the pages in one single document. An electronic version of the FSPP has to be provided (preferably excel) 1. Expression of Only new potential project partner that joined the project interest proposal under the 2 nd Step. Project investment details Proof of legal personality The Lead Applicant fills it in (with the support of project partners). It must be provided both in paper and electronic (excel) version. D) Supporting documents Statute Balance sheet for the most recent year that accounts are closed (or closest equivalent) Photocopy of the identification document of signatories Each Final Beneficiary (Lead Applicant and public bodies excluded) Each Final Beneficiary (Lead Applicant included). 5 How to provide documents: The de minimis declaration (i) No modification to the form will be accepted (adding/erasing form s contents). The declaration has to be signed in original handwriting by the legal or authorized representative NO stamped or electronic signature: NO NO YES In case of signature by a delegate, the original or a certified copy of the delegation must be enclosed in the Final Application Package. 6 How to provide documents: The de minimis declaration (ii) To be printed on FB headed paper Title AND acronym MUST be the right ones The name of the final beneficiary MUST CORRESPOND to the final beneficiary listed in the FSPP Name of the signatory MUST CORRESPOND to the person signing the declaration (legal or authorized representative). 9 How to provide documents: The de minimis declaration (v) In case the FB has been granted de minimis subsidies by any public institution (IPA Adriatic CBC programme included) the table must be filled in, otherwise cross it. 10 How to provide documents: The de minimis declaration (vi) In case the place/date are missing, they will be considered as: PLACE: the legal seat of the Final beneficiary; DATE: date of submission of the Final Application Package. Indicate delegation act (general or specific for project purposes) in case of delegated signatory (not the legal representative). Handwritten and readable signature of the person indicated as signatory in page 1 of the declaration. 12 How to provide documents: Project budget breakdown and Project investment details The form can be modified according to project needs (adding/erasing rows), but the contents shall not be modified. Duly filled in all their parts and be aware that they are coherent with the FSPP. It is suggested that the Lead Applicant binds and duly signs paper copies. 13 How to provide documents: Supporting documents (i) The supporting documents provided have to be marked as certified copy by any authorized person. In case the declarant is not the signatory of committments documents, a photocopy of the identification document has to be provided. Where Final Beneficiaries have already provided to the Managing Authority the required supporting documents (f.i. they are partner of already financed projects ), they could be exempted to submit the same documents, provided that: 1. no modification occurred and 2. they point out when they have been provided (project code and acronym). In case of Final Beneficiaries located outside the Programme eligible area, but with a branch office in the eligible area, this kind of Beneficiaries have to provide legal documents (administrative or accounting documentation) proving the existence of the local organisational unit in the Programme area as required in 7 of the Call. 15 List of admissibility criteria under the 2 nd Step procedure Criteria A) The Application package has not been submitted in all its parts in due time according to the deadline set in the invitation letter B) The Application package has not been sent to the required address, in a duly sealed envelope and with the appropriate marking C) Lead Applicant had used a Form different than the Final Strategic project proposal form provided by the Programme for this Call D) The Final Strategic project proposal (paper version) was not duly signed on each page by the Lead Applicant representative and all pages of this proposal was not bind in a single document F) The Final Strategic project proposal is not written in English language in all its parts and sections as required F) The minimum partnership (including the minimum participating countries represented) rule established for a project proposal has not been complied with G) The Programme grants foreseen for the Final Strategic project proposal or the contribution required for each project partner does not comply with the thresholds set out by this Call H) The Lead Applicant had been changed between the 1 st and the 2 nd step, as well as, other obligatory part/s of the Final Strategic Project proposal has/have been modified in contrast with the rules set out by the Call. I) The Lead Applicant didn t provide the supplementary information, documents or clarification within the expiration term as required of the Call J) The Final Strategic project closure is foreseen beyond 31 March The IPA Adriatic CBC Programme is co-funded by the European Union, Instrument for Pre-Accession Assistance (IPA) 15

16 A) The Application Package has not been submitted in all its parts in due time according to the deadline set in the invitation letter a1 a2 The Application Package arrived later than 17:00 Rome time of 24/06/13 The Application Package does not contain the Final Strategic project proposal in paper version a3 The Application Package does not contain the De minimis Declaration of ALL Final Beneficiaries (Lead Applicant excluded). a4 The Application Package does not contain the Expressions of interest of new Final Beneficiary/ies joining the project proposal. 17 F) The minimum partnership (including the minimum participating countries represented) rule established for a project proposal has not been complied with f1 In case of exclusion of partner/s, the minimum number (6) of participating countries could be not fulfilled. G) The Programme grants foreseen for the Final Strategic project proposal or the contribution required for each project partner does not comply with the thresholds set out by this Call g1 The total project budget is included between 5 MIL EUR and 12,5 MIL EUR. g2 None of the partners has less than EUR or more than 40% of the total project budget. 18 I) The Lead Applicant didn t provide the supplementary information, documents or clarification within the expiration term as required i1 i2 Type of documents that could be required (if not provided): 1. Project investment details; 6. Supporting documents; 7. Copy of the identification document of signatory; 8. Clarification on the signatory (i.e. delegation act); 9. Clarification on the legal status or legal personality. If the LA did not provide the required documents within the given deadline: A. Rejection of the concerned partner B. Rejection of the whole project (in case minimum partnership is not satisfied or the request does not concern single partners. 20 List of eligibility criteria ( 6.1, 6.3, ) 1 The Final Beneficiary has legal personality according to the applicable national law. 2 The Final Beneficiary nationality is different from the eight Programme Participating Countries. 3 The Final Beneficiary has a legal status different from the eligible one: ELIGIBLE Pubic bodies; Bodies governed by public law; Private organizations NOT ELIGIBLE (es.) The Final Beneficiary provided its De minimis Declaration on a format different from the one annexed to the Call. The Final Beneficiary provided a copy (photocopy, scansion, faxed) De minimis Declaration. The Final Beneficiary provided its Expression of Interest on a format different from the one annexed to the Call. The Final Beneficiary provided a copy (photocopy, scansion, faxed) of its Expression of Interest.
