2 Status Update #1 tamantuguproject.com.my 2 OVERVIEW OF THE TAMAN TUGU PROJECT The Taman Tugu Project is a multi-component not-for-profit corporate social responsibility ( CSR ) initiative led by Khazanah Nasional Berhad in collaboration with Dewan Bandaraya Kuala Lumpur ( DBKL ) with the support of various stakeholders including Ministry of Federal Territories, Ministry of Natural Resources and Environment, Economic Planning Unit ( EPU ), Public Private Partnership Unit ( UKAS ), Forest Research Institute of Malaysia ( FRIM ) and Malaysian Nature Society ( MNS ). On an overall basis, up to RM650 million has been set aside for the project covering the following four (4) components: Component 1 Component 2 Component 3 Conserving and activating a 66-acre urban forest park up to RM190mil Connecting the surrounding area with pedestrian-friendly walkways up to RM175mil Development of a learning and innovation centre up to RM185mil Component 4 Establishment of a national public trust to own and manage the 66-acre urban forest park, including operations, maintenance, partnerships, and community development up to 2030 RM100mil KEY BENEFITS OF THE PROJECT Reducing our carbon footprint Conserving a 66-acre secondary forest; Preserving >800 trees on site; Adding >4,000 new rainforest trees; all in the heart of the city. Adding to public social-recreational spaces A new outdoor attraction; free-to-use recreational facilities including > 5km of running and walking trails, children play areas, f&b and events spaces. Making our city more pedestrian-friendly Better accessibility across various historical, cultural and recreational sites circa KL Sentral, Taman Botani Perdana and Tugu Negara. Contributing to continuous learning A public library, art gallery and program spaces; free-to-attend programs for various age and interest groups; a volunteering platform to teach. Appreciating our rainforests better A rainforest education centre within a secondary forest in the city with periodically updated displays, exhibitions and talks. Encouraging local start-ups Co-working and maker-spaces along with mentoring programmes provide a platform for start-ups to start out. Improving places of worship for the community Enhanced Surau Jumaat and Hindu Temple to replace existing ones which were built decades ago. Generating up to RM400m per annum for the local economy This is assuming 10% of tourists to KL stays an extra ½-a-day; this means that the project will pay for itself in less than 2-years.
3 Status Update #1 tamantuguproject.com.my 3 MOVING FORWARD WITH THE TAMAN TUGU PROJECT On 4 September 2016, Prime Minister YAB Datuk Seri Najib Tun Razak launched the Taman Tugu Project, encompassing 4 components which covers the creation of a 66-acre urban forest park for the public, enhancing pedestrian connectivity circa the KL Sentral-Taman Botani Perdana-Tugu Negara area, development of a learning and innovation centre and establishment of a national public trust to own and manage the urban forest park. Public Engagement Since the launch, Khazanah Nasional Berhad has embarked on a public engagement programme to provide better clarity on the project and its key components. The engagement sessions commenced on Friday, September 9 with an open dialogue led by Khazanah Nasional Berhad s Managing Director Tan Sri Azman Mokhtar. Since then, more than 30 engagement sessions encompassing open dialogues and closed discussions with special interest groups such as environmental groups, architect and landscape associations, running and cycling communities, tourism councils, educational institutions, government ministries as well as with Members of Parliament. Rakyat Touch Points were also held at various shopping malls and LRT stations. These engagement booths were set up to ensure we were able to reach out to the general public. As part of the overall engagement programme, surveys were conducted at all Rakyat Touch Points as well as online via the Taman Tugu Project website. The survey which ran from September to November 2016 garnered close to 2,000 responses. We are heartened by all the positive and constructive feedback received throughout the engagement sessions and via the survey. Not only were the general public, civil society, private sector and various stakeholders enthusiastic about sharing their ideas, they were also keen to share their time, skills and expertise to collaborate on various aspects of the park. Key insights gathered have been posted on the website and incorporated into the final masterplan. Component 1: Taman Tugu Park Thus far all key approvals for the park component of the project have been obtained this includes the Development Order ( DO ) from Dewan Bandaraya Kuala Lumpur ( DBKL ) and approvals from Jabatan Alam Sekitar ( JAS ) Wilayah Persekutuan for the Environmental Impact Assessment ( EIA ) and Environmental Management Plan ( EMP ). Invitations to tender and to pre-qualify for the various packages of the park were published in major Bahasa Malaysia and English newspapers and submissions are