2 ECAC is What is ECAC? Europe s only pan-european forum for Directors General a generator of guidance and best practice in aviation policy a capacity builder in and beyond its own Member States with EC, the coordinator of European inputs to ICAO ECAC is not a REGULATOR

3 Established in 1955 Objective: 44 Member States Development of safe, efficient and sustainable European air transport Role + Acts as a pan-european aviation think-tank; + Supports crafting of harmonised pan-european positions; + Serves as a centre of expertise for its Member States.

5 Value of regional cooperation: Harmonising security standards across the region Adoption and implementation of common security standards and best practices for all 44 States (ECAC Doc 30 vis-à-vis ICAO Annex 17) Cooperation with other organisations Anticipation of emerging priorities (e.g. cyber security, security culture, behaviour detection, etc.)

7 ECAC AVIATION SECURITY AUDIT PROGRAMME (1999) OBJECTIVE + Effective implementation of international standards and harmonisation of security measures.. + Facilitation of one-stop security arrangements....among ECAC Member States. Since 1999: 185 audits 170 auditors trained during 32 training and certification sessions 40 certified auditors currently active

8 ECAC CAPACITY BUILDING PROGRAMME (2005) OBJECTIVE + Further ECAC Audit Programme by placing an equal emphasis on capacity-building activities + with the objective of supporting MS efforts to rectify deficiencies identified during audits. Since 2005: 45 Best Practices for National Auditors training courses, more than 360 national auditors trained.

9 ECAC VULNERABILITY ASSESSMENT (2010) OBJECTIVE + To support States review of security arrangements from a riskbased perspective: Review effectiveness of mitigation measures Identify any vulnerabilities Provide good practices to best mitigate residual risks Three categories Insider threats Landside security Cyber security

10 EU-FUNDED ECAC-IMPLEMENTED CAPACITY-BUILDING PROJECTS 1. ECAC-EU CASE PROJECT Capacity-building activities in the field of civil aviation security in Africa and the Arabian Peninsula, Strong focus on actions aimed at reinforcing the quality control for aviation security in the Partner States. PURPOSE: Counter the threat of terrorism against civil aviation by supporting the Partner States' own efforts and therefore by improving their level of aviation security.

11 EU-FUNDED ECAC-IMPLEMENTED CAPACITY BUILDING PROJECTS 2. EASA-ECAC EaP/CA PROJECT PURPOSE: Support to the sustainable development of civil aviation administration systems in Central Asia. Types of activities to delivered by ECAC (cargo & mail security) Workshops Mentoring activities on regulations Training activities in monitoring the implementation of measures by national inspectors Aviation security audits and on-site evaluations

12 ENVIRONMENT: CAPACITY BUILDING ON CORSIA Engagement of the 44 ECAC Member States to implement CORSIA since the start of the pilot phase («Bratislava Declaration») Commitment to support ECAC and non-ecac States in the implementation of CORSIA Cooperation and coordination with ICAO

14 APAC Region: Key International Partners China: regular meetings (since December 2014) Singapore: security, accident investigation, environment Australia, New Zealand: focus on security Republic of Korea: focus on security Indonesia, Malaysia: general cooperation

15 In sum Enhanced regional cooperation means: Implementing ICAO No Country Left Behind initiative by bridging the regional gaps, eventually leading to harmonised regional standards. Supporting and pursuing ICAO s objectives at the regional level by closely aligning regional priorities with those of ICAO s.
