1 RESEARCH QUESTIONS Research Questions Part 1 Research questions 1 3 support general research on DOST assessment, best practices and methodology. Additional questions are included for each of the general questions to solicit more specific information on trade evaluation. Part 2 outlines a framework for industry specific research questions 4 6 related to the assessment of mobile crane operations. These questions will be supplemented by the research and data collection outlined in Part 3 Detailed Analytical Framework (see DOST Detailed Analytical Framework1) Note: This draft research plan does not contain the detailed questions that will be used as part of the industry consultation sessions. These questions will be developed based on the results and findings in the Industry Consultation Background Report and will be reviewed and modified by the. The questions will be part of the detailed facilitator guide which will be prepared as part of the Industry Consultation Plan. Part 1 General Research Questions Question #1.What is a DOST/practical assessment? Identify common characteristics and uses review 1.1 What is the relationship between DOST /Practical assessments and other standards and conditions of training and licensing for specific trades? 1.2 What other types of assessment instruments are used? What are the types of development methodology behind DOSTs? 2.1 What recommended principles are considered in building practical assessment tools and methods? General guidance and examples from Canadian jurisdictions and other relevant jurisdictions in relevant trades Guidance from Alliance of Sector Councils, etc. (see above) 2.2 What recommended practices exist in the development of practical assessment tools and methods? 2.3 How are criteria established for DOST /practical assessments? By whom? Relevant Standards and Guidelines (e.g. ISO Standard on Personnel Certification) 2.4 What considerations are required for assessments in Canada (e.g. official languages, foreign credentials ) 2

3 2.5 How are policies and procedures for practical assessments developed and maintained? 2.6 How is the linkage between the assessment tool and the certification scheme maintained? 2.7 How to assess examiner competence? Question # 3 What are the national and international best practices for DOSTs? 3.1 Do any standards or guidelines exist which identify best practice? 3.2 What are the characteristics of a successful assessment (examination process and competency of the assessor)? 3.3 What best practices from other industries, professions and jurisdictions would be relevant to consider as part of this project? Overview of the USA system for training, certification and assessment of mobile crane operators following the elements of the Detailed review* supplemented by primary research with 3

4 Analytical Framework 4.1 How does the US system differ from the Canadian systems in place? 4.2 What challenges and issues is the US systems facing? 4.3 Are any changes in the US system anticipated in the near future? 4.4 How important is it to align or harmonize the Canadian assessment tools with the US process? key informants if required for clarification (*primary document to be considered is USA framework document provided by Skills Table) Question # 5 Are there Canadian Council of Directors of Apprenticeship (CCDA) parameters that need to be considered when developing a DOST at the national scale? Detailed information from Red Seal and Provincial authorities Interviews with key informants 5.1 How does this initiative support the CCDA strengthening the Red Seal initiative? Industry consultations 5.2 What will the rules of engagement be for jurisdictions going forward? Question # 6 Based on best practices, what are the suggested guiding principles for the development of a national mobile crane operator DOST? 5 Part 3 - Detailed Jurisdictional Question # 7 Confirm provinces that offer mobile crane operator training, certification and Red Seal endorsement activities. Question # 8 Determine jurisdictions with mobile crane operator DOST activities, compare information such as: DOST examination standard against CCDA National operator attempt policies appeal policies who performs the DOST assessment qualifications of the DOST assessors where is the DOST performed; is there a cost to the DOST and who incurs it is the DOST tied to the Red Seal credential are other credentials issued and, if so, for how long is the other credential valid is renewal required and strengths, areas for improvement, lessons learned with respects to the jurisdiction s DOST activities and Occupational Analysis (NOA) competency levels methodology behind the What Data Will We Need? For each active province, outline the roles and responsibilities of authorities (training and safety) in delivering the training, recognizing the crane operator certification and issuing the Red Seal endorsement.
