3 Vision Statement The Commercial Facilities Sector envisions a secure, resilient, and profitable sector in which effective and non-obstructive risk management programs instill a positive sense of safety and security among the public and patrons; and sustain favorable business environments conducive to attracting and retaining employees, tenants, and customers. 4 Commercial Facilities Sector The Commercial Facilities Sector comprises a number of diverse segments. The diversity of assets within the sector leads to a myriad of critical infrastructure activities. Facilities within this sector are generally designed for one of the following purposes: Business Activities Recreational Pastimes Retail Transactions Accommodations Presenter s Name June 17,
5 A Key Sector Operating Characteristics Facilities and events primarily operate on the principle of open public access, meaning people may move freely through the facilities without the deterrent of highly visible security barriers. Many facilities are considered soft targets sites that are relatively vulnerable to a terrorist attack due to their open access and limited security barriers. Many facilities, such as stadiums, malls, and museums, are nationally and internationally recognized icons and have large population densities when occupied, which increases their likelihood of being targeted by adversaries. a 5

7 Outdoor Events Subsector Amusement parks, fairs, exhibitions, parades, marathons, etc. 3,200+ fairs in North America annually, many with 1M+ attendees Amusement parks = $12B in revenue, $57M to national economy Parades (e.g. Macy s Thanksgiving) in large cities draw millions Diverse range of facilities and activities Many events are outside in open environment, no perimeter controls Seasonal nature of many events means many personnel are not permanent, may be foreign nationals on work visas, or volunteers May function like small cities: restaurants, hotels, diverse facilities Owned/operated by private companies, but local govt. may own or sponsor venues as well 7
8 Sports Leagues Subsector Major sports leagues and federations 4,000 spectator sports establishments; 133,000 jobs NFL, NBA, NHL, and MLB alone generate $23B annual revenue Closely tied to Public Assembly subsector Venues for sporting events are often owned by a separate entity Facilities are often multipurpose and can be used for megashelters or emergency services command services during disasters Security may be handled by law enforcement or private companies SAFETY Act of 2002 offers liability limitations for claims from terrorism where certain antiterrorism measures have been used 8
9 Public Assembly Subsector Convention centers, auditoriums, stadiums, arenas, movie theaters, cultural properties (e.g. museums, zoos, aquariums, libraries, etc.) High attendance levels Movie theaters = 1.3 billion tickets per year Museums contribute $21 billion to U.S. economy annually Zoos and aquariums=$16 billion to economy and 142,000 jobs Diversity of size, utilization, and management formats May be used as emergency shelters during incidents Facilities with high attendance may use command center to monitor Privately owned facilities more likely to use private security 9

24 Active Shooter PROFILE OF AN ACTIVE SHOOTER An Active Shooter is an individual actively engaged in killing or attempting to kill people in a confined and populated area; in most cases, active shooters use firearms(s) and there is no pattern or method to their selection of victims. Active shooter situations are unpredictable and evolve quickly. Typically, the immediate deployment of law enforcement is required to stop the shooting and mitigate harm to victims. Because active shooter situations are often over within 10 to 15 minutes, before law enforcement arrives on the scene, individuals must be prepared both mentally and physically to deal with an active shooter situation. 26 Active Shooter Good practices for coping with an Active Shooter Be aware of your environment and any possible dangers Take note of the two nearest exits in any facility you visit If you are in an office, stay there and secure the door If you are in a hallway, get into a room and secure the door As a last resort, attempt to take the active shooter down. When the shooter is at close range and you cannot flee, your chance of survival is much greater if you try to incapacitate him/her. CALL 911 WHEN IT IS SAFE TO DO SO! Presenter s Name June 17,
27 If You See Something, Say Something Campaign is a simple and effective program to raise public awareness of indicators of terrorism, crime, and other threats, and emphasize the importance of reporting suspicious activity to law enforcement. DHS continues to expand its national If You See Something, Say Something campaign integrating this effort with the Nationwide Suspicious Activity Reporting Initiative DHS is developing an innovative communityoriented policing curriculum for State and local law enforcement, focused on better enabling frontline personnel to distinguish between potential criminal and legal activities Visit 27
28 If You See Something, Say Something Prompt and detailed reporting of suspicious activities can help prevent violent crimes or terrorist attacks. If you see suspicious activity, please report it to your local police department. Local law enforcement officers can respond quickly. Once they assess the situation, they can obtain additional support. Citizens should always call local law enforcement. If you see something suspicious, please call local law enforcement. If there is a life threatening emergency, please call 911. When reporting suspicious activity, it is helpful to give the most accurate description possible, including: Brief description of the activity Date, time and location of the activity Physical identifiers of anyone you observed Descriptions of vehicles Information about where people involved in suspicious activities may have gone Your name and contact information (optional) Behind the scenes there is an active national strategy for information sharing. The Nationwide Suspicious Activity Reporting (SAR) Initiative (NSI) is a collaborative effort led by the U.S. Department of Justice (DOJ), Bureau of Justice Assistance, in partnership with the U.S. Department of Homeland Security, the Federal Bureau of Investigation, and state, local, tribal, and territorial law enforcement partners. 28
29 Protective Security Advisors Protective Security Advisors (PSAs) are assigned to local communities throughout the U.S. PSAs assist in identifying critical infrastructure. PSAs coordinate requests by the private sector for DHS services and resources, including training requests and scheduling of Site Assistance Visits. For more information about the PSA Program, the Office of Infrastructure Protection at 29
30 Protective Security Advisors PSAs are field-deployed personnel who serve as critical infrastructure security specialists State, local, tribal, and territorial (SLTT) and private sector link to DHS infrastructure protection resources Coordinate vulnerability assessments, training, and other DHS products and services Provide a vital link for information sharing in steady state and incident response Assist facility owners and operators with obtaining security clearances During contingency events, PSAs support the response, recovery, and reconstitution efforts of the States by serving as pre-designated Infrastructure Liaisons (IL) and Deputy ILs at the Joint Field Offices 30
