1 Newsletter Edition N 23 - September 2017 Editorial Listening is a key element in our relationship with the users of our platform. It has always been of a fundamental component of PORTNET S.A. In the Newsletter of September, we address in great details the work of the seminar organized recently in favor of shipping agents. Concrete measures were taken after a fruitful exchange to list only those related to the principle of a biannual meeting. It is through such initiatives that we improve the quality of our services and our performance indicators to the benefit of all the stakeholders of foreign trade community. The highlight of the month of September is concerned with the service Center in charge of management of PortNet Information System. This entity that is totally independent has already reached its cruising speed (see topic of the month). In addition to the monthly press review of ports activities, the number of this month covers all the events that marked the news especially the meeting that was held in the end of last September in Casablanca on Ports authorities of North African countries member in the UAPNA. The launch of single windows for on line complaints Chikaya.ma, etc NADOR PORT Shall launch, in november, new cloud services via Portnet. After the two ports In Casablanca and Agadir, it will be the turn of Nador to launch new cloud services via Portnet platform (the on-line removal, the electronic announcement of containers intended for export, etc). Within the framework of preparing for this transition planned for next November, two days of training and awareness are scheduled for October 18th and 19th for the benefit of port community in the Easter region, at the initiative of the ANP Portnet. 2 Highlight 23 PORTNET S.A. is all ears for shipping agents Within the frame of continuous upgrading and its provided services, PORTNET S.A. organized a seminar on September 14 th for the benefit of Professional Associations of Shipping Agents (APRAM). The objective is to cast the needs and expectations of the said associations and bring about an overview on the difficulties arising during the use of PortNet platform. The keynote speech of Jalal Benhayoun, General Director of PORTNET S.A, insisted on the necessity to have close up collaboration and a flawless communication with the community of shipping agents. He also announced the scheduling of a biannual meeting with APRAM, as well as workshops to be held regularly. By noticing that a big amount of incidents are collected by complaints department was due to a lack of mastery of means by data entry operators. The management team of PORTNET S.A. decided to launch a certification in the upcoming months in collaboration with the ANP and the APRAM and where the exam shall be with or without any prior training. A continuous upgrading procedure The seminar was marked by presenting indicators of performance of PortNet which knew an outstanding improvement ever since the establishment of the new platform equipped with advanced technology, as highlighted by Youssef Ahouzi, Information System Officer in PORTNET Company. This observation was confirmed by the director of management and information system of the National Agency of Ports (A.N.P) Mr Tarik Maaouni. He testifies, while praising the quality of the collaboration with APRAM, that the continuous improvement of performance indicators lined to the deposit of a manifest by shipping agents, especially after the decision made by the ANP in August 2017 by virtue of which shipping agents should submit the import or export manifest by anticipating (24 hours before the import and until 48 hours after the operation of the ship intended for the export). In addition to the principle requiring holding a bi-annual meeting with APRAM as well as the establishment of a plan of certification, participants in the seminar agreed to launch a reflection on the centralization of ship repository. We also have the idea of establishing a procedure on the declaration of a manifest Export. Last but not least, specific trainings will be launched for the benefit of shipping agents. 2
3 News 23 Chikaya.ma A single window for online complaints A portal will soon be operational to receive and process citizens complaints online. To this end, an agreement was signed by both the minister of industry, investment, trade and digital economy, Moulay Hafid Elalamy, and the minister delegate responsible for the reform of the administration and the civil service, Mohamed Benabdelkader. This new service called Chikaya is a multi-channel single window that is intended to receive and process users complaints in conformity with the Decree N approved by the government in June Once the complaint is filed, it is relayed to the concerned administration. The latter shall review the complaint and provide a response within 60 days. The conception of this new platform is based on the pooled application e-complaint. The application is ready to use in 12 ministries, 10 public institutions and 7 town councils. It shall be expanded to all ministries by the end of November. Figure of the month 48, million tons is the volume of traffic at the end of July. According to the statistics of the national agency of ports (NAP), this volume augmented by 7.7% compared to the same period in The port of Casablanca maintains the first rank in the enclosures managed by the NAP channeling 37.6% of the global traffic. The port of Agadir Launching the study Petrol station The regional directorate Atlantique-Sud pertaining to the national agency of ports launched a call for tenders at the beginning of June to examine the realization of a petrol station project at the port of Agadir. This project is part of the national port master plan. The port of Agadir has several advantages thanks to its geostrategic position. It is served directly by the national road 8 and the motorway that connect the port to Marrakech. The port is also served directly by the national road 1 that connects it to Essaouira. 3
