2 W A R N I N G Safety is of utmost concern to Watthour Engineering Co., Inc. The operator should become familiar with the care and use of the Model 3010 PAT by reading this manual before attempting to use the device. Because of the dangers associated with exposed voltages when making "on-site" meter tests, extreme care should be taken when testing. Watthour Engineering Co., Inc. does NOT recommend the testing of 480 volt meters at a customer's location. Although the Model 3010 PAT has the capability of testing with 480 VAC output, the auto-ranging input (supply) is limited to 300 VAC max. When taking "on-site" measurements in the "READ" mode, it is very important to avoid opening a secondary current transformer (CT) circuit. High and potentially lethal voltages could be exposed, if the current circuit is opened. Read the tutorial "Read Mode Operation" carefully. DO NOT POWER THE TEST KIT WITH VOLTAGE ABOVE 300 VAC. Also provided is a front panel safety grounding post to allow the PAT test kit chassis to be tied to a secure ground point at the meter test location. MAKE THIS CONNECTION FIRST! 3 WARRANTY STATEMENT Watthour Engineering Co., Inc. warrants each of our products to be free from defects in material and workmanship. Our obligation under this warranty is to repair or replace any product or component therein which, within two (2) years after shipment, proves to be defective upon examination. If warranty service is required, write or call your local Watthour Engineering Co., Inc. representative or contact our headquarters in Pearl, Mississippi. The equipment specified is of modular construction and lends itself to ease of servicing and repair. Should a problem arise, it will be handled in the following manner: Most of the problems that arise can be effectively handled over the telephone. Once the nature of the problem is located a replacement part will sent at no cost to the customer. If for some reason the problem cannot be solved by these means then the customer must contact Watthour Engineering Co., Inc. and obtain approval and information for shipping the unit back to the factory which will be issued on a case by case basis. Watthour Engineering Co., Inc. will repair the unit at no cost to the customer. Watthour Engineering Co., Inc. will not be responsible for the cost of shipping the unit to our facilities, but will bear the cost of return shipping to the customer. The cost of premium shipping methods requested by the customer will be the customer s responsibility. 8 1.0 MODEL 3010 PRINCIPLE OF OPERATION The Model 3010 Meter Test System is a portable KWH comparator and KW demand testing unit. The Model 3010 is of modular construction and is designed to test both A-base meters and socket meters with the proper adapter. Refer to the block diagram on page five for additional information. The internal power supply takes the VAC source input voltage and converts it to deliver ±25 VDC to the solid state loading board, and the power op/amp boards. It also delivers ±25, ±15, and +5 VDC to the CPU board and ±15 and +5 VDC to the solid state loading board. The solid state loading board contains the microprocessor which sends four digital signals (one for the voltage channel, one for the left current channel, one for the center current channel, and one for the right current channel) to four digital to analog generators. These generators produce stepped analog signals which are then sent through four filters ( one for each channel ) to produce a clean sine waveform. These waveforms are then sent through four magnitude DACs which produce four usable sine waveforms which are then sent to the four power amplifiers. The power amps use the ±25 VDC voltage from the power supply to produce a 0-30 VAC output. The AC output on the voltage channel is routed to a voltage power transformer. This voltage is then routed to the solid state loading board (which produces a VAC output) and then to both the Radian standard and the meter under test. The AC outputs from the three current channels are applied to current transformers. This produces a amp output which passes through Hall effect current sensors. The three current channels are routed to the Radian standard, and on to the meter under test. A Radian standard is used to measure the energy produced by the test kit. Depending on which standard is installed the test board can measure KW hours/ KW, KQ hours/ KQ, and KVAR hours/ KVAR. (The customer should specify which standard is needed at the time the unit is ordered.) The data output from the Hall effect sensors is sent to two analog to digital converters (ADC). One of these converters measures volts and amps, and the other measures phase angle. The digital output from the ADCs is sent along an 8 bit parallel interface path to the microprocessor and the CPU board. The CPU receives the input from the optical reflect mode probe or the solid state probe and the pulses from the Radian standard to produce an eight bit data output which is sent to the CPU. The CPU sends accuracy information to the liquid crystal display. Rev 1.3 7

