Kristin Heinemeier/Chair: Review the Agenda with first item being a brief summary of the results of the WHPA Executive Committee and Council of Advisors recommendations for the WHPA SMART Goals for The SMART Goals make up the WHPA work plan for the various Committees and Working Groups in addition to responding to IOU, CPUC and/or CEC requests for appropriate assistance on HVAC issues/topics. On December 11, the Executive Committee formalized the 6 SMART Goals [see FDD Committee website & 12/15 presentation for a summary] including FDD, which ranked #3 out of the initial 12 possible SMART Goals for The approval of the FDD SMART Goal commits the WHPA to provide staff and other organizational support to the Committee. We ll continue discussions on how we can achieve this Goal. From Peter Biermayer/PG&E is launching an HVAC/FDD-related research project. Project features: PG&E has engaged Field Diagnostic Service, Inc. to implement and manage this assessment. M&V consultant is TBD. Diagnostic-enabled HVAC units, now available on JCI/York Predator series of RTUs in the 3 to 12.5 ton range, will be installed in locations within PG&E territory. The participating customer must have HVAC service contracts for the units, and EMS systems or other means of remote data communication. We are seeking three to five sites, with a goal of installing a total of 15 units across the sites. Sites have not yet been finalized. This project would be the first step toward answering following questions: Page 2 of 4

3 What are the net savings impacts of the FDD technology and how is it calculated (i.e. increase ISR or EUL)? What additional savings opportunities can be captured by interacting with the information outputs or automated control features? What effect, if any, would utility program interventions have on behavioral and operational savings? What program interventions could the utilities take to influence operations and behavior to increase energy savings? Looking at in service rate assumption on what fraction of the equipment is working well. If FDD can tell us how well are measures performing in the field, this could allow us to have a higher IFR rating to show the work has been done correctly through a quality installation program. Dale Rossi/FDSI: This project is focused on the refrigeration cycle, not economizer FDD. A unique feature is the FDD is being built into the board by the OEM manufacturer with all sensors factory installed and integrated into the new control system. Kristin Heinemeier/WCEC: I asked the PG&E project managers, Peter Biermayer and Phil Broadus to have a presentation on the project to the Committee. Lots of wisdom on this Committee so would like the opportunity if appropriate for the Committee to review progress and comment. We can pursue that later. Glenn Hourahan/ACCA: [see the presentation slides on the website, link to the full report, recording noted above] It s a 200-page report on IEA Annex 36, on the NIST contribution specifically. Been talking about this for several years to quantify impacts on system performance on varying maintenance practices. Counties included US, Sweden, France, United Kingdom, with US as lead over a 4-year period. European focus was on heating and geothermal equipment to make hot water and their standards, which are different than the US. They typically don t heat air and blow it around like we do. [it s more efficient to heat water and pump it around.] The European report is expected January or February Dale Gustavson/WHPA: Are you referring to ACCA Standards 4 & 5 when you are talking about QI/QM? Glenn Hourahan/ACCA The NIST research for the US component is focused on the ACCA 4 & 5 Standards. Laboratory work done Piotr Dimanski and Vance Payne at NIST with Hugh Henderson conducting the analysis. Nine faults were studied. Heat Pump Sizing Duct Leakage Indoor Coil Airflow Refrigerant Undercharge Refrigerant Overcharge Excessive Refrigerant Subcooling Non-Condensable Gases Electric Voltage TXV Undersizing Pete Jacobs/CPUC Consultant: Some of the faults are in the laboratory and some through simulations. Please describe what the NIST study approach was. Page 3 of 4

4 Glenn Hourahan/ACCA: Duct leakage and heat pump sizing were simulated. Airflow and the others were done in the lab. 5 climate DOE climate zones 2-6 were chosen. Housing stock on slab on grade, housing stock on basements were tested. Current QI standard assumes 10% leakage at base. Kristin Heinemeier/WCEC: Was the sizing based on cooling/summer or for winter heating as well? Does anyone out there know what typical oversized means? Is it 100% or more? Glenn Hourahan/ACCA: Sizing is guided by Manual S which focus on summer sizing. If HVAC is oversized, one can run into humidity issues that can t be controlled. Chuck Sloup/Ezenics: Oversizing by 100% is typical in big box retail. Dale Rossi/FDSI: Never seen that in a lot of big box stores I work for. Between sq.ft./ton is the range. Rarely sees 200sf/ton. Chuck Sloup/Ezenics: Was referring to oversizing related to compressor utilization rates that are barely above 50%. Pete Jacobs/CPUC Consultant: Duct leakage question: Did you leave leakage constant at 10% combination ion of supply and return. Duct leakage a big issue related to sizing. The bigger the equipment, them more airflow and more duct leakage. Glenn Hourahan/ACCA: All singe stage equipment, 13 SEER. Double and multiple faults were analyzed. Dale Rossi/FDSI: In Houston, humidity control would be the primary objective. With lower air low, you get more latent capacity for RH control. Has that concept been applied here? Glenn Hourahan/ACCA: Yes. Back in the charts how many hours above 50% RH. You can get the RH control but it takes more t-stat run time to satisfy the set point. That was looked at but we maintained consistent temperature for the measurements. Could raise temperature a couple degrees but that was not done. Dale Rossi/FDSI: You can run and never be comfortable with high humidity. Have been struggling for years about under charge causing degradation of efficiency. Everything we do shows us that this is not true. The undercharged equipment is more energy efficient because as long it maintains the liquid seal on the metering device it produces all the capacity it can, but using far less compressor energy as a result of lower head pressures from being undercharged. We don t see the energy penalty. Dick Lord/Carrier: You lose a half a percent of efficiency for every degree of subcooling. Kristin Heinemeier/WCEC: This is another conversation to pursue, but our time is short so let s have Glenn wrap up in about 5 minutes and we ll move on to the last part of the agenda. We ll talk about the continuing discussions we want to have like we are having now. Glenn Hourahan/ACCA: The report doesn t address IAQ, equipment life, maintainability, costs. Strictly on energy consumption. Will I be paying more as a result of the imposed faults. Without QI procedures, the customers do not get what they pay for. ACCA has a design process for all steps along the way. This work focused mainly on ACCA 4 with some ACCA 4 Standard components. For the FDD Committee, I wanted to propose something: with all the existing buildings programs from ENERGY STAR homes to facilities programs, they are all looking at implementing QI with some kind of verification. But labor costs will go up to add this step. FDD costs have to come down. We have a lot of the sensors we need to monitor temperatures, air flow, just a matter of costs to the OEMs and the market costs Page 4 of 4

