2 Terms COOP = Continuity of Operations (gov t speak for BCP) BCP = Business Continuity Plan or Planning BCM = Business Continuity Management Business = Any organization engaged in the BCM process
3 The Myth All healthcare and long term care organizations have well-developed, resilient business continuity programs.
4 The Reality Most organizations only focus only on: Joint Commission mandated areas of emergency management and IT recovery. Outward facing - ensuring clinical and resident care operations can continue no matter what happens. There is often not enough focus on recovering business and support functions of the organization. The Harvard School of Public Health suggests that every dollar invested in disaster preparedness yields savings of $4 $11 in disaster response, relief and recovery.

9 CMS Proposed Regulations Four Core Elements of Disaster Preparedness 1. Emergency plan: Based on a risk assessment, develop an emergency plan using an all-hazards approach focusing on capacities and capabilities. 2. Policies and procedures: Develop and implement policies and procedures based on the plan and risk assessment. 3. Communication: Develop and maintain a communication plan that complies with both Federal and State law. Resident/Patient care must be well-coordinated within the facility, across health care providers, and with State and local public health departments and emergency systems. 4. Training and testing: Develop and maintain training and testing programs, including initial and annual trainings, conducting drills and exercises or participate in an actual incident that tests the plan.
