3 WAY SESAR FORWARD SWIM services & technical infrastructure demonstration In the context of SESAR workshops at World ATM Congress, 15 SESAR interconnected prototypes will be demonstrated, revealing their potential to share aeronautical, flight, airport and meteorological information via the SESAR SWIM technical infrastructure, using ATM Information Services as defined in the context of SESAR (Work Package 8 and 14). The aim of this live demonstration is to highlight the agility and flexibility of SWIM, as it can be instrumental in supporting new ATM Collaborative Decision-Making processes. Most of the information exchanges on display are ground-to-ground, but an early SWIM air-to-ground component will also be presented. Attendees at SWIM Demonstration will receive an in-depth view of the SWIM technical infrastructure, designed and developed in the context of SESAR WP14 and SWIM early benefits are demonstrated with ATM prototypes implementing ATM Information Services, developed in the context of several SESAR Work packages (WP8-WP13). Some prototypes being already operational today, it also shows that SWIM can be developed and deployed iteratively, proving SWIM to be an evolution rather than a revolution. This SWIM Demonstration also explicitly illustrates the following statement taken from the SWIM ConOps 1 : The service standardisation will facilitate the reuse of information in other contexts thereby contributing to cost-efficiency. The increased interoperability of data formats and interfaces will make possible a modular system architecture, in which ATM systems from different manufacturers can be seamlessly connected, eliminating the need for expensive tailor-made interfaces. SWIM Demonstration at Word ATM Congress also represents an important opportunity for a productive exchange of views and ideas between SESAR partners and stakeholders on SWIM developments, general architecture options and the major orientation for SESAR SWIM programme execution. SWIM is a key enabler for the future SESAR system as it provides direct and tangible ATM benefits from business, operational and technical points of view. What better way than a SWIM demonstration to prove that such statements are more than mere words? 1 SESAR WP8 - P SWIM Concept of Operation document - 8 June
4 SWIM demonstration scenario SWIM Demonstration shows how 15 prototypes can exchange information on airspace, flights, airports and weather via the SWIM technical infrastructure. For the exercise, four flights are created: two departing from London, heading to Milan, and two others from Toulouse to Bremen. Two of these are active flights and two are planned flights. At a given point in time, volcanic ash clouds are detected and notifications are distributed, to announce the closure of airspace. The two active flights are re-routed while the two planned flights are re-planned. 4
5 Later on, severe snow disrupts Milan and Bremen airports, leading to a reduction in airport capacity. Local weather worsens at Bremen airport, leading to closure of the airport. Flights arriving at Bremen airport are rerouted or re-planned so that they are directed to Hamburg airport. 5

9 SWIM in short For the ATM system and its users to operate at their full potential, pertinent information needs to be available when and where required. Today s ATM system comprises a wide variety of applications developed over time for specific purposes. It is characterised by many custom communication protocols, each with its own self-contained information systems: on board the aircraft, in the air traffic control centre, etc. The expected increase in aviation capacity demands, economic pressure and attention to aviation s environmental impact means that all players will rely more than ever before on accurate and timely information. Such information must be organised and provided through flexible means that support system-wide interoperability, secured seamless information access and exchange. In short, what is needed is System Wide Information Management SWIM. SWIM introduces a paradigm change in the way information is managed throughout its life cycle across the whole European ATM system. With SWIM, information is made available and processed through services which need to conform to applicable standards and to be registered 3 so that services are known (discoverable) and accessible (usable). SWIM significantly changes the information sharing process as illustrated on next page. 3 A registry service can in principle be used both 1) in design-time to support the design, development and governance of services as well as 2) in run-time to support the use and management of services. The on-going SESAR R&D work on SWIM has not yet concluded on the any specific application of a registry service in either context. The content of this factsheet is based on the work done so far, which has primarily focused on the design-time aspects. 9