currently being evaluated. Tender awards will start to be issued by June 2017 and work on the ground is expected to commence soon after. The park is on track for phased construction completion commencing Q Component 2: The Connectors The design of the Padang Merbok carpark and underpass (below Jalan Parlimen) connecting Taman Tugu and Tugu Negara to Taman Botani Perdana is being finalised and work is expected to commence in Q As for the overhead deck connecting KL Sentral to Taman Botani Perdana, a detailed feasibility study is being conducted to evaluate the design and accessibility which will be used as a basis for the architectural competition. The competition is expected to be launched in Q and construction should commence in Q after the relevant approvals have been obtained. The covered walkway from the entrance of Taman Tugu to the Bank Negara KTM station will be completed in time for the opening of the park. All connectors are on track for completion by Component 3: Khazanah ILMU On the learning and innovation centre, or Khazanah ILMU, the space use and design is currently being refined to ensure that it serves the needs of the community and will not damage the site within which it is being constructed. Key spaces include a public library, art gallery, co-working and maker spaces as well as an adaptive space for public knowledge events. Khazanah ILMU is on track for completion by Component 4: Public Trust Final submissions for the national public trust which is to be called Amanah Warisan Negara is being completed and should be finalised by Q Whilst the current focus of the trust will be to own and manage Taman Tugu (park component), the longer term objective is for Amanah Warisan Negara to potentially undertake more projects that involve the protection, rejuvenation, rehabilitation and operations of selected spaces with national, cultural or historical importance. Amanah Warisan Negara is currently being set-up under the Trustees Incorporation Act (1952) but efforts are already underway to enact an Act specifically for the Trust which ensures better governance, transparency and accountability. Having an Act of Parliament specifically to govern Amanah Warisan Negara is inspired by the National Trust in the United Kingdom which was initially established under the Companies Act but later incorporated via six Acts of Parliament. It is currently one of the largest landowners in the United Kingdom with over 610,000 acres of land under its purview and has a base of more than 4-million members with over 70,000 volunteers.

COMPONENT 1: CONSERVING AND ACTIVATING A 66-ACRE URBAN FOREST PARK Completed, submitted and obtained key approvals including overall Development Order ( DO ); Environmental Impact Assessment ( EIA ) and Environmental Management Plan ( EMP ). Completed and submitted the Transport Impact Assessment ( TIA ) Report which also considers the impact the project may have to surrounding spaces, e.g. Tugu Peringatan Negara and Padang Merbok. Site visit with Jabatan Alam Sekitar, Wilayah Persekutuan Kuala Lumpur Refined the park master plan and building designs taking into account feedback from the public engagement sessions, consideration for sustainable design principles, operational efficiencies and cost effectiveness. Conducted working sessions with various authorities and partners such as Malaysia Nature Society ( MNS ), Forest Research Institute of Malaysia ( FRIM ) and Jabatan Perhutanan Semenanjung Malaysia ( JPSM ) on conservation strategies including selection of flora species and protection of fauna. Working session with the Malaysian Nature Society Commenced the tender process for the 3 main packages, i.e.: Package 1: North-East Region (Surau Jumaat, quarters and food stalls) Package 2: Supply, Planting, Maintenance & Warranty of Trees throughout the park Package 3: East, West and Southern region (Family, Outdoor and Education areas) For Packages 1 & 2: Tender period had to be extended as there were insufficient submissions from qualified bidders. Tendering period has been closed and all qualified bids are being evaluated. Results should be announced by end-june For Package 3: A pre-qualification round has been completed and invitations to tender was supposed to have been issued to qualified tenderers in early-may However, this has been delayed to end-june/early-july 2017 as additional requirements to better conserve the topology of the site are being incorporated. This also entails a value engineering exercise to ensure costs remain within budget whilst maintaining the overall intent of the park. Immediate next steps: Putting up construction hoarding for the entire site Commence selective clearing of existing structures and decaying/invasive flora species Setting up of temporary and permanent on-site nurseries Start construction of the Surau area Planting of species that may not require acclimatisation at the on-site nurseries Park is scheduled for phased construction completion commencing Q and phased opening will commence as soon as safety approvals are obtained.
