3 Introduction The Security of our Ports, the gateways for international trade in the global market is paramount. Ongoing efforts are addressing the issue but there needs to be recognition that it is, and will continue to be, a dynamic and prolonged effort in order to counter a threat that exists and shows no sign of being eliminated in the near term.

4 ISPS Code Where are we now? One Year after Implementation Canadian Implementation: Original Compliance IAW IMO ISPS Code Implementation of CDN MTSA Development & Implementation of CDN MTSR Consistent with US MTSA & MTSR

5 Who s Does What in Canada? PSEP Canada = Contingency Oversight with Special Agencies for Enforcement, Policing, Response Coordination Transport Canada = Policy/Regulatory Development and Implementation & Marine Security and Inspections DND/CF = Coastal/EEZ Emergency / Contingency Response

6 Transport Canada MTSA/MTSR CDN MTSA/MTSR developed in order to be consistent with US MTSA/MTSR to maintain effective and efficient cross border traffic movements. SMART Border Action Plan progressing the 18 key initiatives to promote and pro-actively engage both sides of the border to maintain the flow of trade.

7 Public Safety & Emergency Preparedness Canada The department now coordinates security enforcement and policing through six organizations: Royal Canadian Mounted Police (RCMP) Canadian Security Intelligence Service (CSIS) Correctional Service of Canada (CSC) National Parole Board (NPB) Canada Firearms Centre Canada Border Services Agency

8 International Initiatives CBSA-Foreign Port Customs Pre-loading Manifest Verification CSI (Container Security Initiative) reaffirmed (15 July 05) Advanced Notification and Clearance from TC-CCG to enter CDN ports (96 & 24 hrs) AIS Automated Information System Confirmation of Certificate of Compliance Verification Declaration of Security between Marine Facility and Vessel > MARSEC Level Dependant