4 News 23 North Africa The port authorities members of the UAPNA conclave in Casablanca The 39 th session of the Union s administration council was held by the North African Ports Administrations Union (UAPNA) on Tuesday, September 26th, 2017 in Casablanca. The agenda includes the examination of the Union s balance sheets for 2015 and 2016 as well as the definition of the Union s roadmap axes for 2017 and In his opening speech, the Minister of Equipment, Transport, Logistics and Water, Mr. Abdelkader Amara has highlighted the importance of the port sector which in most cases covers more than 90% of the foreign trade of the member countries. Besides, the president of the Union, Nadia Laraki welcomed the Port Authority of Tangiers Med as a new member to the Union. She also focused on the major achievements of the Union in 2015 and One of these achievements is the organization of training sessions so as to upgrade the Union s human resources in addition to a number of visits and exchanges that revolve around security and safety issues in ports. Moreover, there is the strengthening of exchanges that tackle good practices in port operations and the reorganization of the port sector in the member countries as well as the simplification of procedures. The UAPNA, which was created in Alexandria in 1974, is a regional gathering and a platform for exchanges and reflections upon port matters. This gathering is composed of port authorities from Mauritania, Tunisia, Algeria, Libya, Egypt, Sudan and Morocco. Morocco hosts the headquarters of the Union in accordance with an agreement with the government. 4
5 Figure of the month 23 PortNet The Service Center has found its cruising speed After a long period of conception, followed by a successful test phase, the service center of the platform PortNet is now underway. The first planning sessions, in the fourth quarter, took place on September 27th and 28th, in the presence of the teams mobilized for this ambitious project. It must be said that PORTNET S.A. did not skimp on the human, technical and material resources to give every chance of success to this new entity so that it can ensure complete management from end to end of the information system of PortNet. Totally autonomous, the new Center is also empowered, through its prerogatives, to provide IT services in relation to the ecosystem of international trade. PORTNET S.A. will thus be able to achieve the strategic objectives set by the port community. The challenge is to provide the company with technological means and skills necessary to ensure the evolution and maintenance of the PortNet platform. One of the main tasks entrusted to the Center is to develop, deploy and deploy the new generation of the PortNet system. It is also for the purpose of ensuring the corrective, preventive and evolving maintenance of the platform. Programs renewed quarterly The Action Plan for the fourth quarter is in line with the priorities expressed by the PortNet user community. Thus, it was decided to put the package on the first modules to produce, on the current One-Stop Shop, work sites «connection to the ANRT», «Dematerialization of Demands Franchise Customs (DFD)» and «Dematerialization of Goods to be Delivered (ADB) «. The production of the first developments of the «Trade Portal» site is similar to this one on the new software architecture. Special attention will also be paid to the functionality of the One-stop Shop Aviation, especially the reception of the LTA and the sending of the manifest to the Customs. In addition, by the end of the year, Service Center teams will be mobilized to prepare a first version of the migration plan to the new generation of PortNet. The approach adopted for the Service Center is based on an iterative development cycle conducted by agile and interoperable teams on a bi-monthly basis, with programs set on a quarterly basis. Predictability, confidence and discovery are key concepts in this new challenge, around which have mobilized the teams of PORTNET S.A. Good luck! 5
6 Interview with a Collaborator 23 What is your mission in PORTNET S.A.? My first mission is to monitor and control the billing of all PORTNET S.A. clients, in order to optimize its process and update the billing base. My second task is to ensure that the company s receivables are paid within the statutory deadlines, and thus to reduce the outstanding customer due through the editing, monitoring and updating of the aged balance of clients and the diagnosis of delayed payment cases. Finally, I have to elaborate dashboards of the activity for the hierarchy destination in order to provide an idea on the evolution of the activity. Can you tell us about your experience in the company? Since joining PORTNET S.A., I have ensured that all the tasks and missions entrusted to me to be carried out. Thanks to teamwork we have established within the cell, I believe that I have succeeded in carrying out most of these missions, despite the constraints we have encountered, and which together we were able to overtake. What is your best professional memory at PORTNET S.A.? My best memory at PORTNET S.A. is that of Team Building in which I could share moments of relaxation outside work with all colleagues, which also allowed us to better know ourselves. What are your objectives or ambitions for the years to come? My objectives revolve mainly around the achievement of the professional objectives that have been set for me, namely the implementation and the application of the procedures in order to assure a billing and a reorganization of the receivables in a pertinent and permanent way. If you are asked to describe the environment and the spirit of work at PORTNET S.A. in three words, what would they be? Challenges, collaboration, ambition. 