1 Terms of Reference for the Design, Development, Testing and Commissioning of a National Address Database for Malawi 1. Introduction Addressing and postcode systems are essential for the socio-economic development of a country. Such systems enable the provision of not only postal and courier services which in turn facilitate business transactions, communication and tangible economic growth, but also a variety of public and commercial services. Despite the obvious benefits, the majority of Malawians do not have an address to access these benefits. The Malawi Government has embarked on a national project called National Addressing and Postcode Project aimed at developing and implementing a comprehensive national addressing and postcode system in the country. The project will among other things ensure that a comprehensive system of property location, numbering, mapping, and all associated processes is put in place. This is a multi-stakeholder driven national project with the following six components: i. A national postcode system ii. iii. iv. National Addressing Standards A National Address & Postcode Database Physical Address Infrastructure v. Geographic Information System (GIS) Support for the Addressing Database vi. Public Awareness & Sensitization. 1

2 Malawi Communications Regulatory Authority (MACRA) as the Secretariat for the project therefore seeks the services of a qualified and competent Database Specialist to design, develop, test and commission the National Address Database, with a fully functional GIS component. 2. Objective for the Assignment The objective of this Consultancy is to design, develop and implement a National Address Database for Malawi with a fully functional GIS module and to train project staff in the use of the system. More specifically the Consultant firm shall: 1. Study the systems requirement and other related project documents and concept papers 2. Design and develop the database 3. Test and implement the system on pilot phase 4. Implement the system in designated project locations 5. Provide training and implementation support for use of the database to related project staff 3. Qualification Requirements of the consultant The successful consultants for this assignment shall be expected to demonstrate competence and experience in carrying out similar work. In line with the requirements of the assignment and an international Consulting Firm shall have a local representative and the Team shall comprise of the following: Team Leader Bachelor's degree in software engineering, computer science or related field preferred; those with a Masters Degree will have an added advantage. Five or more years of product design and support or systems development experience Experience working with software development lifecycle, methodologies, design and implementation Experience working with product systems design principles, relational databases, firewall theory and configuration 2

3 Experience working with appropriate programming languages, operating systems, hardware and software Experience working with mainframes, scheduling software and other relevant technologies Experience working with the entire development process, including specification, documentation and quality assurance Data Analyst Bachelor's degree in information systems, computer science, or any other related field Four or more years of experience in programming or data analysis. Experience working with product configurations, database software and hardware Experience working with security software packages, domain structures, user authentication and digital signatures Experience working with data modeling practices and procedures Experience working with relevant programming languages and relational databases Experience working with data administration, repository management, database creation techniques, and data warehousing standards, strategies, and tools GIS Specialist Bachelors degree in GIS, or related field, and four years progressive experience with ESRI GIS applications and relational database management systems. Experience in GIS and GPS techniques, methodologies and applications; Experience in remote sensing and satellite imagery interpretation and analysis applicable to land use practices, surveying, planning, land acquisition, cartographic and engineering principles; Experience in Geo-referencing, operation of computer; application of job Software programs including ESRIArcview, Arc Map, AutoCAD, Microsoft Access and other Microsoft Office Suite applications, shape files, geodatabases, structured query language, SunGard, Adobe Acrobat, GPS technologies, writing reports; oral and written communication; 3

4 Others Members Bachelor's degree in GIS, management information systems, or related field preferred Two or more years of systems development or systems analysis experience Experience working with appropriate programming languages, operating systems, hardware and software Experience working with relational databases to facilitate systems analysis. 4. Method of Selection for the consultants The consultants shall be selected in accordance with the Quality and Cost Based Selection (QCBS) procedures as set out in the Government of Malawi Procurement Guidelines. Consultants are therefore instructed to submit their proposals in two separate labeled envelopes, one for the Technical Proposal and another one for the Financial Proposals. 4.1 Technical Proposal The technical proposal shall take into consideration the following areas: a) Consultant's previous experience in similar assignment. b) Qualifications, skills and experience of key staff for the assignment. c) Consultants knowledge and experience in the ICT sector. d) Deliberate plans for transfer of knowledge/capacity building to the Project team. 4.2 Financial Proposal The financial proposal shall indicate separately, professional fees, all relevant reimbursables, and all government taxes. However, it shall NOT include where necessary cost of workshops/conferences such as venue booking charges, refreshments, teas and lunches. 4.3 Evaluation Evaluation shall be carried out in two stages: Technical and Financial Proposal a) Technical Proposal: This shall be an evaluation of how the technical details provided by the bidder match with the technical specifications laid down in the RFP document and these TOR s. Determination of the technical evaluation results shall be based on the following point rating. 4

5 Criteria Points (i) Consultants specific experience of working on similar assignment 10 (ii) Consultants Proposed Methodology 45 (iii) Experience and Qualifications of key personnel; training attained, Positions held and period of service with consulting firm as a staff 10 (iv) Adequacy of key staff qualifications and experience for the Assignment; Education, training and experience in ICT Sector 30 (v) Deliberate plans for transfer of knowledge/capacity building to the project Team 5 Total 100 It should be noted that the Technical Proposal score shall constitute 70% of the total score by each consultant. b) Financial Proposal Financial proposal shall take into consideration the price quoted by the consultants and shall constitute 30% of the total score. 5. MALAWI Tel: Fax: Proposal Opening Opening of proposals shall take place in MACRA Boardroom on Wednesday, 29 th June, 2016 at 15:00 hours and bidder s representatives and the general public who wish to attend are most welcome. MACRA is however, not bound to accept the lowest or any proposal but reserves the right to exercise choice of lowest evaluated, substantially responsive proposal and can cancel the procurement proceedings at any stage. 6
