Session 3: IOD/IOV Context and Orientations - ESA September 2016
In-Orbit Demonstration (IOD) at ESA IOD has been addressed at ESA for ~ 30 years to support Member States and industry interests in Technology Demonstration and In Orbit Demonstration to: - de-risk technologies - provide flight heritage (increase the TRL) - validate technologies and techniques in representative environments - provide access to space for newcomers to the space domain (in particular with small missions) - validate and introduce precursor services Evolution of the space sector (advanced missions, increasingly challenging environment in terms of cost and competition, etc.) will sustain and probably increase the interest in IOD opportunities ESA recognizes that more can be done and welcomes the Commission initiative to significantly address IOD/IOV within Horizon 2020 Slide 2
ESA Experience on IOD ESA Technology Demonstration Programmes (TDP and TFO) 20 technology experiments flown as piggy-back on mini satellites (SMART, MITA, STRV, BREMSAT ) Implementation of IOD on ISS and Shuttle flights General Support Technology Programme (ESA GSTP) IOD using carriers of opportunity (ISS, ) IOD small missions (PROBA 1,2,3,V) Mission programs LLMS, ALPHASAT techno-payload, ATLAS from Telecommunications Directorate LPF from the Science Directorate IXV from the Launcher Directorate Earth Explorer missions from Earth Observation Directorate Slide 3
What type of IOD? 2 main types of IOD: Technology Flight Opportunity consisting of flying a demonstrator on an available space system (spacecraft, ISS, launcher) IOD mission consisting of building an ad-hoc space mission around a set of demonstrators (technologies and/or techniques) Not only technologies need demonstrations, but also: remote sensing techniques (e.g. multi-spectral), observation (e.g. sun monitoring for space weather), communication (e.g. optical) new or future service (e.g. delivery of real time ADSB data) precursor missions to support early adoption (and training) of user communities The ticket to fly is always the most critical item to find and fund Slide 4
IOD flow 5 IOD missions Hosted PL Cubesats Slide 5
Existing or planned IOD related programmes In ESA: GSTP FLY from the GSTP (80 ME/year), InCubed, ATLAS and PIONEER, Launcher initatives including L3 Commission: H2020 IOD studies (INVEST, PLUGIN, IODdisplay, GOTOFLY), QB50, RemoveDebris In Member States: EURO-IOD (DE and UK), Commercial offers from BST, SSTL, OHB, SITAEL,. National Agency programs Slide 6
ELEMENT 1 ELEMENT 2 ELEMENT 3 GSTP FLY Develop Make Fly (Small Missions) Work plan driven envelope programme for techno development (fully funded and exceptionally co-funded) Industry initiated, co-funded direct negotiation envelope programme for technology maturation leading to products a) Technology flight opportunities, including cubesats; b) Missions fully developed under GSTP, like the Proba series, where however the exploitation of the mission beyond the technical demonstration, has proven of interest for other programmes (EOP, SCI, SSA) c) Partnership missions, where mission support is shared between GSTP and another ESA programme or partner (MS or international) Slide 7
ESA - ARTES Pioneer Programme ESA-Industry Partnership Support the emergence of private IOD/IOV services providers Space Mission Providers" ESA ARTES - Partnership with SMPs Not just new technologies also new Services and Applications (across different domains) Slide 8
ESA - ARTES Pioneer Programme ESA-Industry Partnership ESA-Industry Partnership (ARTES PPP model) A single contract between ESA and each SMP consortia Based on business case and co-funding from the private side Activities supported are the Development and Validation of SMP Service capabilities end-to-end system engineering and mission design support tools, service portals, interface standardization and service management tools. SMP Infrastructure (building blocks) ; Satellite Platforms, Inter Satellite Link (ISL), communications, Ground Segment, etc.. One IOD/IOV service validation mission per type of carrier by each SMP validation of the full set of IOD/IOV services with a customer as a real showcase of the IOD/IOV service provision First IOV/IOD service validation mission flight(s) in 2018 Slide 9
Possible positioning of Pioneer SMPs Pioneer SMPs with Anchor Customers (EC/ESA/National Agencies, Member States, etc) H2020/ESA/ missions (EC/ESA/ ) ESA Pioneer Program (ESA ) SMPs SMP service ESA C-MIN 2016 validation missions Pioneer SMPs may provide IOD/IOV services to Any type of customers (institutional/private) For any type IOD/IOV missions (beyond Satcom) Slide 10
L 3 : Light satellite, Low-cost Launch opportunities Initiative aiming to Guarantee regular access to space for light satellite owners at prices competitive on the worldwide market Secure Europe s capture of this market based on ESAdeveloped launchers (Vega/VEGA C and A6) and hardware/processes developed in the SSMS Project Provide regular low-cost flight opportunities for IOV/IOD missions Define a European standardised launch service for satellites ranging from nano- to mini-satellite classes up to 500kg Demonstrate and validate standard innovative services, including economic sustainability, with Proof-of-Concept Flights First flight based on Vega based on Small Satellite Mission Service (SSMS, see next slide) Further flights based on Vega C and Ariane 6 to be decided in a later phase Slide 11
L 3 : Light satellite, Low-cost Launch opportunities Flexi >> hosting up to 15 S/Cs Constellation >> variable number of main SCs Piggy back >> hosting 1 main SC In all configurations up to 48 3U Cubesats or 6 micro/nano sats can be accommodated on lower platform Proof of concept flight targets Vega end-2018 using SSMS (CM16 proposal) Call for opportunities to be issued by Q An optimised light satellites Aggregate will be defined for this flight Select potential satellites to be included in the Aggregate in the context of implementation of launch service processes, including mission and launch preparation Contacts: renato.lafranconi@esa.int fabio.caramelli@esa.int Slide 12
Generic IOD scheme Slide 13
Conclusion There is a strong interest for IOD (in various forms). IOD is and has been performed but has often been hampered by reduced offers and significant cost. There is a need to optimise the set-up of an IOD scheme by (re-)using available contributors (technologies,..) but improving critical areas (ticket to fly). ESA welcomes a cooperation with the Commission and Member States on setting-up a cost efficient and sustainable IOD scheme. Thank you Slide 14