10 SWIM Governance Qualified parties ATM information Service consumer(s) Qualified parties ATM information Service consumer(s) Standards Standards Standards SWIM infrastructure Standards Network infrastructure As defined in the SWIM Concept of Operation document 4, SWIM consists of standards, infrastructure and governance enabling the management of ATM information and its exchange between qualified parties via interoperable services. SWIM is based on several principles: information sharing (multiple stakeholders), service orientation (separate concerns, flexibility), federation (ownership of information), open standards (semantic and technical interoperability) and information and service life cycle management (controlled evolution, trust). In other words, SWIM is an ATM Information Reference Model (AIRM), an Information Service Reference Model (ISRM), and has Information Management Functions (including Governance) supported by a SWIM Technical Infrastructure. Currently, intensive work is being done in key foundation pillars of SWIM in particular in the Concept of Operation, the Governance, the Compliance Framework, the Information Management Functions, the Registry, the SWIM Profiles, the Information Technologies assessment, the Architectures, interfaces definition, the Security, the Supervision options, and Prototypes development. The implementation of SWIM is not a big-bang replacement of the existing ATM environment, but rather an evolutionary process based on a gradual transition towards a service-oriented European ATM system. The adoption of SWIM will be flexible, fostering increased levels of collaboration in business domains and enabling supporting systems to interact in an interoperable and standardised way. 4 SESAR WP8 P SWIM Concept of Operation document - 8 June
11 SWIM: EVOLVING TO AN INTEROPERABLE SERVICE CONCEPT The ATM domain still defines inter-systems interfaces as separate Interface Control Documents (ICDs) for every combination of systems, describing the complete interface protocols from the lowest physical elements to the highest logical levels. If the Internet were run on the same lines, a new ICD should be established with the service provider for each additional application. ATM stakeholders (ATM industry, Airspace Users, ANSPs) will define less costly and much more agile ways of making systems interoperate. The question is: How will interfaces between ATM systems be defined in the future, when they depend on common IT infrastructure and standards? Since Step1, pre-sesar interoperability initiatives in various domains have been embedded in the SESAR SWIM initiative: Flow control and network management (Network Operation Plan), Aeronautical Information Publication (European AIP Database), Flight Object Interoperability in current replacement of current OLDI 5 standard (IOP, ED-133) Current situation ATC OLDI Services through OLDI ED-133 ATC FOS Services through FOS ED SESAR ATC SWIM FOS Services through SWIM The challenge for ATM stakeholders is to allow systems to evolve from what amounts to stakeholder-dedicated peer-to-peer interaction towards a general, interoperable service concept. 5 On-Line Data Interchange 11
12 The ATM industry closely follows the current trend in connectivity technologies. This trend is described in a 2009 report which was produced for the European Commission 6. This report describes a vision of of a flat common infrastructure in which differences in technology are largely invisible, either because they are not relevant to users or because the system somehow chooses the best technology for each purpose. This report also states that: The challenge to providers is increasingly to deliver the feeling of seamlessness, simplicity, comprehensive reach, etc. to end-users interested in wandering all over the network. Moreover, the ATM industry supports the requirement for the Single European Sky initiative that ATM users must be able to access to the information they need now and in the future - and that this information must be consistent for all ATM users. ATM stakeholders are preparing future ATM products and services based on these SWIM principles: COTS 7 technology that is non-specific to ATM, minimum development, open standards, flexible and open architecture, SOA concepts. APP C SWIM Node C SWIM infrastructure SWIM Node B APP B Some ATM stakeholders such as Airline Operation Centres, people working on the Network Operation Plan, have already developed systems based on these SWIM principles. Direct benefits (e.g. increased IT APP D cost efficiency, reduced transmission costs, increased process automation, wider access to ATM information) have already been confirmed and other indirect benefits have been observed (e.g. human error reduction through automation, smoother integration). The SWIM Demonstration shows that 11 ATM organisations, implementing the SWIM principles, have succeeded in a very limited timeframe to interconnect and run their prototypes (15 in total) as a single exercise.
