1 UCCS Cybersecurity Initiative (CSI) Task Report, Cybersecurity Facility (CSF) Consolidated Requirements Rick White, Ph.D., Interim Director for Cybersecurity Programs (719) March 27, 2019 Task: Purpose: Appendices: Consolidate CSF Space Requirements Create Shared Cybersecurity Facility for UCCS, NCC, and XI Appendix A Consolidated Space Requirements Summary Appendix B Current Interior Design Plans (Base Plan) Introduction: The UCCS Vice Chancellor for University Advancement is leading an initiative to fund the interior design of the North Annex to the UCCS Cybersecurity Facility (CSF) located at 3650 N. Nevada Avenue. The classrooms, laboratories, and meeting spaces will be shared between UCCS, the National Cybersecurity Center (NCC), and Exponential Impact (XI). This paper consolidates three different sets of requirements collected from each of the three stakeholders at meetings conducted 15 Feb 19 and 5 Mar 19. The next step is to have a qualified architect from Campus Planning & Facilities Management ( Facilities ) develop an alternative set of design and cost options representing the Good, Better, and Best fit to the given requirements. This document provides a consolidated set of space requirements to help guide Facilities in designing those plans. Background: The CSF is comprised of both a North and South Annex as shown in Figure 1. Both the NCC and XI lease space in the South Annex, and are currently engaged in interior design renovations expanding their workspace. The NCC and XI also have plans to share space together with UCCS in the North Annex. An original Base Plan was jointly developed for the North Annex by Facilities and the Office of Information Technology. The Base Plan provided a proposed set of requirements for offices, classrooms, laboratories, and meeting spaces for dedicated and shared use. It was designed to be Figure 1: UCCS CSF, 3650 N. Nevada Ave. built in two phases in order to split the estimated cost of $17,146,967; $14,129,967 for construction plus $3,017,000 for information technology infrastructure. On 15 Feb 19, a meeting of campus stakeholders including Business, Computer Science, Engineering, and Public Affairs, was conducted to review the Base Plan. The meeting resulted in a set of UCCS Space Requirements informed by the Base Plan. On 5 Mar 19, the NCC and XI presented their own, independent space requirements. Whereas the UCCS Space Requirements are exclusive to the North Annex, the NCC and XI space requirements address their own specific mission needs as they may be accomplished in either the North or South annex. The following sections summarize each of the different set of space requirements. 1
2 Base Plan. Space allocations accorded in the Base Plan are depicted in Figure 2. The Base Plan was designed to be completed in two phases. Phase 1, indicated by the dashed line, includes offices, classrooms, laboratories, conference rooms, workspaces, and a Cyber Café. Phase 2 expands on these spaces and accommodates the total capacities listed in Figure 2. Phase I Offices Classrooms Laboratories Conf. UCCS needs the CSF to facilitate research, education, and outreach, with special emphasis on research. The space requirements listed in Table 1 were compiled from the 15 Feb 19 Requirements Review with campus stakeholders. Key differences with the CSF Base Plan highlighted in Table 1 include 1) Graduate Research Assistant (GRA) office/desk space, 2) Fewer classrooms, 3) Fewer large laboratories, and 4) Addition of small laboratories. Otherwise, the UCCS requirements agree in number and capacity with offices and conference rooms listed in the Base Plan. The CSF is home to the NCC, which is chartered to perform public outreach. On 4 Mar 19, the NCC submitted the space requirements listed in Table 2. These requirements encompass the entire NCC mission, for which dedicated spaces are being constructed in the South Annex. These differences will be addressed in later analysis. Otherwise, the remaining NCC requirements may be accommodated within shared space designated in the Base Plan. 2
