Welcome, Introductions, Minute Approval Joe Franell called the meeting to order and asked for guest introductions. Minutes Michael Weidman moved that the October 18, 2017, minutes be approved as distributed. Jeremy Pietzold seconded the motion. The council passed the motion. National Broadband Activity Updates Chris Tamarin provided references on the following national broadband activity regarding infrastructure deployment, technology, market trends, public policy, and illustrations of the value of broadband adoption and utilization since the council s last meeting. FirstNet decisions pending The FirstNet opt-in/opt-out decision period ends on December 28, Rivada Networks is proposing to get states to use their company, rather than AT&T, to build statewide mobile broadband public safety networks that would interoperate with the FirstNet network that AT&T will be building in at least 27 states and territories that have already opted-in. Fifteen states have received public safety network proposals from Rivada, and Rivada is currently preparing proposals for three additional states. States that decide to opt-out then have 180 days to make an alternative plan. As of now, no state has opted not to have AT&T build its public safety network and 27 states and territories have opted in. Oregon and Washington currently have an open joint Request for Proposal pending. Telecompetitor.com article

2 Smart Farm Technology and Rural Broadband The agricultural industry is expecting big things from smart farm technology aimed at enhancing crop yields while minimizing the use of fertilizers, pesticides, and water and which will rely heavily on broadband connectivity. According to Transparency Market Research, the global smart agriculture market is expected to increase 13.5% annually through 2025, rising from $6.5 billion in 2015 to $23.4 billion by But how widely the technology is adopted will depend, in large part, on the availability of mobile broadband connectivity to support it. Smart farm technology includes equipment that can be precisely controlled through built-in global positioning system (GPS) capability, as well as equipment designed to assist farmers with decision making Decision making capabilities are enabled through sensors built into farm equipment to collect a wide range of data about soil, crop yields and other parameters that can be used to make decisions about what, when and where to plant specific crops, as well as decisions about fertilizer and pesticides. Smart farm technology requires LTE speeds at a minimum. Depending how farmers use smart farm technology, a high-speed fixed broadband connection from the farm to the internet also could be critical. Yet, as AEM noted, 39% of rural Americans in 2016 lacked broadband connectivity at speeds of 25 Mbps downstream and 3 Mbps upstream, compared with only 4% in urban areas. Telecompetitor.com coverage article Smart Phone Usage Patterns A new research report from the NPD Group shows that 57 percent of all smartphone users use an app at least once a month to access video content. Accessing that video app contributes to mobile video streaming as the dominant form of smartphone data. NPD s Smartphone and Tablet usage report also shows that two-thirds of ios users use such an app monthly, while 49 percent of those with Android devices use such an app at least once a month. Nearly half (45 percent) of smartphone users access YouTube on a monthly basis, while 18 percent of users launch the Netflix app monthly. Consumers are also looking to TV-connected devices such as streaming media players, video game consoles, Blu-ray Disc players and connected TVs to stream content, according to NPD. Consumers that use TV-connected devices to stream video grew by five percentage points in the second quarter of 2017 compared to the same year-ago period. In total, 57 million U.S. households own a TV-connected device, up from 50 million a year ago, which is driving an increase in usage across the top video streaming services. Telecompetitor.com report 5G Fixed Wireless U.S. Cellular has achieved speeds of 8.5 Gbps in tests of 5G fixed wireless technology at 28 GHz using macro-cell antennas. The U.S. cellular 5G fixed wireless tests were the first to use an antenna height of 123 feet. The U.S. Cellular 28 GHz testing used equipment from Ericsson in rural and suburban environments. 3 Huntsville, Alabama, Becomes a Gig City Huntsville Utilities in Alabama is pioneering a new model for community broadband. In February 2016, the city and Google Fiber announced that Google Fiber had signed a 20-year lease on Huntsville s dark fiber and would offer triple-play services to all Huntsville residents and small businesses about 105,000 addresses Huntsville s municipal utility has maintained a fiber network since 1999, and was planning a major network expansion to better manage its electric grid. The expanded network would support energy information services, real-time pricing, SCADA, and substation control. Adding extra fiber strands did not add significantly to its cost, so the city decided to leverage this asset for the benefit of residents and businesses. bbcmag.com Huntsville article FCC proposes new rules for USF Lifeline Service The FCC is proposing major changes to the USF Lifeline program, including imposing a cap on the program, which has disbursed as much as $2.1 billion in a year to cover some or all of the cost of broadband and/or voice service for low-income households. The proposal also recommends eliminating Lifeline support for service providers that do not have their own voice and broadband facilities. According to a fact sheet, it also seeks to confirm that states, rather than the federal government, are responsible for approving service providers who can participate in the Lifeline program. Telecompetitor.com FCC proposes Flying COWS An AT&T helicopter drone is supporting wireless service in Puerto Rico. The company refers to the helicopter drone as a flying COW (for cell on wings). The flying COW that AT&T has deployed in Puerto Rico flies 200 feet above the ground and can cover an area of up to 40 square miles, According to AT&T, the coverage area is larger than for other temporary cell sites. AT&T previously used drones in Texas