16 3.0 CONTROLS AND FUNCTIONS 3.1 FRONT PANEL 3.2 TEST / ELEMENT / METER TYPE BLOCK 3.21 The TEST input key allows the operator to set up for full load, light load, power factor, or the creep test mode of operation. To select the desired test the operator simply depresses the TEST key until the LED for the desired test is illuminated The ELEMENT input key allows the operator to select series, left, center, or right current elements. Only valid current elements for the meter form set up in the Model 3010 may be selected. For example a form 5 meter does not have a center current element therefore the test board will only scroll through the series, left, and right current elements The METER TYPE input key will select the type meter to be tested. The Model 3010 is normally supplied with a Radian Research RM or -02 standard. As an option, the unit can be supplied with a Radian Research RM or RM standard to allow VAR and Q hour meter testing. Depressing this key selects either KWH meter testing, VAR meter testing, or Q meter testing. The normal default phase angles for power factor will be used during VAR and Q hour PF tests. Rev

17 3.3 COM PORTS BLOCK The surface mounted RJ-11 connectors located on the front panel of the 3010 provide connection to communication ports 1 and 2. Com Port 1 allows connection to a modem/intelligent interface device. This communications port is designed to fully integrate into the total system environment provided through the WATT-Net local area network. With this software package, downloading meter test data as well as meter record keeping information to a host computer can be accomplished. The WATT-Net LAN capability provided through this port is fully hardware and software compatible with all Watthour Engineering Co., Inc. products. Com Port 2 is used to provide a serial interface to a printer or bar code reader. 3.4 DISPLAY CONTROL BLOCK This block contains the contrast and back light controls for the LCD computer display. The solid state electro-luminescent backlight may be turned on or off at the operators discretion as ambient light requires. Likewise the contrast of the LC display may be adjusted by pressing either the up or down arrow keys. Depressing the key once will make one step change to the contrast. 3.5 TEST CONTROL BLOCK The functions in this block provide the ADJUST OPTICS, START, AUTO- SEQUENCE, CANCEL, SAVE TEST AND TEST MODE selections allowing for the start and stop control of tests. The TEST MODE key selects between KWH mode of testing or demand mode testing. The key is depressed to select the desired test and indicated by the LED. 3.6 GATE CONTROL BLOCK The gate control input connector allows connection of the optical detector for the reflect and solid state pickup probes. The external signal used to compare standards or externally gate the test board is connected here. It is a five pin connector with a blue housing color. Rev

18 3.7 PULSE INPUT BLOCK The pulse input connections allow KYZ pulse initiator checking. In the demand test mode, the operator is allowed to select either a form A or form C contact input. These are normally associated with the type of KYZ pulse initiator device to be tested. This input will accept either a dry contact or a solid state output type of contact closure. It is a 4 pin connector with a red housing color. 3.8 AUDIO CONTROL BLOCK This control block allows the operator to set an End-Of-Test audible alert or a Pulse signal to aid in optical adjustments as desired. The audio level may be set by pressing the up or down arrow keys. A LED indicator bar displays the audio level. The audio level indicator bar must have at least one LED illuminated in order for the beep tone to be audible. 3.9 KEYPAD Meter test data may be entered via the keypad. To enter a numeric character simply press the desired number. The cursor will automatically increment to the next space after an approximate ½ second delay. If the specific field can have valid alpha character entries, press the number key associated with the desired character subsequently until the desired alpha character is displayed. If the cursor increments to the next position before the desired character is input, simply use the back arrow key to correct. The space key will blank the character in the cursors position. The right and left arrow keys will move the cursor without blanking the field. The Enter key will accept data entered from any of the 9 main menu selections and also allow the scrolling/viewing of the 9 main menu selections. The MENU/TEST key enables the TEST CONTROL block and allows testing to begin. Context sensitive help is on-line by pressing the HELP key. To exit the help screens, press the ENTER key. In the main menu portion of the test program, the operator is prompted with the on display to ENTER to scroll through the next menu. The operator may select menu numbers 1 through 9 from any main menu display screen to jump to the desired menu. Rev

19 3.10 INPUT BLOCK The INPUT block contains the main power switch used to power up the test kit. A three terminal euro connector which allows the operator to connect the main input power cord to the test kit. This AC source should be between 90 and 300 VAC. The Main Power switch is a Circuit Breaker for input protection CONNECTIONS BLOCK This block contains the connectors that enable the operator to connect to the meter under test. Care should be given not to exceed the burden capabilities of the PAT or the desired output current may not be obtained. The test leads are color coded to allow easy test set up. Normally the red current leads are for connecting the left element of the meter-under-test, the white (or gray) leads are for the center element connection to the meter, and the black leads are used for the right element connections. Polarity of the paired colors is accomplished by the colored connectors on the PAT (and the corresponding colored rubber boot on the opposite end for leads to test transformer rated meters). The black end of each connection is considered the return for current and voltage. The unit is supplied with one set of potential test leads. These are the red and black leads with the smaller 18 AWG red and black A mode connectors. NOTE: Due to the many and varied test adapters available for field testing of self contained meters, NO connectors are supplied with the self-contained current leads. You must furnish your own lead connectors. Rev