5 Status Update #1 tamantuguproject.com.my 5 COMPONENT 2: CONNECTING THE SURROUNDING AREA Underpass below Jalan Parlimen between Taman Botani Perdana and Tugu Negara/Taman Tugu Exact punch-through location and access points are being finalised. Circulation between Taman Botani Perdana, Tugu Peringatan Negara and Taman Tugu whilst managing traffic flow along Jalan Parlimen is also being reviewed. Overhead connecting deck between KL Sentral and Taman Botani Perdana Currently in discussions with CIMB, MRCB and MRT Corp on options for landing points on the KL Sentral side. Consideration of circulation from the KL Sentral station, potential connectivity via the soon to be opened Muzium Negara MRT station and Bomba access are being reviewed. Covered pedestrian walkway between Taman Tugu and the Bank Negara KTM Station Exact route is being refined and options for the roof material and floor finishes are being reviewed. The immediate next step is to appoint a Project Management Company to oversee the connectors component and commence the relevant detailed site studies and inspections. Connectors are on track for phased construction completion commencing early COMPONENT 3: DEVELOPMENT OF A LEARNING AND INNOVATION ILMU Refined architecture building design to ensure that there is no impact to the site. Completed the space use planning exercise and identified key spaces which will include: Public library for various age and interest groups Public art gallery and display spaces Co-working and maker spaces Study areas and collaborative spaces Auditoriums and rooms for continuous learning programmes Commenced discussions with Jabatan Alam Sekitar on the requirements to conduct a specific EIA for the Khazanah ILMU component alone current feedback is that an update to the submission for the park component will suffice with additional controls included in the EMP. Currently ongoing initiatives: Refining connectivity between spaces and how each space could be adapted for difference purposes and functions to ensure optimal usage of the centre. Programming of each individual space is being looked at in light of good examples both locally and globally some of the thinking are along the lines of what is a library of the future?. The immediate next step is to appoint a Project Management Company to oversee this component and commence the relevant detailed site studies and inspections. Khazanah ILMU is on track for phased construction completion commencing late COMPONENT 4: ESTABLISHMENT OF A NATIONAL PUBLIC TRUST A draft of the Trust Deed is being finalised for submission to Bahagian Hal Ehwal Undang-undang, Jabatan Perdana Menteri. Envisaged name of the Trust is Amanah Warisan Negara or the National Heritage Trust. The Trust will be seen to evolve over 3-phases as follows: Phase 1 : : Development and construction period Phase 2 : : Operations supplemented with Khazanah s funding Phase 3 : 2030 onwards : Operations post-khazanah s funding For Phase 1, three (3) trustees will be appointed with plans to add more members as the project develops over the 3-phases. The phasing allows Khazanah to assist in managing the Trust during its start-up phase but allows it to run in a more independent manner as builds on its strengths and financial sustainability. Completed a business, operational and financial planning exercise for the park component which will be the first asset to be placed under the Trust. Commenced development of an Act of Parliament specifically to incorporate and govern Amanah Warisan Negara. Immediate priority is to finalise the set-up of the Trust and ensure the Taman Tugu park site is transferred in.

The saplings which are cared for by volunteers at the MNS nursery will be moved to the Taman Tugu nursery in Volunteers who took part in the first Transplanting Exercise to temporarily remove shrubs, ornamental trees and offspring from other trees. These plants will be transplanted back into the Taman Tugu park site upon completion, transplanted to other public parks/nurseries or given away for private gardens.
