15 The issue of terrestrial access will remain a challenge and a threat to broadband penetration if there is no focused government policy and appropriate framework put in place to protect the infrastructure already built by the operators. Service providers also require protection by their own agencies at local government, while at the state and federal levels, they require protection from interference in the form of multiple levies and taxations to enable the smooth roll out of Broadband access services to all areas.

16 In summary, to break the penetration barrier, it is important that the government creates a consistent policy and regulatory framework to enable the Service providers establish a deeper broadband penetration through the provision of quality access network. Thank You!