20 3.12 MODE BLOCK The MODE switch toggles between READ and TEST modes of operation. In the READ mode the Model 3010 functions as a high quality voltmeter, ammeter and a phase angle meter. In the TEST mode the PAT supplies test current potential to meters under test. In the READ mode of operation the PAT is used to read voltage, current, and phase angle. The phase angle is read as the number of degrees the current input LAGS the voltage input and indicates from 0 to 359 degrees. It is important that the test kit be powered up and switched into the READ mode BEFORE the current is connected. This is because the current circuit is open with the PAT not powered. In the READ mode, the LEFT current connection is used along with the potential connection in making phase angle measurements. It is again important to assure that the secondary of any CT circuit NOT be opened when making current readings. High and Dangerous voltages could be present in an open CT secondary condition. The voltage measurement range is from 30 to 600 VAC and the current measurement range is from.1 to 50 amps. When switching back to the TEST mode, a prompt will be shown reminding the operator to remove all test leads and press ENTER to continue. This is because the LEFT current circuit will be OPENED as the TEST mode is entered OPTICAL PICKUP ASSEMBLY The optical pickup assembly has been designed to easily slip on and off the meter-under-test while maintaining a sure grip on the meter cover. The elastic band provides a positive hold on the meter glass for the optic probe during meter tests. There is a visible red LED to aid in aligning the probe to the meter disk. The wide pickup range of the probe should allow for ease of adjustment for most meters. Should adjustment be required, a sensitivity control is located on the top of the probe (marked SENS) and may be adjusted with the small screwdriver supplied with the PAT. This is a one turn sensitivity control and can easily be damaged if forced past its limits in either direction. In most applications, the sensitivity control should not require adjustment as it has been preset at the factory. Rev

24 4.0 SETTING UTILITIES The following are step by step instructions for the initial default settings of the Model These default settings include: Date, Time, Decimal Precision, and setting the Unit ID for the WATT-Net option. ( 1 ) Power up the unit using the red Main Power Switch located on the left side panel. The following front panel LED status LEDs should be illuminated: TEST: Full Load LED on ELEMENT: Series LED on TEST MODE: KWH LED on METER TYPE: Watt LED on ( 2 ) Press the ENTER key to scroll through the menu selections. NOTE: Press on either end of the Enter key and not in the center. ( 3 ) Press the 6 key to select the Utilities program. It is not necessary to have the Utilities program displayed to select it, the operator only needs to press the appropriate key while on the menu screen. ( 4 ) From the Utilities menu screen Press the 1 key to set the Time and Date. Enter the correct Time and Date using the key pad Press ENTER to save the information and return to the Utilities menu. ( 5 ) Press the 2 key to set the precision of the test results and if the results are to be displayed as % error or % registration and the number of decimals to display in the calculated test results. Enter the preferred information using the key pad. Press ENTER to save the information and return to the Utilities menu. ( 6 ) Press the 3 key to set the Unit ID ( for WATT-Net option ) and baud rate. Enter the preferred information using the key pad. The unit serial number is displayed on this screen along with the factory supplied standard serial number. Press ENTER to save the information and return to the Utilities menu. ( 7 ) Press the 4 key to enter the type of standard i.e. a 150 amp standard or a 200 amp standard. The K e of the standard for the 150 amp version is and for the 200 amp version. Press the ENTER key to return to the Utilities menu. ( 8 ) Press the 0 key to clear any untransmitted test records in the For non-networking applications, this is the only way to clear any stored data. The screen displays an operator prompt to confirm the choice. ( 9 ) Press the ENTER key again to return to the main menu screen. Rev

