3 1 SUMMARY 1.1 Overview This was a productive meeting covering some very difficult topics and potential areas of disagreement with a positive approach. The group is new and had several members attending for the first time. It has established a good working relationship. Experts able to contribute to the enhancement of the existing standard and to the harmonization with other international standards have joined WG25. There is also support for the continuation of the alignment between ISO/IEC and ITIL (IT Infrastructure Library). There was particularly useful crossfertilisation of ideas between WG25 and the Study Group on ICT Governance, with many members being involved in both groups. An observer from the new IAF committee on ISO/IEC attended WG25, mainly for discussions on the proposed Part 3. Interim meeting arrangements for SEOUL MEETING DISCUSSIONS 6.1 Minutes of the WG25 Bangkok Plenary The minutes were agreed without discussion Actions outstanding have been carried over and are included in Section WG25 Roles, Membership and Policies WG25 thanked Chikako Makino of International Accreditation Forum (IAF) for attending as an observer It was agreed that it would be beneficial for the IAF to be proposed as a Liaison to WG All members were urged by the Convenor to make sure their accreditation to WG25, by their National Body, was copied to the convenor of WG25, as required by the SC7 Secretariat and Directives Canada (Marc) agreed to provide the WG25 Secretariat. 9 6.2.5 GB (Jenny) agreed to be editor for the next stage of development of ISO/IEC WG25 agreed their customers for WG25 activities were service providers that have adopted or could adopt ISO/IEC as a quality goal and as an appropriate standard for independent certification WG25 supported continuation of the original policy for BS of all terms being used as found in the Oxford English Dictionary used by standards editors. The avoidance of special terms meant there are only 15 terms in ISO/IEC WG25 Processes WG25 document on the web site must be named WG (sequential number) All documents must have a version number Service management best practices are to be adopted for developing ISO/IEC All changes to wording will be tracked to ensure that change information (e.g. type and impact information) could be made available to the existing user base to assist with the transitions whenever a new edition of ISO/IEC was published Access to the WG25 web site has been provided on receipt of each member s details (used on the site to identify each member s particular interests). The current site is split into public and members only The SCC web site for WG25 will be for all official WG25 member-only documents. Access to the SCC web site would be given only to accredited members of WG The current WG25 web site will be retained for documents in the public domain, such as FAQ on ISO/IEC and related topics The reasons for the ISO/IEC improvement programme were summarised as: Why are we harmonising? What will we get out of it? Who (should) benefit? 6.4 ISO/IEC and JTC1 directives The options for publishing new requirements or guidance on service management were discussed, including issuing an amendment, technical corrigenda or a complete new edition Advice on timescales were sought from Alistair Walter (South Africa) and Terry Rout (Australia): Amendments and technical corrigenda were relatively fast (typically a cycle of two meetings) and were done by an additional document, therefore requiring cross-referencing between documents. WG25 were advised to avoid this as it reduced the usability and marketability of the standard. New editions/major revisions timescales were very dependent on scope and the level of discussion on the changes, typically requiring 2-3 ballots Japan pointed out that p78 of the Directives explains amendments and technical corrigenda and emphasised the importance of WG25 members understanding the Directives It was noted that all members of WG were expected to be familiar with the directives, particularly Heads of delegation (HoD) to WG It was also noted that there were differences between JTC1 Directives and the governance provided by the ISO/IEC Directives Part Benchmarking WG25 activities and the quality of the deliverables proposed that WG25 should benchmark its activities for quality assurance purposes A set of ideal metrics was agreed. Canada will take responsibility for the benchmarking model. 6.6 IAF activities The observer from IAF explained that references to Part 3 has resulted in contact being made between the WG25 Convener and the ISF sub-committee on ISO/IEC certification, resulting in the invitation for the IAF member to attend as an observer. 10 6.6.2 The IAF observer gave a presentation on IAF s interest in accreditation/certification against ISO/IEC 20000, including the IAF plans for a survey to be conducted IAF and an IAF meeting planned for March This resulted in a discussion of: The use of ISO/IEC for certification audits Accreditation of the existing certification schemes by national accreditation bodies The number of existing certifications against ISO/IEC The role of itsmf (national chapters and International) in certification audits was also discussed by the group. Discussions between IAF and itsmf-international continued outside the WG25 meeting WG25 agreed to provide input to the IAF programme of activities, via liaison. 