3 COPANT COPANT, comprises the National Standards Bodies (NSB) of the Americas, and is the reference organization for technical standardization and conformity assessment for the countries of the Americas for its members and international peers, and promotes the development of its members.

4 COPANT In its role as the reference body for the standardization and promoter of conformity assessment in the Americas, COPANT will work: to facilitate trade among its member countries and between them and other regions, to promote sustainable growth of its members, with an emphasis on those least developed, to disseminate best practices in technology, quality, environment, innovation and other related subjects, using standardization tools, and to improve the participation of its members in international standardization.

14 FINANCING EXPERIENCES 1.- Up to 1992, Mexican government was encharged of the NOM activities, at a simbolic cost. 2.- Then the law was improved and private certifiers were allowed only one OC per NOM 3.- The price of certificate was aproved by DGN, and the original commitment was: 3.1 Allocate part of the income for standardization activities 3.2 Take responsibility for sampling products in the field 3.3 Invest in research and development

15 FINANCING EXPERIENCES 4.- In year 2006, the new administration considered the system as something close to a monopoly so the market was opened, in energy efficiency we are now 7 OC, which put a lot of challenges in the system The original OC, at the same time SDO (still one per product), keep the same responsibilities.

16 FINANCING EXPERIENCES 5.- We have to be creative looking for income schemes, for example: Fire extinguishers rechargedwe make the inspection of the agency, under the NOM (similar to a ISO 9001), and according with a contract we deliver them x amount of holograms (one per piece) at a price. --- could be replicated in CROSQ area? - inspection, or certification and deliver the yellow label (security paper, hologram)