7 Press Review 23 The Oriental The region is looking for a new future Morocco is trying to draw new horizons, on the side of mass tourism thanks to its Mediterranean coast which remained unused for a long time and eco-tourism in the hinterland still authentic. To get the region out of economic marginalization, the other project is to open up to Mediterranean trade by building a new deepwater port in the Nador region. The Nador West Med, whose construction has just begun, is designed to serve all ports in the western and eastern Mediterranean. This new complex will strengthen Morocco s presence on the Mediterranean sea lanes, which account for around 20% of the world s traffic. The Nador West Med will begin as an oil and gas transshipment port. It is expected to receive 25 million tons of hydrocarbons, 7 million tons of coal and 3 million of various goods. The port will subsequently be equipped with container transfer capacity and a free zone. A replica, for the Oriental region, of Tanger Med project which is now a great success. Morocco hopes to benefit from its strategic position between Africa and Europe, but also between the Atlantic and the Mediterranean. August 31 st, 2017, Francetvinfo.fr Marsa Maroc Interesting competitive assets Apart from its multi-traffics know-how (containers, roller, solid and liquid bulk and general cargo) and its strategic location of the ports in which it operates, the firm in which the State is a majority shareholder benefits from an important competitive advantage which is the realization and commissioning of the port concessions obtained in recent years (the container terminal 3 of the Tangiers Med port, the terminal to containers 3 of the port of Casablanca and the northern terminal of the port of Agadir)... Also note that the Moroccan company has the ambition to become a major port actor and be recognized on the panafrican economic chessboard. In addition, Marsa Maroc shall benefit from the increase in the Moroccan maritime traffic (+ 2.5% over ), driven by trade developments, the growth of the Moroccan economy and the commissioning of new infrastructure harbors over the next 10 years, especially Safi Grand Vrac, Nador West Med, Kénitra Atlantique and Dakhla Atlantique. Through the concession of the second container terminal at TangerMed II for a period of 30 years renewable 20 years (the biggest project that currently leads Marsa Morocco), the company displays great ambitions at the international scale. September 18 th, 2017, Les Inspirations Eco Agadir 700 MDH to set up the port as a regional development center A total investment of 700 million DH is devoted to the financing of several projects at the level of the port complex of Agadir. The investments are realized by the National Ports Agency and are intended for the construction of a multipurpose terminal for an amount of MAD 432 million, the reinforcement of the main pier of the commercial port at a cost of MAD 110 million, the rehabilitation of the commercial port docks for an amount of MAD 102 million and the rehabilitation of the harbor s fishing triangle for an amount of MAD 56 million. These achievements are part of the national port strategy and will enable the port complex of Agadir to meet the pressing port demand and the increasing trend of the various activities of the port. According to the national port strategy, the port of Agadir can become a major port for cruise stops in the sub-region, in support of the national tourism development strategy. Given the capacities still available for trade, these can be enhanced and optimized to serve a large regional hinterland. There will also be a position shift of the port s petrol station to receive oil tankers of 60,000 TPL and two dock extensions for containers and bulk. The new configuration of the port of Agadir will allow it to treat an annual trade traffic of 16 MT by August 29 th, 2017, Aujourd hui Le Maroc Casablanca The NPA seeks a shipyard manager The National Ports Agency (NPA) is looking for a dealer for the new shipyard in Casablanca. A call for tenders for technical, legal and financial expertise costing 6 million DH is launched...this shipyard is part of the Wessal Casa Port project and is expected to position Casablanca in this area. Casablanca hopes to take advantage of the strong influx along its coasts and respond to the demand for ship repairs. It should also benefit from the saturation of the offer in the Canary Islands in particular and capture part of the international potential demand. This shipyard is expected to reach a processing capacity of 22 units per year for the dry dock for maintenance, 400 to 470 boats for the 450-tonne strapping gantry and 6 mediumsized vessels lifting platform (5,000 tons). Its concession should, in principle, guarantee a service with international standards. The new shipyard, whose progress is considered satisfactory, is part of a global strategy.
