2 Background Occurrence of large scale of disasters, such as earth quick, volcanic eruption, seismic sea wave, in addition to annual disaster, such as typhoon, rain flooding and snow-sliding in Japan. Necessity of more reliable and robust information system for disaster response than conventional business oriented information system. Most disaster information system is for self defense, police, governmental oriented, but not for residents oriented. The residents, in particular senior, children, sick people are victim once disaster occurred so far. Required more residents oriented information system not only for disaster response, but also ordinal use as lifeline system. 3 Background Emerge of wireless broadband network, mobile computing, and GIS technologies provides - more cost effective system - more robust and reliable network - more quick constructive and recovery system from disaster - more precise location information on map Development of Internet technology can be used to - widely available for normal and emergency use. - residents initiated (P to P, P to many) - synchronous and asynchronous communications. By combining those technologies makes it possible to realize residents oriented disaster information system. 4
3 Purpose To develop residents oriented information system for more robust and reliable based on mainly wireless network and mobile computing. more widely used by combining with Internet environment. easily used interface even by senior, children, sick people. multipurpose used as lifeline for residents in ordinal use. To evaluate its functionality and usefulness by establishing prototype system around Mt. Iwate, active mountain. by excising through annual disaster evacuation training.. 5 System Requirements Reliable and robust network. Redundant and quickly recovered system. Traffic congestion should be avoided just after disaster. Security and privacy for residents should be preserved. Disaster information should be consistent and properly maintained and updated. Movable and handy terminals and easy operations can be provided even for senior, children or sick people. Various communication functions should be provided - person to person and one to many directions - support video, voice and data. 6

Residents register his safety information using mobile terminals. Residents between evacuation places and DIC can be communicated each other using video communication tool. 10
6 Disaster Information Database System in DIC Resident Safety Information Database System including the resident information whether they safely evacuated or not and whether they need rescue or not and where there are. Evacuated Resident Database System including the salvation information such as foods, cloths, medicine, health conditions for residents in evacuation places. Disaster State Information Database System including both spatial and temporal video or images around residential area. Resource Management System including current conditions of network equipments, hosts and various DB s servers. 11 Resident Safety Information Database System To register resident s safety and health conditions, current locations by mobile terminals with GPS on the way and note PCs at evacuation places. Those data are transmitted and collected at the DIC through wireless WAN/LAN. The current locations of the residents can be also mapped on the residential map by the high definition monitor and updated wherever they moved. The data of the objective persons by relatives, friends can be identified through Internet. 12

9 Prototype and Evaluation Construction of prototype system based wireless WAN/LAN around Mt. Iwate, active mountain. Carried out the annual disaster training in cold winter (Dec. 17, 2002) Field examination of the system by about 1,000 residents from 6 resident areas. Registration by those residents using - mobile terminals with GPS during evacuation - note PCs at the evacuation places.