28 5.1 TUTORIAL FOR MANUAL TESTING In this example, the step by step instructions for a manual test are shown for a Form 2 meter 240 volt, 30 test amps, and k h of 7.2: (Assure that the meter under test has no voltage or current applied from any other source.) 1. Connect the A and C phase current leads as required by the meter form to be tested. Refer to Section 8.0 for the meter current and potential internal meter wiring diagrams. 2. Connect the potential leads as required by the meter form to be tested. Refer to Section 8.0 for the meter current and potential internal meter wiring diagrams. 3. Connect the ground lead (green boot) to the grounding post on the PAT. Connect alligator clip to a SECURE GROUND. 4. Attach the reflect mode optics pickup or solid state pickup or K-Y or K-Z contact input depending upon the situation to the nut located on the site of the rubber band clamp. 5. Connect the 6 pin circular connector to the GATE CONTROL 6 pin connector on the PAT. 6. Connect the line cord to the three terminal euro-connector on the PAT. If field testing, use field power cord supplied with the PAT. (If option shop stand adapter is used then the power cord should be connected to a 120 VAC outlet.) 7. After setting the on/off switch to on, note that the following menus are displayed and status indicators illuminated. NOTE: A detailed flow chart can be reviewed in Section 6.0 that shows step by step instructions for this test. The ON/OFF rocker switch is located on the right hand side of the PAT above the fan guard and fan chimney. Pressing this switch will power the unit on. Note that the fan will start and the LCD display will show the following sign-on message followed by the first main menu. Check meter form by pushing 1 (METER SETUP) on the main menu. For this example the KWH meter setup is confirmed by the menu: KWH METER SETUP Form: 2 Volts: 240 K h : 7.2 Amps: 30 NOTE: If changes need to be made on this menu, use the right and left arrow keys in the keypad block to move the cursor to the desired field to edit. By over-writing the old values with the new changes, field selections may be changed as required. Pressing the ENTER key returns to the first main menu: 1 METER SETUP 2 EDIT DEFAULTS 3 EDIT AUTO SEQUENCE ENTER for next menu 9. The optic pickup assembly should be placed so that the probe is in the same horizontal plane as the meter disk. Some top to bottom adjustment has been provided to aid the operator in the optic set-up. Loosen the thumb screw and position the assembly so that the red LED spot is centered on the meter disk. 11. Pressing the MENU/TEST key will enable the TEST CONTROL block and change the menu to the following: As Found As Left FL.. LL.. PF.. Rev

30 Pressing the ADJUST OPTICS key will set the unit to the adjust optics mode. The operator may press the 2 or 3 key after the test completes. 13. 34 5.2 TUTORIAL FOR AUTO SEQUENCE TESTING In this example, the step by step instructions for setting up an automatic sequence and performing the test are shown for a Form 2 meter 240 volt, 30.0 test amps, and K h of 7.2: (Assure that the meter under test has no voltage or current applied from any other source.) 1. Connect the A and C phase current leads as required by the meter form to be tested. Refer to Section 8.0 for the meter current and potential internal meter wiring diagrams. 2. Connect the potential leads as required by the meter form to be tested. Refer to Section 8.0 for the meter current and potential internal meter wiring diagrams. 3. Connect the ground lead (green boot) to the grounding post on the PAT. Connect Alligator clip to a SECURE GROUND. 4. Attach the reflective mode optics pickup or solid state pickup or K-Y or K-Z contact input depending upon the situation to the meter. 5. Connect the 5 pin circular connector (Blue) to the GATE CONTROL 5 pin connector on the PAT. 6. Connect the line cord to the three terminal euro-connector on the PAT. If field testing, use field power cord supplied with the PAT. 7. After setting the on/off switch to on, note that the following menus are displayed and status indicators illuminated. The optic pickup assembly should be placed so that the probe is in the same plane as the meter disk. Some top to bottom adjustment has been provided to aid the operator in the optic set-up. Loosen the thumb screw and position the assembly so that the red LED spot is centered on the meter disk. 10. If less than 12 sequences are required, then the operator must enter a blank in the element field to terminate the sequence. Programmable phase angles may be entered from -89 to +89 degrees. If a current is chosen for a non-existent element on that form, the unit displays the error message and continues. Valid entries for the field entries for the previous screens are displayed by pressing the HELP key from the sequence entry screens. At the conclusion of each test, the test results screen is momentarily displayed, and that test point result is displayed on screen as follows: As Found As Left FL LL PF This screen and the previous test in progress screen toggle as each of the test sequences is completed. The operator may determine which sequence point is being run by observing the front panel LEDs. After all the sequences have completed, the PAT will display the test result screen. Test results may be reviewed for series or element test (if applicable) by pressing the element key successively. From this point, choices include, saving the data for statistics, showing standard counts, and clearing or saving the test. 39 5. Connect the "A" phase (left) current lead to the current to be measured. WARNING: The current circuit is not a closed circuit until the PAT is powered on and in the READ mode. Care should be made to assure that any CT secondary current path is not opened causing the possibility of exposed high voltage. 6. Connect the potential leads as required to measure the voltage point to be tested. When measuring voltage, current, and phase, the display would appear as follows for the 5 A and 120 volt 60 degree lagging example: READ MODE Volts: Amps: Angle: The READ mode may be terminated by again pressing the READ button and observing the following display message: Disconnect ALL Test Leads then Press Enter 8. After removing the test leads and pressing the ENTER key, the PAT will return to the TEST mode and display the main menu: BURDEN OPTION 1 METER SETUP 2 EDIT DEFAULTS 3 EDIT AUTO SEQUENCE ENTER for next menu If your Model 3010 is equipped with the CT burden option it may be selected when in the read mode. While reading and observing the CT secondary current on the display, the following keys and associated Ohms burden can be pressed and applied: Ohm Ohms Ohms 4 1 Ohm 5 2 Ohms The associated burden will be applied for approximately 5 seconds and automatically be removed. It can manually be removed prior to 5 seconds by pressing the associated key again. Changes in the current magnitude are observed to determine possible CT problems. Rev