3 XI Space Requirements. XI is chartered to conduct business development. On 4 Mar 19, XI submitted the space requirements listed in Table 3. These requirements encompass the entire XI mission, for which dedicated spaces will be constructed in the South Annex. These differences will be addressed in later analysis. Although not listed, the CSF Base Plan does include a storage area. Otherwise, XI requirements may be accommodated within the shared space designated in the Base Plan. Other Requirements. In addition to the space requirements listed in Table 1, UCCS campus stakeholders also identified other requirements listed in Table 4. These requirements may also be applicable to NCC and XI. 1. Server Racks Table 4: Other Requirements Consolidated Space Requirements. Appendix A takes each stakeholder s requirements and maps them against the CSF Base Plan. Table 5 below takes all the differences and adds them together to produce a consolidated list of requirements in terms of the number and types of spaces, and their maximum capacity. It also provides an estimate of the relative priority of each requirement. 4 Analysis. The CSF Base Plan is incapable of supporting all the requirements listed in Table 5. Although the North Annex measures 130,000 ft 2, it is unlikely any plan can accommodate all the space requirements listed in Table 5. It is therefore necessary to employ the skills of an architect to determine the art of the possible. Action. The next step is to have a qualified architect from Facilities develop an alternative set of design and cost options representing a Good, Better, and Best fit to the Consolidated Requirements listed in Table 5. It is expected all three designs will entail some compromise. The following design notes are provided to help inform the designs. 1. Table 5, Item 1, Offices. Although the Consolidated Requirements specify 38 offices, no more than 30 will probably suffice, as this number includes 10 offices slated for construction in the South Annex. About 15 of the offices will be needed for research faculty, 10 for teaching faculty, and 5 for administrative and support staff. Dimensions can be smaller than the Base Plan. 2. Table 5, Item 13, GRA Offices. Graduate Research Assistants (GRAs) are essential to conducting research. Although they are listed as offices, individual cubicles will suffice (vertical stacking?). Although 92 are indicated, 60 is more realistic as a ratio of 4 GRAs to each research faculty. 3. Table 5, Items 2 & 3, Classrooms. Although the UCCS Requirements indicate 10 classrooms, post-discussions indicate this is flexible, and perhaps 8 might be sufficient. 4. Table 5, Item 4, Large Laboratories. The two Large Laboratories are designated for classroom exercises and demonstrations. At least one must accommodate server racks for student exercises. Otherwise, it is uncertain if two Large Laboratories will be needed concurrently; perhaps only one Large Laboratory is all that is necessary. 5. Table 5, Item 14, Faculty Laboratories. Post-discussions stress the importance of individual faculty laboratories in order to attract and retain top research talent. The concept is predicated on the small lab in Osborne A210, however these can be smaller. Each lab should accommodate about four GRAs plus dedicated computer equipment. Although 23 are specified, no more than 15 will probably suffice, on a 1:1 ratio of small labs to research faculty. 6. Table 5, Item 5, Auditorium. An auditorium is considered essential for public outreach. Although a capacity of 500 people is indicated, half that capacity will suffice. 7. Table 5, Items 6 8, Conference Rooms. Although 16 conference rooms are specified, perhaps no more than 4 small rooms with a capacity for 25 each are necessary for concurrent utilization. 8. Table 5, Item 9, Workspace. This may be replaced by GRA Offices in Item Table 5, Item 10, Cyber Café. Must include kitchen facilities to accommodate faculty and students who bring their own food. 10. Table 5, Item 11, Reception. Perhaps include a reception desk to support public events. 11. Table 5, Item 15, Fusion Center. Omit. Designated for construction in South Annex. 12. 5 13. General, Traffic & Noise Management. Position auditorium, classrooms, and large laboratories, spaces that can be used for public events, nearer the North Annex main entrance. Position offices, small labs, and conference rooms, spaces for working, farther from the main entrance. 14. General, Phased Construction Options. If possible, the new designs should accommodate phased construction the same as the Base Plan. Conclusion. Stakeholder involvement is essential to CSF interior design. This paper consolidates interior space requirements for the CSF North Annex into a single document. The purpose of this document is to help guide Facilities in designing new interior designs incorporating stakeholder requirements. Once those new designs are ready, they will be presented once more for stakeholder review and comment. Future action will be determined at that meeting. Meanwhile, the objective is to develop a viable set of plans that will help attract funding, and quickly proceed to construction once funding arrives. 5
