1 SEARCH 2007 Annual Meeting July 17-20, 2007 Portland, Oregon BJA AND SEX OFFENDER (SO) ISSUES Dru Sjodin National Sex Offender Public Website Updates to the public website are in development to meet the requirements set forth by the Adam Walsh Act (AWA); the proposed improvements will include the following: thumbnail photographs as part of the results page a zip code radius search mapping to allow identification of sex offenders between two or more states SMART (Sentencing, Monitoring, Apprehension, Registration and Tracking) Office BJA continues to work with the SMART Office and its Director, Laura Rogers The Attorney General s Guidelines for compliance to AWA are currently out for public comment; these will be discussed at the upcoming national symposium in Indianapolis, IN BJA, on behalf of the SMART Office, held a series of conference calls in which many of you may have participated the subject of software was discussed and is being explored on items that can be made available to the states to assist with SO management and compliance with AWA 2007 National Symposium on Sex Offender Management and Accountability The conference will be held July 25 27, 2007, in Indianapolis, IN Prior to the conference, there will be a meeting of the SO registries to discuss AWA issues Secure communication between states to track sex offenders Software as required in AWA BJA is working with the SMART Office to develop software this may include, but is not limited to, mapping, notification and a registration program for show ups and addresses 1

2 BJA PROJECTS SAVIN State Automated Victim Information and Notification BJA's SAVIN Program assists states in building, implementing or improving their statewide automated victim notification system the program will help grant recipients acquire the technology to manage critical information about offenders statewide and for victims to have access to this information in near real-time grant recipients will be required to adhere to Global Justice XML [Extensible Mark-up Language] Data Model (GJXDM) standards for justice information sharing In April 2007, the first SAVIN Conference was held in Washington, DC, as part of the Crime Victims Week; the conference was such a success that plans have begun for the 2008 SAVIN Conference to be held in Baltimore, MD, April 8-9, 2008 PDMP - Prescription Drug Monitoring Program PDMP has completed its second phase, which was an operational demonstration of PDMP data exchange between CA and NV The next pilot - Phase III is beginning, and will explore regional/multi-state approaches, leveraging the pilot activities and lessons learned in Phase II to efficiently and effectively promote information sharing among multiple state partners in an automated way There are currently four states (OH, KY, NV and NY) who have volunteered to participate in a regional approach RISS - Regional Information Sharing System Thanks to SEARCH for a tremendous joint effort in the recent Regional Information Sharing Conference Series which was held in four cities across the nation; this series was such a great success that another is being planned for 2008 Sharing of Gang Information BJA continues to work with federal, state, local, and tribal agencies to share gang information RISS Gang currently holds over 80,000 records and is available to all law enforcement, whether or not they are RISS members 2

3 BJA PROJECTS (continued) RISS (continued) RISS Safe a new de-confliction software package is currently undergoing testing by RISS at the Western States Information Network (WSIN); it will be deployed to two other locations within the month De-confliction is a major concern of the Deputy Attorney General s Office Upon completion of the testing, a review will be done to assess the possibility of this project as a rollout for a national de-confliction project NMVTIS National Motor Vehicle Title Information System A U.S. Department of Justice (DOJ) system designed by the Anti-Car Theft Act of 1996 The NMVTIS system is designed to assist states in reducing title cloning and fraud Currently, there are 21 states either sharing data in some format or in the process of creating an information sharing solution A law enforcement interface is currently being built; it is anticipated that it will be tested within the next days A NMVTIS solicitation is currently posted; the closing date is July 19, 2007 GLOBAL Global Justice Information Sharing Users' Conference National Information Exchange Model (NIEM) Executive Briefing: Monday, August 20, 2007 (1:00 p.m.--5:00 p.m.) Conference dates: Tuesday, August 21 to Thursday, August 23, 2007 Conference Location: Marriott Chicago Downtown Magnificent Mile 3