Short all three current leads together by clipping the like colored wires together. Pressing the ENTER key will initiate the self test. Pressing any number key will exit to one of three main menus. First the LCD segments are tested one row at a time. As the test is running, the PAT will display the following menu and check a calculated vs actual standard count to determine if the unit is functioning normally. As the test proceeds, each individual element is checked and confirmed on the following menus: SELF CHECK Running Testing Left Element SELF CHECK Running LEFT ELEMENT OK Testing Right Element The test continues until all elements have been tested. After pressing Key 5 for this example, the standards compare test mode is confirmed by the menu: STANDARDS COMPARE Connect Standard as Form 9 ENTER to Continue 8. After pressing the ENTER key, the operator is prompted to select whether to generate with this unit. 9. After selecting "yes" to generate with that unit, the option is given to test a single or a multiple number of standards. STANDARDS COMPARE 1 Single Standard 2 Multiple Standards ENTER to Exit 10. Assuming a single standard selection, the potential and the current leads are connected to the external electronic standard. The tester is prompted to enter the test time in seconds to be used for the test. 11. The external standard pulse output is connected to the gate of the PAT with the cable provided. Pressing the ENTER key will allow the menu entry to set the voltage, current, and proper K e for the external standard for the comparison test. Pressing the MENU/TEST key will exit the check. STANDARDS COMPARE Volts: Angle: 0 Amps: 5 Ext STD K e : The HELP key may be pressed to show the help screen for the standards compare. Pressing the ENTER key will exit the help screens. HELP for Compare STD START to run MENU to EXIT Pressing the START button will initiate the standards compare. 44 STANDARDS COMPARE RUNNING TEST X.XX The test continues for the entered test time. The test may be terminated with the CANCEL key after the run screen is displayed. At the conclusion of the comparison test, the results menu will display the accuracy as shown: STANDARDS COMPARE Internal REF External REF ENTER to Continue 11. After pressing the ENTER key, the PAT will return to the standards compare screen to allow the entry of an additional test point to be checked. Pressing MENU/TEST will exit to the MAIN MENU. 4 SELF TEST 5 STANDARDS COMPARE 6 UTILITIES ENTER for next menu MULTIPLE STANDARDS COMPARISON To test multiple standards, the standards must have the reset/gate coax input lines bussed and the optional switch/adapter installed. This may be accomplished by using a coax "tee" connector for each standard. Coaxial jumpers should be used to jumper the gate signal from one standard to the other. After the connections have been made for the standards, the START key is pressed and the display will show a waiting for control message. Once the setpoints have been found and the countdown timer is running, the reset/gate push button switch should be pressed to start the internal and external standards. The reset gate switch should be pressed again before the time out period to ensure an accurate test interval. At the end of the test the PAT display will read out in kwh directly to allow comparison of the standards. The optional switch and adapter allow up to 7 Radian standards to be tested at once. Rev

Press Key 2 to set precision of the test results and the results displayed in % error or % registration. Pressing the ENTER key will allow the operator to accept the present values displayed on screen. The PAT will display the following menu: 1 - % ERROR 2 - % REGISTRATION Results: 2 Decimals: 2 (1 or 2) Pressing the ENTER key will exit the Results screen. 9. Press Key 3 to set the Unit ID of the PAT for networking. This screen also displays the unit serial number and the factory supplied RM-10 serial number. The internal PAT serial number (SN) is not changeable, but the standard serial number can be changed. Pressing the ENTER key will allow the operator to accept the present values displayed on screen. The PAT will display the following menu: UNIT SETUP UNIT ID: 1 (1-254) BAUD: 9600 SN xxxxxxx STD xxxx Pressing the ENTER key again will return the PAT to the previous main menu screen. 10. Press Key 4 to enter a different standard serial number. For non-networking applications, this is the ONLY way to clear any stored data.