6.7 Draft Part 3 / Ed The role of the draft Part 3 as guidance on topics such as scoping of service management and the difference between this and standards such as ISO etc was discussed. It was confirmed that WG25 believed Part 3 was primarily advice for service providers aiming to achieve ISO/IEC under one of the established certification schemes, and that it was not intended to overlap or replace standards such as ISO/IEC 17021/Guide 62/ISO/IEC 19011, all currently used for ISO/IEC audits. Part 1 Shall Shall Guide IAF guide Part 2 Part 3 Should Shall & should EA -07 /3 Scoping of service management Audit guidance itsmf guidance Figure 1 mapping of and audit practice standards The relationship between the draft Part 3 and existing standards and guidance on audit/conformance assessment was mapped as shown in Figure The role of WG25 in the development of standards for the service management industry and the role of CASCO and IAF in the production of standards and guidance on audit practice was discussed: WG25 are service management experts providing requirements and advice for service providers; CASCO and IAF were responsible for generic audit practice requirements/advice to auditors relevant to ISO/IEC audits but not specific to service management The WG25 consensus was that advice on applicability and scoping was required by service providers The relative merits of including the advice in the next version of Part 2 v a new part 3 were discussed. It was noted that Part 2 revisions are dependent on agreement to changes to Part 1, which are in turn dependent on agreement on the nature and extent of harmonization with other SC7 standards The WG25 consensus was that a new Part 3 would provide better route to providing this guidance, instead of a longer term improvement to Part The draft Part 3 had been revised following feedback after the Bangkok Plenary Part 3 was discussed; changes and a timetable for production of a CD/Stage 3 document were agreed 3. 3 NOTE: From 16 th January 2007 Part 3 will be a formal Stage 3/CD. WG25 members are asked to ensure feedback represents a National Body consensus (via the HoD to WG25) to facilitate WG25 discussions. ISO Page 10 of 13

11 6.8 Improvements to Part 1 & 2 (Ed.2) Japan presented on the compatibility of ISO/IEC and management system standards. The presentation by Japan identified recommended improvements The UK gave a presentation on the original spirit and intent of BS 15000: BS Ed. 2 was aligned with ISO 9001 following feedback from early adopters of Ed. 1. This was done to provide a common management system between ISO 9001 and BS 15000, while still allowing BS audits to be done independently of ISO WG25 confirmed support for the continued spirit and intent, including supporting a common management system with ISO 9001 as a high priority for Parts 1 and Input from Japan and Sweden on improvements to Part 1 and 2 was discussed and improvements to Part 1 were either agreed or the approach to making the changes was agreed Clarification of some comments from Sweden is required Part 2 improvements and changes are to be discussed only after progress has been made on Part 1, as changes to Part 2 were primarily dependent on Part 1 improvements. 6.9 Alignment between ISO/IEC and ITIL The relationship between ITIL and ISO/IEC was discussed The date for publication of ITIL v 3 was noted as late April As information becomes available on the differences between ITIL v 2 and ITIL v 3 it will be made available to WG25, in advance of the Plenary in May It was agreed that incorrect rumours on nature of the relationship between the standard and ITIL were unhelpful and that WG25 needed to make nature of the relationship clear. It was confirmed that: Improvements to ISO/IEC would reflect the changes to ITIL where there was a consensus among WG25 that the changes were appropriate for the standard. Improvements would be subject to JTC1 and ISO/IEC Directives OGC/owners of ITIL supported the relationship between the standard and ITIL as a benefit to both; The sprit and intent of the ITIL v3 programme included keeping the relationship between the standard and ITIL v3. Mapping of the alignment between the two is one of the agreed actions of the ITIL Programme Management Board and of WG It was agreed that it would be helpful to agree a joint WG25 and itsmf-international statement on how the relationship between ITIL and the standards was described. The following was agreed: WG25, itsmf International and OGC endorse alignment between ISO/IEC and ITIL so that adoption of ITIL positions a service provider to achieve ISO/IEC ITIL and ISO/IEC are aligned ITIL is not based on ISO/IEC ISO/IEC is not based on ITIL The links between ITIL and ISO/IEC are ones of spirit and intent, not of control Both serve different purposes and are therefore different in intent, structure, format, style and detail itsmf-international also provided the supporting statement: itsmf is committed to supporting and will continue to support ISO/IEC and associated standards 6.10 Mapping of terms It was agree that revising the original mapping of terms across SC7 standards and management system standards such as ISO 9000 would be beneficial for all improvements to the standard, particularly those relating to harmonization of SC7 standards. 