4 GLOBAL (continued) GLOBAL Update New leadership Chair: Bob Boehmer, National Criminal Justice Association (NCJA), Chicago, IL Vice Chair; Bart Johnson, Criminal Intelligence Coordinating Council (CICC), Albany, NY Coordination with Federal partners is expanding Office of the Director of National Intelligence (ODNI) / Program Manager Information Sharing Environment (PM-ISE)/ Department of Homeland Security (DHS) on Intelligence/Fusion Centers DOJ on Law Enforcement Information Sharing Program (LEISP) implementation and coordination DOJ, DHS and ODNI on the NIEM project Successes National Fusion Center Conference, Destin, FL GJXDM adoption in all 50 states successful expansion of the NIEM program with Global buy-in to the 2.0 release in summer 2007 Support for Information Sharing Environment (ISE) operations, including 28 CFR data call, DOJ/DHS joint technical assistance catalog, and expanding intelligence training for Law Enforcement and other criminal justice entities Global Federated Identity/Privilege Management specification package and demonstration project documentation (mid-to-late 2007) designed to embody 'single sign-on' philosophy reduce the burden of user credentialing across multiple systems while building trust networks and enhanced collaboration ability Global Technical Privacy Task Team Report (Fall 2007), to guide implementation of privacy policy through the leveraged use of technology and metadata standards Information Quality Guidelines (now available) followed by the IQ Self-Assessment Tool and IQ Guidebook to help understand why information quality is important and how to measure and analyze it also applying information quality and privacy guidelines to the operation of fusion centers and intelligence operations to protect privacy and civil liberties while fighting crime and terrorism 4

5 GLOBAL (continued) GLOBAL Update (continued) Justice Reference Architecture (JRA) v1.4, available now, is approaching maturity and is reaching out to partner with other organizations in order to compare and bridge architectures will help define the technical mechanism to share information within the criminal justice system using the principles of Service Oriented Architecture (SOA) additional technical deliverables to define services, service interaction profiles, and architecture mappings are underway, as are executive-level briefings on why JRA and SOA are important New Global Working Group: Global Outreach Working Group charged with engaging the field on applying current Global efforts connecting the field with available resources discovering new and emerging issues that can be addressed by Global A subcommittee of the CICC has been created to deal with the issue of gang information sharing subject matter experts from law enforcement, corrections, probation/parole, and judicial meet to discuss general gang issues and how to share information across disciplines the committee members also represent federal, state, local, and tribal agencies FUSION CENTERS Future Conference Planning Planning has begun on the 2008 National Fusion Center Conference, which will be held in San Francisco, March 18 20, 2008 Future conference needs identified by this year s conference participants include convening regional sessions to facilitate networking among regional attendees strengthening the sessions related to intelligence-led policing (ILP) tying in reports of suspicious activity with ILP capabilities and fusion centers evaluation of current information sharing methods to identify problems and potential solutions providing a gallery of fusion center best practices 5

6 Regional Program Efforts FUSION CENTERS (continued) BJA, DOJ and DHS are jointly supporting the development of formalized fusion center regions to promote connectivity and leverage existing resources among established fusion centers as well as those being developed The establishment of formalized regions resulted from suggestions made by attendees of the National Fusion Conference in Destin, FL, which was held March 6-8, 2007 Funding is available from BJA and DHS to support the regional meetings; please let us know what type of assistance is needed The Northeast Regional Intelligence Group (NRIG), supported by BJA, met in early June in Albany, NY 13 states were represented at this meeting, as well as representatives from the Midwest and Western Regions this cross-pollination of regions is encouraged to foster communication and networking among the fusion centers and leverage promising practices representatives from BJA, DHS, ODNI, Federal Bureau of Investigation, Federal Emergency Management Agency and DOJ s office of the Chief Information Officer were also present Planning is underway for a NRIG meeting in September 2007 The Midwest Region had a meeting of their regional representatives on June 12, 2007, in conjunction with previously planned DHS critical infrastructure training; meetings for the Southeast and Western regions are in the planning stages with dates to be determined An objective of the regional meetings is to obtain input from the officials in the field that are actually doing the work - day in and day out to find out what is really needed to support our goal of developing relevant, value-added topics and material for next year s conference It stretches Training and Technical Assistance funding when we work with leaders in the field to deliver resources to regions in a structured manner; it helps promote consistent policy development while meeting the needs of local regions of the country 6
