4 Section 1. Purpose This project charter defines the scope, objectives, organization, deliverables, and overall approach for the (SED TF). The purpose of the SED TF is to recommend mechanisms that will quickly identify spare bulk power system equipment 1 that is available and critically needed to restore the bulk power system following a severe-impact emergency event 2, specifically, the scenarios identified in the Technical Committees Critical Infrastructure Strategic Initiatives Coordinated Action Plan. Section 2. Background The availability of spare equipment during system emergencies can be vital to reduce what would otherwise be very long recovery times that would have a significant impact on public health and safety, the economy, and national security. Under severe-impact scenarios, replacement equipment may not be available from suppliers and manufacturers for many months. Therefore, it is essential that mechanisms be developed to quickly determine replacement equipment needs, and locate the necessary spares. The SED TF responds to the direction provided by the Electricity Sub-Sector Coordinating Council s Critical Infrastructure Strategic Roadmap, 3 and the Technical Committees Critical Infrastructure Strategic Initiatives Coordinated Action Plan. 1 For the purpose of this Task Force, spare bulk power system equipment is defined as high voltage equipment that is not in-service and kept in reserve especially for emergency use, e.g. spare transformer. 2 For the purpose of this Task Force, a severe-impact emergency event is a large-scale bulk power system blackout affecting widespread areas in one or more Regions, similar in magnitude to the three scenarios described in the Strategic Roadmap. 3 Ref. 5 Section 3. Scope Goals and Objectives Goals Review current capabilities Perform needs assessment Develop alternative solutions Recommend solutions Objectives 1. Confirm manufacturer capabilities to accelerate production under severe-impact circumstances. 2. Review the scope and effectiveness of existing equipment databases that are used to collect, store, secure, and distribute information (e.g. NERC s Spare Equipment Database and EEI s Spare Transformer Equipment Program). 3. Review the status of past initiatives to specify requirements and build spare transformers for emergency use. Determine the results of EPRI, DOE, or DHS R&D initiatives (e.g. universal spare transformers). 4. Consider the three severe-impact scenarios described in the Technical Committees Critical Infrastructure Strategic Initiatives Coordinated Action Plan, and identify gaps from current capability, and any need for enhancement or improvement. 5. Develop criteria for the types of equipment to be included within the scope of this project. 6. Consider ways that government may assist, e.g. prioritizing needs. 7. Determine enhancements needed for existing database-centric mechanisms. 8. Consider response-based alternatives, such as an ability to specify requirements and communicate rapidly to electricity entities to solicit best-fit spares availability (i.e. no centralized database). 9. Recommend next steps for EPRI, DOE, or DHS spare transformer programs as suggested in item 3 above (i.e. through the Electricity Sub-Sector Coordinating Council). 10. Recommend solutions, with an assessment of advantages, disadvantages, and approximate costs to implement and maintain. 11. Propose methods to periodically test the effectiveness of these solutions, e.g. through drills or exercises. September

Provide comprehensive assessment Determine specific objectives Identify options and alternatives with pros and cons: i.e. centralize inventories, consistent designs, etc. Review existing and new technologies for spare equipment Provide data specification Propose final deliverables and timelines 3. Provide deliverables Prepare SED TF report Develop new industry guidance, or enhance existing Propose new or revised NERC reliability standards, where necessary and appropriate Identify next steps 4. Prepare for data collection Develop input engine Ready data authorization request Deliverable Draft Project Charter by Q Final Project Charter by Q Specification for data use and deployment by Q First Draft SED TF Whitepaper by Q Final SED TF Whitepaper by Q Present data authorization request for OC/PC/CIPC approval Q Deliverables Out of Scope Any mechanism proposed by the SED TF is not meant to be a replacement for pooling or bilateral programs already in-place by entities. The SED TF will not propose mechanisms related to moving or deploying the equipment. The SED TF will provide recommendations, but not build or implement technology solutions. September
7 Section 4. Project Conditions Assumptions The SED TF will focus initially on high voltage transformers critical to the bulk power system. Other equipment such as high voltage breakers or capacitors will be considered later, and will require a change in the SED TF Project Charter, subject to approval by the Planning Committee. Limitations Any mechanism proposed by the SED TF is not meant to be a replacement for pooling or bilateral programs already in-place by entities. The SEDTF will initially focus on bulk power transformers. Particular attention will be paid to the need to protect any potentially sensitive information 4 associated with this project, as well as mechanisms to protect the information. Participation in any solution developed by the SED TF is voluntary by Registered Entities Section 5. Project Structure The SED TF will: Report to the NERC Planning Committee. Provide periodic status reports to the Planning Committee and the NERC Project Manager for the Coordinated Action Plan. Require participation from across the electricity industry, including NERC registered entities, NERC Regions, NERC Technical Committees, equipment suppliers and manufacturers, industry associations, and government. Coordinate closely with other Task Forces established under the Critical Infrastructure Strategic Roadmap 5, and the Technical Committees Critical Infrastructure Strategic Initiatives Coordinated Action Plan. Section 6. Resources and Skills Required The SED TF requires expertise in the following areas: Experience in power system planning and operations 4 Critical Energy Infrastructure Information (CEII) as defined by FERC ref. 5 Ref. 8 In-depth knowledge of the functional requirements and technical specifications for high voltage power system transformers Familiarity with data management principles and technology It is expected that the SED TF will conduct two conference calls per month (two hours each) and meet twice in-person by the end of In addition, SED TF members will need to gather information and actively contribute.
