11 General Qualifications The applicant must not have made more than one Serious Error as defined by the I3 Policy during the previous 2 years The applicant must meet their Unit Leave requirement The applicant must have a Successful or higher rating in all critical elements and an overall Successful or higher rating on their last Performance Appraisal The applicant must not be the subject of any OPR investigations

12 Basic Experience Requirements Applicants must be GS-7 or higher Applicants must have a minimum of 5 years of full-time experience working with Criminal History Record Information Applicants must be proficient in at least 2 different BSS Criminal History functions as defined by the IISS Performance Resource Guide (PRG)

13 Endorsements An applicant must submit written endorsement from the following: Their Rating Official Their Reviewing Official

14 Selection Criteria Applicants meeting all general requirements will be selected as follows: GS Level (highest first) Time in Grade Entry on Duty (EOD) Date

15 Examinations Part I The applicant will be given 10 internal Criminal History Record sheets and must correctly answer questions to identify what type of information is present, where it came from or if it can be disseminated The applicant must correctly answer all parts

16 Examinations Part II The applicant will be given 3 sets of Criminal History Records. Each set will contain an FBI, III and a State Record. The applicant must accurately identify specific information in each set of records. The applicant must score 80% to pass this portion of the exam

17 Examinations Part III - Written Exam The applicant will have 100 questions to complete. The questions will be relative to each Module in the Certification Course Questions will be in the form of multiple choice, fill in the blanks and true or false The applicant must score 80% to pass this portion of the exam

18 Examinations Part IV One-on-One Oral Exam The Instructor will play the role of a contributor telephonically contacting the applicant with questions relating to an FBI record The applicant must provide accurate information that can be disseminated to the contributor

19 Benefits FBI Certified Criminal History Examiners (FBI CCHE) will be recognized as subject matter experts in Criminal History Record Information. Increased competency, proficiency, knowledge and skills will prepare FBI CCHEs for future changes that result from advances in technology.

20 Proficiency FBI Certified Criminal History Examiners (FBI CCHE) will be required to attend a refresher course and pass a proficiency test every 3 years to maintain their certification. The TRTT will develop a proficiency re-certification course every three years with current information.

21 Pilot There were ten individuals in the pilot group Included personnel that are not proficient in two functions Nobody passed the first test Only five individuals chose to retest One successfully passed Currently preparing for second pilot Certification Workshops/tests

22 Certification Board The Biometric Services Section established a Certification Board Board members will be seeking certification Currently establishing bylaws and policies

23 Vision for the Future Tier II National Certification Program Criminal History Instructors plan to attend Conferences to network Possibly partner with International Association of Identification, SEARCH or possibly State agencies Jointly develop the Tier II Program with our partners