5 as well including issues such as temperature sensor quality/accuracy, duct air leakage, combustion air, charge composition, etc. Automatic commissioning is helpful. How do we know the controls are set up right and the owner will operate the building to get the savings? Applies to all HVAC systems residential/commercial. I ll send the presentation slides for distribution after the meeting. NIST is interested in going deeper into some details. Kristin Heinemeier/WCEC: Is the data in the tables available to transfer into spreadsheets to work with on further analysis? Glenn Hourahan/ACCA: NIST should be able to supply the data in spreadsheet form. Bob Sundberg/WHPA: The October 15 RQI meeting minutes have his presentation available. Folks would find it useful. The WHPA website has a link to the report. Pete Jacobs/CPUC Consultant: Oversizing with size constrained duct work. Did you hold the duct system size constant as the equipment size went up and keep the flow constant or push the air flows up a bit knowing that would push static pressure up as well. How did these components interact? Glenn Hourahan/ACCA: There were 2 scenarios. 1) increased size of the box and the duct system got larger. No constraint on duct air flow. 2) 3-ton load assumed a 3-ton duct, but a 2-ton duct went in. Ducts stayed the same regardless of high/low size. Consensus that people don t usually oversize the ducts (more often the opposite) more accidently. Smaller ducts mean less money/costs and taking up livable space. Easy to oversize since the cost is not much higher. Pete Jacobs/CPUC Consultant: So as the system size got larger the airflow was controlled. Kristin Heinemeier/WCEC: I bet there are more questions and discussions on this. Is there another venue for more discussion to be held? Let s think about that. Glenn Hourahan/ACCA: Hugh Henderson did a presentation to the RQI Committee last week. Bob Sundberg/WHPA Staff: We tried to get NIST researchers together, but postponed until January to get into details at the RQI Committee. We will make sure folks are notified. Kristin Heinemeier/WCEC: One of our work scope tasks for 2015 is gathering names of key stakeholders as part of our research as well to bring various markets into the conversation about FDD and energy/economic/environmental efficiency related to their operations or business model. Want to invite folks to get involved in the interviews with these market actors. We need help in drafting questions, participating in the interviews, getting names of people we should be talking with. Want to complete this soon. Working with utility HVAC program managers in CA since we heard that the utilities will need something useful for their program development plans for 2016 and out years efficiency programming is pretty much wrapped up with a continuation of most of the programs that started in 2014 (some earlier). Soliciting folks to help out. Hung Pham/Emerson: I would join in with you, but how broad is the field? Kristin Heinemeier/WCEC: Our SMART Goal framework is the guiding principal for what we need to talk with folks about. Page 5 of 4

6 Mark Cherniack/WHPA Staff: We also have to be mindful of the utility Program Implementation Plans (PIPs) that will be starting up for 2016 and beyond. Tara Bechel/SCE will help guide us along with Sherry Hu/PG&E. Hung Pham/Emerson: What is the timing for this process? Kristin Heinemeier/WCEC: The Committee s SMART Goal has to be completed by the end of 2015, but there are other processes underway that require that we address certain issues sooner. We don t know the precise timing for stakeholder input. Possibly ongoing. We can start getting information on what is happening. Tara Bechel/SCE: I ll get that information from our regulatory team. As much as there is need for input from the IOU HVAC program teams, that needs to be organized sooner rather than later. We have already started preliminary discussions for he timeframe so this is good timing. Kristin Heinemeier/WCEC: I ll send a follow up note to you for the utilities. Any one else other than Hung Pham like to join in? I also have to follow up on the Consortium For Energy Efficiency (CEE) with the other CA utilities to see where they want to go with FDD and CEE. Jeremy Reefe from SDG&E said he would help pull this together since there is a January CEE meeting coming up and we might get on the agenda. Asked for volunteers: Rusty Tharp said Goodman would participate. Next meeting Monday, January 12, 1-2pm PT. Would like to get together some panels of customers on the value they see with FDD. I have started to reach out to building operators and facility managers. Like to have them join our meeting to have a discussion about their needs/interests. Hung Pham/Emerson: ASHRAE is coming up soon. Do we want to think about a gathering there on FDD? Various folks: Any interest in getting together? Too many activities already. Being overscheduled at ASHRAE is endemic. Kristin Heinemeier/WCEC: There is the SPC207 meeting on Monday. Will send out an to see what folks might want to do there.
