20 Explicit Congestion Notification Treshold Buffer 3. The sender reduces the TCP Congestion Window in half each window an ACK with ECN echo bit set was received. Actual details: RFC The switch sets the Congestion Encountered bits of a packet when buffer size exceeds threshold 2. The receiver sets the ECN Echo bit in the ACK packets.
