1 TRB WORKSHOP ON CRITICAL INFRASTRUCTURE PROTECTION: A NATIONAL PRIORITY Summary Report SUNDAY, JANUARY 13, :30 5:00 P.M. OMNI SHOREHAM HOTEL WASHINGTON, D.C. W27 Critical Infrastructure Protection Workshop

2 Summary Invited speakers and Task Force members provided brief presentations on various aspects of critical infrastructure protection, setting the framework for attendees to begin identifying and outlining research priorities. Attention was given to a full range of security issues including vulnerability and risk assessment, preparedness, response, prevention, technology, procedures and applications, as well as the integration of security considerations into the planning and operation of the nation s transportation system.

Key considerations and solutions to: What tools are available to justify decisions made re security and emergency preparedness How much security is enough security? How should resources best be allocated for maximum effect? Can we build on our existing emergency response capabilities or must we start again from scratch? How can we measure our current capabilities? What are standard performance measures?

11 U.S. Army Corps of Engineers Risk Assessment Methodologies LTC Terrence Ryan U.S. Army Corps of Engineers The Corps current program to conduct risk assessment for over 350 dams and its risk assessment methodology RAM-D was described. Excellent example of fast tracking by application of existing methodologies and innovation and adaptation. Its mission: USACE establishes initial protection, conducts assessments, partners with similar federal organizations and achieves a base line force protection posture for Civil Works facilities in 180 days. Its concept: Detect, Protect, Respond Its schedule: Five (5) Phases Phase I. Established initial protection. Defined critical assets (hydro, canals, locks and dams, ) Phase II. Prepared for assessment (Augment skilled personnel, training, manuals prepared) Phase III. Conducting assessments (on-going) Phase IV Implement baseline force protection requirements Phase V. Sustainment operations

12 Leveraging Geospatial Technology for Security Applications William Roper George Washington University Reviewed existing geospatial visualization technologies applicable to transportation security Commercial imaging (SPOT 4, Radarsat-1, etc.) New and emerging: IKONOS, Quick Bird Integration of time functions - relationships Alternative traffic routes, land use, status of traffic corridors, infrastructure mapping On site traffic flow crisis management (e.g. WTC and Pentagon attacks) Emergence of LIDAR Visualization technique and application Baltimore harbor planning scenario (design against attack) Pipeline crossings (erosion) Natural disaster mitigation and management in real time New Model for Geodata use, web-based and interoperable for infrastructure monitoring and assessment
