Agenda Safety Moment Ladder Safety What is EAEP and why use it How the EAEP system works Tier Definition EAEP Deliverables Q & A 4
Safety Moment Ladder Safety Always maintain a 3-point (two hands and a foot, or two feet and a hand) contact on the ladder when climbing. Keep your body near the middle of the step and always face the ladder while climbing. Do not use a self-supporting ladder as a single ladder or in a partially closed position. All personnel handling or carrying a ladder shall maintain a firm grip on the ladder to prevent ladder from slipping and falling. Ladder shall be carried in a safe and proper manner. Safe? 5 We expect our people to go beyond following rules, procedures and processes. Our goal is beyond driving statistics to zero. We believe our commitment can make our people and communities safer and healthier. We continuously look for ways to recognize and mitigate risks, on and off the job.
Expedited A/E Protocol (EAEP) for SRM Projects Why is EAEP needed? SRM projects are time-critical to support continuity of operations Growing number of SRM projects vs. MILCON Difficult to prioritize and meet Customer/tenant needs Current Government staffing and workload Allows Government to focus on the execution portion of a project during design and construction phases 6
Expedited A/E Protocol (EAEP) for SRM Projects What is EAEP? Streamlined process for evaluating common SRM projects (Roofs, mechanical system replacements, renovations, new build) Pre-negotiated A/E services for SRM project scoping in single Task Order On-site evaluation within a week Adaptable A/E team for multiple and various project types Projects are broken into one of four tiers based on number of design disciplines involved, type of deliverables, and the estimated cost. Deliverables: Scoping documents: Project Development Package (documentation for DD 1391s) Project Work Statement (PWS) Work Order Scopes Construction Cost Estimates Permitting Requirements 7
Expedited A/E Protocol (EAEP) for SRM Projects Benefits to Government Task Order includes multiples of each Tier based on anticipated Customers needs Tiers are ordered in advance, allowing for immediate kickoff upon project identification Customers Order directly from the TO CLINS without direct PWD involvement Modification protocol in place if project exceeds Customer s anticipated Tier designation Allows for flexibility when planning for SRM work if work load exceeds local PWD capacity A/E team coordinates directly with Customer and PWD A/E team includes all disciplines and team is badged for installation(s) A/E provides immediate technical capacity to validate scope requirements while being sensitive to scope creep Consistency on projects 8
Traditional Process Customer: Identifies Need Government Government Government NEEDS Prioritized at PWD Performs Site Investigation Large Project Develops Project Development Package for funding request Funding Approval Completes DD 1391 for Funding Funding Approved Government Procures Project Design Small Project Government Develops PWS Funding Received Government Issues work to Job Order Contracting (JOC) or Base Operating Support (BOS) Contract 9
EAEP Process Customer: Identifies Need EAEP A/E EAEP A/E Government NEEDS Issue EAEP Tier Order Performs Site Investigation Large Project Develops Project Development Package for funding request Funding Approval Completes DD1391 for Funding Funding Approved Government Procures Project Design Small Project EAEP A/E Develops PWS Funding Received Government Issues work to Job Order Contracting (JOC) or Base Operating Support (BOS) Contract 10
EAEP Contract Process EAEP Process Issue EAEP Tier Order IDIQ Contract held with NAVFAC CI EAEP IDIQ Task Order held with NAVFAC CI Customer discusses needs and priorities with PWD NAVFAC CI delegates authority to Customer POCs to order CLINS (Tiers) (or can be PWD) Tenant contacts EAEP A/E and discusses project and Tier categorization. NEEDS EAEP A/E performs site investigation within 5 business days EAEP A/E submits deliverable to Customer 11
EAEP Tier Definition Tier Level Work Effort Staff Tier 1 (CAT I/II*) Tier 2 (CAT I/II*) Tier 3 (CAT III/IV*) New construction or renovation New construction or renovation Minor renovations or repair 4-6 Design Disciplines 1-3 Design Disciplines Deliverable ** Program Development Documents and Cost Estimate Program Development Documents and Cost Estimate 1 primary discipline PWS Cost Estimate Construction Cost Limitation (CCL) *** Acquisition Strategy **** $5M DB or DBB $2M DB or DBB $750K JOC/BOS Tier 4 (CAT III/IV*) 12 Group of similar efforts (roofs/hvac) 1 primary discipline Program Development Documents or PWS and Cost Estimate * CAT I-IV is a NAVFAC designation for project level of effort (ECB ). Corresponds to Tier definition. Up to 8 similar projects no CCL cap ** Schedule assumes timely (1 week) feedback from client during DD 1391 / N20 review. Typically an 8-week turnaround from NTP. DB/DBB or JOC *** CCL cap is for initial evaluation only. Final evaluation of Tier based on A/E level of effort required that aligns with project requirements. CCL cap can be exceeded to support requirements for project. **** Government determines acquisition strategy. Design is not included in EAEP deliverable.

EAEP Deliverable Project Development Package Developed for Government use in preparing the DD 1391(s) for funding Scope of Work document including: Project definition Identification of permits Design and construction durations Existing condition assessment with photographs Cost estimate Project Work Statement (PWS) For Government to issue to JOC/BOS contractor or PWD Shops Detailed Scope of Work including: Condition assessment with photographs Sketches (No drawings) Technical specification sections Up to 4 hours of design calculations Cost estimate Support For PWS Construction Contracts Respond to pre-bid RFIs, review of submittals, unknown site conditions 14
Summary - Keys to a Successful EAEP Program Stakeholder Involvement - Partnering Approach PWD and A/E partner to determine the best approach to processing SRM projects PWD and A/E educate the end user on the process Clear development of the scope and estimated cost between the end user, PWD, and A/E to determine the appropriate Tier designation Schedule Customer prioritizes SRM list Allow for 1-week Government review to meet accelerated schedule Early notification to end user of anticipated review dates Selection of EAEP A/E EAEP A/E must be able to mobilize quickly with the design right team EAEP A/E must be familiar with documentation required for funding requests and JOC/BOS scopes of work EAEP A/E must be familiar with working on small projects and determining ancillary design issues that may derail project EAEP A/E must be good with interacting directly with the end user and be able to quickly identify scope creep EAEP A/E must be familiar with Navy planning and design including UFGS, ECB, and UFC Compliance 15
