Divisional Accounts Officers (Works) Association is bringing out the C.D., comprising Gist of G.Os and Circular Memos., along with important G.Os and Circular Memos., issued by the Government and H.O.Ds of Engineering wing and Director of Works Accounts organization on the subject relates to works. I hope this C.D., brought out by the Association will be of immense use to the members of Association and others who are working in Engineering wing and Works Accounts organization in order to discharge their functions effectively especially safe guarding the Government money. I appreciate this effort taken up by the A.P., D.A.Os., (Works) Association.

com PRE-FACE The Companion of the Divisional Accounts Officers brought out by my former Association Leaders in the year 1996 was well received by one and all, but so far a book containing the

Cell malli98666@gmail.com PRE-FACE The Companion of the Divisional Accounts Officers brought out by my former Association Leaders in the year 1996 was well received by one and all, but so far a book containing the Government Orders and Circular Memos., on various Engineering subjects has not been released for the benefit of the Divisional Accounts Officers. Thus the state Executive of the A.P. Divisional Accounts Officer (Works) Association in its meeting held on resolved to bring out a book containing the important G.Os., circular memos., issued by the Government of Andhra Pradesh for immense use of all the members of the cadre in their day to day work.

6 Before taking a decision to release a book covering the important G.Os, and Circulars, the said task was taken up by Sri A.V.Ramana, D.A.O (W) Gr.I (R&B) Division, Tirupati with the inspiration of Sri P. Kesavaramireddy garu Director of Works Accounts, (W&P) Hyderabad in collecting the important G.Os., and Circular Memos., of Engineering subjects available with a view to prepare and release a book. As there is no time to get typing all the old G.Os., and Circulars issued by the Government of Andhra Pradesh to release in the shape of book, all the available G.Os., and Circulars of Government of Andhra Pradesh and also some of the circular Memos., issued by the H.O.Ds of Engineering wing as well as the Director of Works Accounts were got scanned and released by way of C.D.,. The old G.Os., and Circulars can easily verify by using zoom and also a facility was provided to pick up the G.O., immediately by typing G.O/circular No. through search command. I extend my whole-hearted gratitude to Sri A.V.Ramana garu DAO (W) Gr.I (R&B) Division, Tirupati for his relentless efforts for quite some time in gathering the information and compiling it almost lone-handed. I trust that all efforts have been taken to get the C.D., released with required G.Os., and Circulars which will be very advantageous not only to the cadre of Divisional Accounts Officers (Works) but also to all the Officer & Staff working in Engineering Departments and Works Accounts Organization for their day today work

For this purpose State Executive members of the A.P.D.A.Os., Association resolved to bring out a handbook containing G.O.s circular memos issued by Govt. of Andhra Pradesh and H.O.Ds of Engineering including the Director of Works Accounts for use of all the members to perform their duties effectively. Before releasing a book the important G.os Circular memos., issued by the Govt., and H.O.Ds (Engineer-in-Chiefs) of Engineering wing and our Director of works Accounts are get scanned and released by way of C.D. The said task was taken up by Sri A.V.Ramana DAO W Grade- I, (R & B) Division Tirupathi with the inspiration of beloved Director of works accounts. The C.D. was streamlined and pruned keeping in mind the demands of the members by Sri A.V.RAMANA D.A.O., (Works) Grade-I (R&B) Division Tirupathi. Yes this is a self help C.D. Pragmatic. Use it yourself, as this C.D. is most vital tool.

9 I extend my heartful gratitude to Sri A.V.Ramana garu for his marvelous efforts in gathering the information and compiling with the intension to make use of C.D. as constant companion. I request all the members to utilize this vital tool and make it useful to perform their duties effectively. Cell (p) (o) INTRODUCTION At the outset It is constrained me to present my introduction with deep sense of dedication to the Association of Divisional Accounts Officers (Works) as one of the member and I owe to the Association. The Andhra Pradesh Divisional Accounts Officers (Works) Association have released more number of reference books covering various rules and provisions that exists in the codes and manuals of works as well as to the service matters including COMPANION during the president ship of our Association by Sri K.E. James in the year But as far as my knowledge is concerned no book containing the important G.Os., and Circulars Memos., on works of various Engineering Departments & works Accounts Organization released by our Association hitherto for immense use of the cadre in enforcing financial accountability.

11 While that being so, our beloved Director of Works Accounts, A.P., Hyderabad Sri P. Kesavaramireddy garu has inspired me to compile a book covering the important G.Os., and Circular memos., issued by the Govt., and H.O.Ds of Engineering wing including Director of Works Accounts, A.P., Hyderabad on works for the benefit of the members of Association as well as to the personnel working in Engineering Departments and also for the organization of Works Accounts. The Association during the E.C., meeting held at Tirupati on it was felt necessary to publish a Book containing the G.Os., and circular memos which will be helpful to our cadre for day to day functions. Accordingly I took up the task and I tried my level best to release a C.D., by the Association covering the gist of important G.Os., Circulars Memos., along with the scanned copies of G.Os., and Circular Memos., of Departments which relates to works subjects for rendering more efficient and systematized service in the regulation of claims and to safeguard the public money by the cadre. Most of the G.Os., and Circular Memos., were got scanned duly providing a tag facility to pick up the same through search command, as there is no sufficient time to get typing and to release in the shape of BOOK. It should be kept in mind that, the gist was compiled by me with reference to G.Os., and Circular Memos., only.

12 Despite much care was initiated to cover the required G.Os and circular Memos., on works it may be natural that, certain omissions do exists. It shall be of encouragement to the Association, if any such short comings or further suggestions for its improvement are offered from the members to bring out the same in the shape of book/c.d., duly incorporated. I cannot but keep silent for a couple of moments in memory of Sri M.Sivasankaraiah garu, A.P.A.O., (late) who mould me to become a D.A.O (Works) by imparting required coaching. I express my heartful thanks to Mr. V.Anjaneyulu, Computer Operator who scanned all the G.Os., and Circular Memos., in systematic manner.
