2 New Work Item Proposal July 2007 PROPOSAL FOR A NEW WORK ITEM Date of presentation of proposal: Secretariat: Standards Council of Canada (SCC) WG25 / France / Luxemburg / Spain / United Kingdom / South Africa ISO/IEC JTC 1 N XXXX ISO/IEC JTC 1/SC 7 N3810 A proposal for a new work item shall be submitted to the secretariat of the ISO/IEC joint technical committee concerned. Presentation of the proposal Title : Information Technology Service Management Incremental conformity based on ISO/IEC Scope The scope of this work includes the development of new standards and implementation guidelines allowing incremental conformity based on ISO/IEC Purpose and justification ISO/IEC is a conformity standard stating requirements for IT Service Management system, management responsibilities, service and processes. Organizations can use ISO/IEC for 3rd party declarations of conformity, in the same way as other management systems standards. All requirements must be met for compliance with ISO/IEC However, some service providers have specialized business activities based on a viable subset of the processes in ISO/IEC so that they are unable to meet all the requirements in ISO/IEC Also compliance with the full requirements of ISO/IEC is difficult for some service providers to achieve in one stage. These service providers would benefit from standards that define acceptable subsets for use as stages towards the full requirements of ISO/IEC This project will provide the subsets of ISO/IEC requirements that are suitable for an incremental approach with stages, to conforming to ISO/IEC The service providers with specialized business activities will be able to conform to one of the stages, without confusing or undermining the use of ISO/IEC The project will also develop guidance for implementing each of the stages represented by the subsets. This project will enable service providers to implement the service management best practices required by ISO/IEC with a staged commitment and expenditure; it will enable them to demonstrate early benefits that will encourage continuation of management sponsorship. It will also extend the applicability of ISO/IEC to specialist service providers currently unable to conform with the full requirements of ISO/IEC because of the nature of their services or business activities, and not because they cannot meet some of the requirements.

3 The objective of this project is thus to provide Specifications and Implementation Guidelines allowing incremental conformity, based on ISO/IEC and ISO/IEC , in order to: Ease access to ISO/IEC Conformity for all companies (VSE, SME, Big-sized enterprise), Ensure rapid industry adoption, Ease benchmark between companies. This project will work closely with the development of a Process Reference Model (PRM) (WG25) and Process Assessment Model (PAM) (WG10) and reflect the SC7 strategy of harmonizing SC7 s standards. Co-Editors have been offered by France (Olivier Martin), by Spain (Luis Rosa), and by Luxembourg (Alain Renault) Voting on the proposal - Each P-member of the ISO/IEC joint technical committee has an obligation to vote within the time limits laid down (normally three months after the date of circulation). This is from service providers who are planning improvements to conform with the full requirements of ISO/IEC and those that can only conform with a viable subset because of their specialized business activities. Main objectives are : Support access to ISO/IEC conformity Accelerate adoption Avoid risks to the status of ISO/IEC and ISO/IEC as established products. Allow enterprises to work to stages (5 max) based on their business activities and strategies The final stage of remains ISO/IEC Encourage management sponsorship for use of international standards Support the harmonization of SC7 standards A.2 Regulatory Context Essential Desirable Supportive X Not Relevant The ISO/IEC standard covers the IT activities that are typically responsible for a large part of the total cost of IT spend. Reaching the standard specified by ISO/IEC normally increases cost-effectiveness. If adopted, the best practices required by ISO/IEC have been shown to deliver significant savings to the costs and significant increases in efficiency. There are some known cases in which conformity with ISO/IEC is a criterion to select providers in a public tender.
