2 Grants allocated to Consortia made up of at least five (5) African institutions including 1 academia sector from 5 different countries 20% of the grant should be reserved to contract out services with private sector 10% of the grant goes to Academia for training, development of curricula and support to graduate students Co-funding up to 20% is required by Consortia 13 Grants distributed following Africa five geographic regions (North, West, South, Central, East): One Grant for Marine & Coastal Areas service per region

8 GMES-Africa MarCoSouth: Addressing Regional Strategic Aims South Africa: The National Oceans and Coastal Information System (OCIMS) forms part of the Operation Phakisa Oceans Economy Programme Action Plan, calling for the development of a National OCIMS Core to provide a single access point to a range of oceans and coastal data, decision support tools and systems in support of ecological conservation and economic development of our oceans and coastal resources. Benguela Current Commission (BCC): The BCC Strategic Action Programme details Chapter 2 Ocean Governance the use and management of the BCLME and its resources based on the best scientific evidence available ; and develop the capacity to describe the region's Ecologically or Biologically Significant Marine Areas (EBSAs) and implement management measures to ensure their conservation and sustainable use. Agulhas Somali Current: Western Indian Ocean Large Marine Ecosystems Strategic Action Programme Policy Harmonisation and Institutional Reform (SAPPHIRE): the SAPPHIRE Strategy Framework calls for Chapter 4.C A Science-Based Governance and Adaptive Management Programme including Knowledge-Based Management and Governance Mechanisms provision of credible science-based management and policy information, supported by regional and international earth observation

11 Strong technical maturity and co-fund from OCIMS The Oceans and Coastal Information Management System(OCIMS) provides a technical springboard and co-funding. An example is shown of the development cycle under OCIMS. GMES-Africa will follow similar development pathways, much accelerated in practice due to both the OCIMS and MESA development

22 Data & Infrastructure: Questions for Technical Committee EUMETCast Terrestrial already been under discussion with CSIR with primary focus on Sentinel 3. Will plan to implement through CSIR Meraka with focus on OLCI RR,FR and SLSTR Hub to-hub. Little known about this what ability could if offer CSIR to receive Sentinel 1 and Sentinel 2 data on low latency, high volume push service? DIAS: Could offer excellent opportunity to provide cloud based processing and integration of products close to source e.g. Sentinels, CMEMS, ECMWF and then stream to CSIR for value add. Would depend on availability of relatively low cost variant, more knowledge needed.
