2 MISSION Improve information sharing and enhance public safety. In coordination with the FBI and DHS, JCAT collaborates with other members of the IC to research, produce, and disseminate CT intelligence products for FSLTT government agencies and the private sector, and advocates for the CT intelligence requirements and needs of these partners throughout the IC.
3 FOUNDATION Interagency Threat Assessment and Coordination Group (ITACG) established by Congress based on Implementing Recommendations of 9/11 Commission Report Joint FBI and DHS program hosted at NCTC Codified in U.S. Public Law ; AUG MOA between FBI, DHS, NCTC and PM-ISE signed SEP 2007 JCAT replaced ITACG in April 2013 Joint NCTC, DHS and FBI program hosted at NCTC MOA between NCTC, DHS and FBI signed OCT 2013 Program jointly funded by NCTC, DHS and FBI

5 SLTT PARTICIPATION Police, fire, public health and analysts are sponsored by NCTC, DHS and FBI (three each) One year fellowship Cost is shared by home agency and sponsoring organization Granted the same level of information access as other federal employees Subject to the same rules, policies, and regulations regarding classified information as federal employees Fellows do not work in a liaison capacity back to their home organizations Each fellow represents the concerns and requirements of all public safety personnel across the country

7 BENEFITS During the year-long fellowship, participants: Develop intelligence and awareness products for police, fire, health, analysts, and private sector personnel Provide first responder and public safety perspective to intelligence production Seek classification downgrades of intelligence products Advocate for the intelligence needs of SLTT partners
8 BENEFITS continued Upon return to their home departments, participants: Understand US efforts to counter violent extremism Understand federal roles, missions and capabilities which can be used to support local CT efforts Know current and emergent terrorism threats Understand the intelligence process Have a network of CT experts drawn from interaction with the IC Have a set of skills developed though on-the-job training, courses, and close interaction with federal analysts Many fellows return to their home organizations and continue to work CT issues (fusion centers, JTTFs, criminal investigative units, etc )
