2 Hungarian Civil Protection Association The Hungarian Civil Protection Association is a public benefit organization consisting of voluntary members. It was re-organized in 1991 as a successor of the Air Defence League which was established in 1937 and operated in the years of the Second World War until 1945 successfully. [1] [4] [5]

3 Hungarian Civil Protection Association The Association considers humanitarian participation its prominent task, in the event of natural and civilian disasters, in the taking of measures coming under the ruling of international agreements on the protection of war victims (Additional Protocols I.-II. to the Geneva Conventions for the protection of war victims), serving the protection of the stricken population and the material property, and especially in the information and preparation of the population, the education of the youth, the establishment and training of voluntary organizations, mental care, the distribution of aids and the support of voluntary actions. The Association acts for the representation of corporate interests, and this activity is part of exercising civilian control in view of the civil protection tasks. [1]

4 DAREnet DAnube river region Resilience Exchange Network H2020 project The DAREnet project aims: At developing and implementing an innovation network for flood mitigation Practitioners in the Danube river basin. Its mission is to develop joint innovation strategies for enhanced cooperation and flood resilience in all littoral countries. [1] [4] [6]

5 DAREnet DAnube river region Resilience Exchange Network H2020 project In particular, DAREnet addresses the following impacts raised in the call text: More articulated and coordinated uptake of innovative solutions among Practitioners from different disciplines who are often called to act together to face major crisis. Synergies with already established European, national and subnational networks of Practitioners, even if these networks are for the time being only dedicated to aspects of Practitioners' work unrelated to research and innovation (in general, to the coordination of their operations). In addition, DAREnet will also contribute to a More efficient use of investments made across Europe in demonstration, testing, and training facilities for first responders. [2]

6 DAREnet DAnube river region Resilience Exchange Network H2020 project Project aim key-aspects for flood mitigation practitioners in the region floods management planning at basin level including harmonized risk assessment, extending the coverage of the European Floods Alert System (EFAS) system to the whole Danube river basin, strengthening the operational cooperation and improving interoperability of assets, rapid response to accidental river pollution, anticipating regional and local impacts of climate change through research [2]

7 DAREnet DAnube river region Resilience Exchange Network H2020 project Mission and Objectives The DAREnet shall be: Collaborative: enabling innovation as a collective grass-root process steered by Practitioners Continuous: encompassing all countries of the EU Danube River Strategy Inclusive: enabling an equal dialogue between all kinds of Practitioners Open: integrating input from external key-stakeholders from academia and industry, as well as other flood risk regions Solidary: in the spirit of the Principle of Solidarity promoted by the ICPDR8 Sustainable: persistent as framework for continuous, long-term collaboration after project end [2] (ICPDR8 Int. 8 DAREnet DAnube river region Resilience Exchange Network H2020 project The project achieves next mission, DAREnet will target the following objectives: To fully deploy the DAREnet network concept involving a broad range of civil protection professions and organizations from all littoral countries To associate a large spectrum of external experts (academia, industry, CP from other flood risk regions, etc.) to the network as source of information To launch and develop an equal, comprehensive and balanced stakeholder dialogue and to set up the infrastructure for it (meetings/workshops, collaborative web space, communication tools, etc.) [2]

9 DAREnet DAnube river region Resilience Exchange Network H2020 project The project achieves next missions, DAREnet will target the following objectives: To identify innovations that Practitioners really need and can implement in their work To deliver an innovation roadmap for the entire region (representing consensus) and to promote it to all relevant stakeholder communities To establish innovation as a region-wide, collective process and to show how collaboration can in the long-term become more effective and efficient through it, especially after the end of the DAREnet project (sustainability) [2]

10 DAREnet DAnube river region Resilience Exchange Network H2020 project Concept and Approach To reach its objectives the DAREnet project and network will have to provide answers to the following programmatic questions: What are the most important problems and lessons learnt from flood disaster mitigation (in the region and beyond) on the different levels of intervention: o Local o Member State o Direct bi-/multi-lateral assistance between neighboring countries, o Support and assistance mediated via the EUCPM and its facilities? o Members of European Voluntary Civil Protection Forum Which are the key challenges to address in the future to increase resilience at MS and regional level? [2]

11 DAREnet DAnube river region Resilience Exchange Network H2020 project Concept and Approach To reach its objectives the DAREnet project and network will have to provide answers to the following programmatic questions: What are - from the Practitioners perspective - the most appropriate solutions for addressing these challenges? What are the real key-innovations (policies, organizationaloperational, systems, etc.) and how to make these solutions available and affordable in the entire Danube basin? How could these innovations be ideally developed? Would they be interdependent? What could be a pragmatic RDI roadmap to deliver these innovations? How could existing innovation funding mechanisms at EU and MS level be leveraged to deliver them? How could future innovative solutions be industrialized, standardized, made accessible to most / all Practitioners in the Danube river region and taken up to become part of their daily routine? [2]

12 Hungarian Civil Protection Association The proposed network: The DAREnet consortium will form the backbone of the transnational, multi-disciplinary network. For each involved Member State, one organisation, which will be both, an actor in flood mitigation and a dedicated DAREnet consortium member, will act as front-end to its respective national network of Practitioners, policy makers, researchers, academics and industry sector. These frontend partners, in collaboration with the rest of the DAREnet consortium, will coordinate the inputs from and outputs to the correspondents in their respective national networks.
