3 Session Abstract The Defense Department's latest budget approval, HR2647, National Defense Authorization Act for Fiscal Year 2010, mandates Agile development, as the method for fielding future IT systems. This session will discuss examples of how Agile development is being employed on Federal projects and how cloud-based infrastructure is enabling the Federal government to address budget constraints and open government mandates. 3

7 HR2647 DoD 2010 Budget sec. 804 The Secretary of Defense shall develop and implement a new acquisition process for information technology systems. The acquisition process developed and implemented pursuant to this subsection shall..include early and continual involvement of the user; multiple, rapidly executed increments or releases of capability; early, successive prototyping to support an evolutionary approach; and a modular, open-systems approach. 8 FY2010 Federal Budget Cloud Guidance "The Federal technology environment requires a fundamental reexamination of investments in technology infrastructure. Pilot projects will be implemented to offer an opportunity to utilize more fully and broadly departmental and agency architectures to identify enterprise-wide common services and solutions with a new emphasis on cloud computing. "The Federal Government will transform its Information Technology Infrastructure by virtualizing data centers, consolidating data centers and operations, and ultimately adopting a cloud-computing business model." 9 Open Government The three principles of transparency, participation, and collaboration form the cornerstone of an open government. Within 45 days, each agency shall identify and publish online in an open format at least three high-value data sets and register those data sets via Data.gov. The Plan should include proposals to use technology platforms to improve collaboration among people within and outside your agency. Software source code and associated design documents are data as defined by DoD Directive and therefore shall be shared across the DoD as widely as possible to support mission needs.
