1 AFPEO BES/HICI administers the NETCENTS contract centrally, but authorizes decentralized ordering using AFWay to conduct solicitations and issue orders directly with the prime contractors Allows local Contracting Officers to use their local processes for order execution and life-cycle management of their respective order(s) AFPEO BES/HICI is a mandatory recipient of copies of all orders and modifications send to netcents@us.af.mil Ordering AFWay provides a virtual communications environment for conducting solicitations and enables management of IT products and solutions offered under the NC-2 contract. AFWay Processes Login, registration and restricted access via AFWay ( Access to NETCENTS-2 specific Contractor Websites Government Purchase Card (GPC) Web Ordering. RFQ and RFP Process for communicating between Government and contractor. The NETCENTS-2 family of contracts has a ceiling of $24.2B; it provides highly flexible contract vehicles delivering capabilities across the entire range of communication, networking and telephony product and IT technology solutions domains. Enabling Air Force, DoD and other Federal Agencies to effectively and efficiently implement Net-Centric worldwide NETCENTS-2 supports missions that require innovative communications, Information Technology solutions, and products for the right information, in the right format, to the right place, at the right time efficient in peace effective in war; ensuring success across the spectrum of operations (e.g., Iraq and Afghanistan, Overseas Contingency Operations (OCO), as well as support functions). PROGRAM SUCCESS NETCENTS-2 contract vehicles are designed to meet the challenges through the purposeful and dedicated use of innovative business practices and tools that establish teaming relationships between the Government and industry. These contracts will provide Network-Centric Information Technology, Networking, Telephony and Security (NCITNTS), Voice, Video and Data Communications Commercial-off-the -Shelf (COTS) products, and system solutions to satisfy the Combat Support (CS), Command and Control (C2), and Intelligence Reconnaissance and Surveillance (ISR) requirements of the Air Force and Department of Defense (DoD) worldwide. The contracts support the Global Information Grid (GIG) architecture; Defense Information Infrastructure (DII), Air Force, and Defense Communications Systems info-structure for computer networks and telecommunications network mission area, help the Department of Defense (DoD) achieve information superiority through Joint Vision 2020 and support the Systems Engineering Process (SEP) as specified in the DoD 5000-series. The contracts support peacetime, deployed ruggedized environments, as well as wartime conditions. Additionally, they provide solutions for a full range of security domains (e.g., Unclassified through Top Secret/Collateral classifications, plus categories (e.g., special category (SPECAT)) and compartments (e.g., Special Compartmented Information (SCI))).
