1 ERATE Year 18 ( ) Patrick County Public Schools Switches REQUEST FOR PROPOSALS TERMS AND CONDITIONS OF REQUEST FOR PROPOSAL (RFP) General Considerations: Patrick County Public Schools is requesting proposals under the E-Rate category of Internal Connections. 1. Internal Connections will cover the billing period of July 1, 2014 and June 30, Vendor must be willing to participate in the FCC E-Rate Program and is responsible for complying with all rules and regulations of this program, including providing invoices to the Schools and Library Division in order for the school system to receive appropriate discounts. 3. Vendor must provide one primary contact number for all billing inquiries. 4. This proposal is made without any previous understanding or agreement with any other person, firm or corporation submitting a proposal for the same purpose, and is in all respect fair and without collusion of fraud.

2 Scope of Services: Extreme or Extreme equivalent Switches that meet or exceed the following specifications are required for this project Must provide a stackable switch with 48 10/100/1000 ports and 4 combination 1000Base- X SF ports. Must support a switch option that supports 802.3af and 802.3at PoE that can be added into the same stack group as non-poe switches; support for up to 375 watts for PoE power should be provided. Must provide line-rate switching Must support IP Multicast Must support 802.1p Traffic Classification Must support Layer 2/3/4 packet classification capabilities, which can be based upon physical port ID, MAC address, IP subnet, IP address, IP protocol type, IP Type of Service (ToS), differentiated services code point (DSCP), and TCP/UDP port Must Support IP ToS Rewrite Must support Weighted Round Robin and Strict Priority Queuing Must support up to eight priority queues per port Must support IEEE 802.3ad Link Aggregation Must support distributed link aggregation between multiple switches in a stack Must support Closed Loop Stacking. Please describe the implementation. Must support redundant stack management Must support stack management via a single IP address Must support redundant power as an option Must support IEEE 802.1x User Authentication Must support MAC authentication Must support Web-based authentication Must support multiple user authentication via IEEE 802.1X, Web portal and/or MAC address simultaneously for up to four users/devices per port Must support MAC Port Locking (Dynamic and Static) Must support Dynamic VLAN Assignment (RFC 3580) Must support multiple RFC-3580 Users per Gigabit port (up to 4) Must be able to operate in a role based security architecture. Providing continuous identity management with role-based authentication, authorization, QoS, and bandwidth rate limiting. Please describe the architecture and advantages. Must deliver sufficient network visibility to enable administrators to audit the network for adherence to compliance regulations, such as PCI or HIPAA Must support secure management via SSH, SSL, SNMPv3, RADIUS and TACACS+. TACACS+ support must provide support for Management Authentication, Authorization and Auditing. Must support Secure Copy and Secure FTP

3 Must support DHCP snooping and ARP spoofing protection to protect from rogue DHCP/ARP spoofing attacks. Please describe. Must support high-temperature alerts via SNMP traps and syslog events. Must provide power supply and fan monitoring via SNMP Must support the following RMON groups: Statistics, History, Alarms, Events, Packet Capture/Filtering Sampling Must support sflow Must support one-to-one and many-to-one port mirroring Must support per port static and dynamic policy Must support IEEE 802.1s Multiple Spanning Tree Must support IEEE 802.1w Rapid Reconfiguration of Spanning Tree Must support IGMP Snooping (v1, v2, v3) Must support up 4,096 VLAN IDs and up to 1,024 VLANs active simultaneously in a single stack Must support up to 32,000 MAC Addresses Must support IEEE 802.1Q VLANs with full support for the GARP and GVRP protocols Must support LLDP / LLDP-MED Network-Policy TLVs Must support Jumbo Ethernet Frames Must support basic IP Routing (static routes and RIP v1/v2) without an add-on license Must be equipped with intelligence to provide real time location detection stored in a central database Must support operating temperatures up to 50 C Must support a Lifetime Warranty that includes firmware upgrade, bug fixes, phone support and advanced hardware return. Please describe the warranty that is provided. Recommended number of switches and materials: Quantity Description 3 C5G124-48P2 (or equivalent) 48 port PoE switch Location: Stuart Elementary, 314 Staples Avenue, Stuart, VA Financing This project is subject to funding availability and contingent upon E-Rate funding. Selection Criteria: Patrick County Public Schools reserves the right to reject any or all proposals and select the proposal that offers the best overall benefit to the school system. Along with price, special consideration will be given to proposal of components/services that we believe offer the highest quality and usability. In addition, special consideration will be given to vendors that are stable and have established themselves in the market. Price is the primary consideration but not the only consideration per FCC rules for evaluating RFP s for E-Rate.

4 Bid Evaluation PCPS will evaluate all complete proposals using the following factors and weights. Please note that in accordance with ERATE requirements, price is the primary factor. Factor Weight Price 35% Completeness of Proposal (How well does the plan meet PCPS needs) 20% Prior track record with ERATE 20% Prior experience in K-12 setting providing similar services 15% References/Reputation 10% 100% Vendor Qualifications: 1. In order to submit a proposal, the vendor a) Must be registered as a service provider with the Schools and Libraries Division (SLD) of the Federal Communications Commission (FCC), have a Service Provider Identification Number (SPIN) and comply with all SLD service provider requirements. b) Must have a minimum of five years experience in the area of expertise of this RFP. c) Must have highly-qualified network engineers and technicians on staff, capable of diagnosing problems quickly and providing/recommending solutions. 2. Proposals submitted by the vendor must comply with the competitive bidding requirement of the SLD for Universal Service Fund services and support, along with state and local laws. 3. Vendors must be able to provide at least three references from customers with environments similar to Patrick County Public Schools. Reference information must include company name/project, contact name, address and telephone number. 4. The vendor must provide a history of the company, strengths and stability, including years in business, licensing information, years in providing the type of proposed service, existing customer satisfaction, number of customers in Virginia and areas covered in Virginia. 5. The vendor must certify that no federal or state suspension or debarment is in place, which would preclude receiving a state or federally funded contract. 6. The vendor must provide a certificate of liability insurance.

5 Response Submission: Sealed responses to this RFP must be submitted and delivered to Patrick County Public Schools - no later than February 11, 2015 at 4:00pm Eastern Standard Time. The outside of the sealed envelope should be clearly marked with the vendor name, and E-rate SPIN number. It is the sole responsibility of the respondents to ensure that their responses arrive in a timely manner. Patrick County Public Schools reserves the right to reject all late arrivals. Envelopes containing RFP's shall be so marked as to be easily identified as containing RFP proposals. If submitting proposals on multiple RFPs, you may include them in the same envelope.