12 6.11 Mapping of methods and frameworks Discussions covered industry confusion over the number of assessment models already in place and the benefits and disadvantages of adding a new assessment model based on ISO/IEC It was agreed that it would be useful to review methods and frameworks currently available, before finalizing plans for harmonisation Harmonisation of SC7 standards The nature and extent of harmonisation between SC7 standards in general and relating to ISO/IEC specifically was also discussed exhaustively, but a consensus was not reached The industry need for a service management process model framework and separate process assessment models v alternatives was discussed at some length but a consensus was not reached It was agreed that the needs of the customer base should be considered when agreeing harmonisation plans and priorities South Africa presented on an approach to harmonisation. This includes the removal of capability elements of processes and re-structuring to align with ISO/IEC 12207, and Practical test cases for process definition using the existing test of ISO/IEC had been provided by members of WG25. Additional examples had been provided by the UK (BSI committee that produced BS 15000). The intention was to re-structure the words and not to change them, as a baseline During the meeting Bill Powell (US) also restructured Part 1 in an attempt to map onto the Purpose, Objectives, Activities and Tasks structures defined in the guidance given in ISO/IEC TR (Type 3 Technical Report) The use of the practical test cases for process definition was discussed at some length. During the discussion, which covered the differences in style and approach of ISO/IEC and SC7 software and systems engineering standards it was also identified that in the different industries (i.e. software, systems engineering and service management) some words were used with different meanings. Some of these were identified during the discussion as Implement, Deploy, Change, Configuration, Release Discussions on the difficulties faced when doing these practical test cases prompted WG25 to invite Jonathan Earthy of WG25 to explain the rules on SC& process definition and assessment standards After a Q&A session with Jonathan Earthy it was agreed that difficulties in re-structuring ISO/IEC were due to fundamental differences in the nature of each type of standard It was agreed that ISO/IEC is a principle based standard used to assess processes and the service, not a process based standard as used for software and systems engineering processes It was agreed that WG25 members would provide feedback via the Secretariat following review of: ISO identified by Jonathan Earthy as an example of a principle based standard. SC7 s key process definition and assessment standards It was agreed that all WG25 members would assess the practical test cases for process definition and provide feedback via the Secretariat It was agreed that South Africa and Finland would review various process models (see IBM material placed on the Seoul server and additional models developed during the IT Operational and Governance Study Group), feedback to be provided to WG25 via the Secretariat It was agreed that re-structuring ISO/IEC in the style of ISO/IEC 12207/15504 would require extensive re-wording and would also make the transition difficult for existing users of ISO/IEC There was no agreement on the scale, nature and benefits of harmonisation among SC7 standards but the following actions were agreed: 1-2 page document describing the benefits of re-drafting ISO/IE according to draft ISO/IEC TR is required to help WG25 members with little or no experience with software and systems engineering standards understand the benefits to both the service management industry and to the software and systems engineering industry. WG25 needed to have clarity on the meaning of Purpose, Outcome, Activity and Task, as both terms were used differently by different communities. ISO Page 12 of 13

13 It was noted that WG 10 and WG 7 were attempting to harmonize work product and information item, without reference to required outputs It was agreed that SC7 should base harmonisation work by seeking commonalities, not differences and that the way forward was to agreed and act on the easy conflicts across standards, accepting that harmonisation across difficult subjects would take much longer It was confirmed that harmonisation of SC7 standards was a two-way process that occurred at a point in time and included changes to other SC7 standards to align with ISO/IEC It was agreed that if WG25 wished to help with or influence other SC7 standards it was important to understand the revision cycle for other SC7 standards During discussions the key standards best practices for harmonisation were identified. These were agreed as: ISO 9000 series (including ISO/IEC 90003) ISO/IEC series ISO/IEC ISO/IEC 12207/ISO/IEC 15288/ISO/IEC ISO/IEC ISO/IEC TR (still draft) Governance standards, AS Other topics The chair of the ICT Governance Study Group gave a presentation on progress The agenda for the Plenary and an action plan leading up to the Plenary were agreed A summary presentation and high level press statement was agreed before the meeting close. 7 VERBAL BRIEFINGS 7.1 Change process and timetable for JTC1 / SC7 standards by Terry Rout 7.2 Process based standards by Jonathan Earthy to WG25 8 COPYRIGHT DISCUSSION The subject of copyright was discussed and the following points were referred to: Normal copyright laws apply to use, re-use, distribution and sale of all copyright material.
