7 Background This project will consist of the following phases: Development and implementation of the Multimodal Incident Response System Deployment and training of the system Operation and maintenance of the deployed system
8 Background The system will consist of an incident response reporting system accessed via web or mobile device to accurately report or locate an emergency. Users will receive notification of incidents in their area through a variety of subscription options, like , text, RSS feed, etc GlS-based map to include: shoreline sailing line river miles highway and railroad crossing/bridges highways and railroads hospitals urban and political subdivisions barge fleeting/mooring areas locks and dams access points to the river
9 Area of Operations West Virginia 14 Counties (Kanawha, Putnam, Wayne, Cabell, Mason, Jackson, Wood, Pleasants, Wetzel, Marshall, Ohio, Brooke, Hancock and Tyler) Kentucky 2 Counties (Boyd and Greenup); Ohio 9 Counties (Scioto, Lawrence, Gallia, Meigs, Washington, Monroe, Belmont, Jefferson, and Columbiana.
10 Support of National Port Security Priorities Enhance maritime domain awareness Prevent terrorist attacks by allowing rapid communication of incident detection to Port Security Stake Holders Communicate security concerns/incidents to first responders Mitigate damage to both structures and the communities along the Ohio River.
11 Area Maritime Security Plan The AMSP priorities Enhanced Maritime Domain Awareness Improve protection Improve prevention Improve response preparedness The Ohio River Response and Security System aligns with all four priorities
12 Area Maritime Security Plan Rapid secure dissemination of critical incident information to port security stake holders Incidents include : Bridge allusions by towboats Unauthorized tampering of bridges and railroad IEDs on bridges and key facilities Medical emergencies associated with incidents Release of hazardous materials into the Ohio River and surrounding areas Locations of medical facilities and first responder organizations
13 Challenges Maintaining the system beyond the 3 year grant period. Recognizing the value of the deployed system. The value of the OREIS deployed system is only recognized after you use it. The analogy would be in a police officer not wearing his bullet proof vest because he never faced a situation when he really needed it until that one time-and at that point it was too late. This system only has value when it is used in both training and in real-life situations.
14 Management Team Patrick Donovan, Director of the Great Waters Maritime Institute at Rahall Transportation Institute, Marshall University. David Lawson, CIO of the Rahall Transportation Institute, with 30 years of experience in both the private and public sector developing, and deploying software and computer systems. Chandra Inglis-Smith, Project Manager, will be responsible for general oversight of GIS, software deployment and training. RTI s multifaceted team is highly skilled and has demonstrated on numerous projects their ability to design, and deliver cutting edge products on time and on budget with multiple years of hosting and support maintenance.
15 High-level Timeline This will be a 3 year program consisting of 5 distinct phases: Develop Deploy Operate Maintain Train
16 Year One Year One Phases: Develop, Deploy, Operate, Maintain Identify needs assessment of users Identify, collect, and inventory all available GIS data sources Create additional GIS data as needed Software development and testing Field validation and Testing
17 Year Two Year Two: Operate, Host, Maintain and Train Deployment of system Develop Training Training and Travel associated with deployment of the system Hosting and maintenance of system Refine system as required based upon user feedback
18 Year Three Year Three: Operate, Host, Maintain and Train Training and travel associated with deployment of the system to new users Hosting and maintenance of system Refine system as required based upon user feedback
19 Long-Term Sustainability Only $4,202 of the total project cost of $540, is related to hardware. The vast majority of the remaining funding is related to a one-time software development and implementation costs. Hosting and maintenance of the system is a combined $118,101 for the entire three states area for three years. Cost include redundant offsite support that would not be affected by any localized disasters, ensuring system availability at all times.
20 Innovation The deployment of the Multimodal Incident Response System is regional in nature. It impacts 26 counties in 3 states, the USCG and the USACE as well as the potential involvement of the private sector. The DREIS that is being deployed is cutting edge technology that is not available anywhere in the nation. It is a proven, reliable system currently deployed to over 55,000 users throughout North America.