to inspect cell site damage caused by Hurricane Harvey, as did Verizon. AT&T isn t the only company using a non-traditional approach to support wireless service after the recent hurricanes. Google gained special permission from the FCC to deploy balloons to support service in Puerto Rico using a technology Google calls Project Loon. Flying COWS CyberCorp Scholarship for Service National Science Foundation is working with a long list of colleges to offer paid scholarships to undergraduate and graduate students studying cyber security. In return for their scholarships, recipients must agree to work after graduation for a Government agency or, subject to approval of the NSF program office, for a State, Local, Tribal, or Territorial Government; or a Federally Funded Research and Development Center, in a position related to cybersecurity for a period equal to the length of the scholarship. An academic year (i.e., the fall and spring semesters) is equivalent to a calendar year of employment. If you are funded for three academic years, you must serve at a Federal, State, Local, Tribal or Territorial Government organization in a covered position for three calendar years. If you are funded for one academic year or less (e.g., only one semester), you must serve for one calendar year. The post graduate employment obligation must be fulltime employment. 4 State Broadband Activity Updates Chris Tamarin provided references on the following state broadband activity regarding infrastructure deployment, technology, market trends, public polic, and illustrations of the value of broadband adoption and utilization since the council s last meeting. TDS completes acquisition of Crestview Cable TDS Broadband Service LLC, a subsidiary of Telephone and Data Systems, Inc., and operated by TDS Telecom (TDS ) announces it has completed the acquisition of Crestview Cable Communications (Crestview) in central Oregon. The sale includes service areas totaling more than 21,000 homes passed in six communities. TDS plans to further expand fiber-to-the-home in the La Pine area. TDS also plans to accelerate broadband speed upgrades along with modernizing video products and services in Prineville, Madras, and across the Jefferson and Crook counties service areas. BendBroadband, a TDS company since 2014, and Crestview have a long history of cooperating to improve communications services in central Oregon. Founded in Madras, Oregon, in 1955, Crestview Cable Communications grew through acquisitions to serve Madras, Prineville, La Pine, Metolius, Crooked River Ranch, and Culver, Oregon. Customers can now purchase broadband speeds up to 100 Mbps on an all-digital video network. News Release Mozilla Announces Grants for Eugene/Springfield Mozilla announced $83,000 in Grants for five Creative Gigabit Projects in Eugene and Springfield Gigabit Residencies Eugene, OR. This project provides residencies that will teach 200 students graphic design, audio engineering, and other skills by leveraging lightning-fast gigabit internet. The project also entails web-based professional development for teachers. Led by Lane Arts Council. NEDCO Eugene, OR. With this grant, low-income youth will have access to a mobile, interactive classroom that expands their horizons beyond the city of Springfield. The project entails high-quality interactive learning experiences and counseling opportunities. Led by NEDCO. Redefining Women in Tech Interactive Video Learning Events Eugene, OR. Redefining Women in Tech uses interactive 4K video alongside face-to-face meetings to help women navigate the often inequitable tech sector. This project will include job resource training, professional development opportunities, and community organizing to promote a more equitable industry. Led by Redefining Women in Tech. Coder in Residence Eugene, OR & Kansas City. The Coder in Residence program puts gigabots gigabit-internet enabled robots in elementary school classrooms. It provides robotics curriculum to students, and robotics curriculum professional development for educators. Led by Lane STEM. City Synth Eugene, OR. City Synth will work with engineers, technologists, and students from the South Eugene Robotics Team to transform the city of Eugene into a synthesizer with a series of interactive mixed-media audio/video installations. 5 Comcast Business Expansion The Comcast Business DOCSIS 3.1 footprint has been expanded to business customers in the Western United States, including Oregon, and Washington. With the expansion, Comcast s Business Internet 1 Gig and Business Internet 500 speed tiers are now available to business customers using the company s existing network. The company s DOCSIS 3.1-based business internet service is designed to provide gigabit speeds for any business environment whether a distributed enterprise with offices across the country, or a small business with only a handful of locations. With the continued roll out of its gig-speed network, Comcast s Business Internet 1 Gig and Business Internet 500 speed tiers are now available to business customers. Telecompetitor.com article Wave Expanding Gigabit Service Wave Broadband will begin offering gigabit internet service in 18 small Oregon communities, including several where it is the first such provider. A gigabit is 1,000 megabits per second, 40 times faster than the federal broadband standard. CenturyLink has been offering gigabit speeds in a growing share of the Portland market since 2014, and Comcast began offering gigabit connections throughout its Oregon service territory in May. Wave said its gigabit service is now available at residential and business addresses in Oregon City, Aurora, Barlow, Canby, Donald, Scotts Mills, Molalla, Aumsville, Gates, Lyons, Sublimity, Turner, Gervais, Hubbard, Woodburn, Silverton, Mt. Angel, and Sandy. Oregonlive article USDA Rural Development New Oregon Director The Trump Administration recently appointed John E. Huffman as the new State Director of the U.S. Department of Agriculture (USDA) Rural Development in Oregon. Huffman has spent the past 10 years as an Oregon State Representative. His extensive experience identifying the needs of the rural communities he represented and helping to implement solutions will inform his new position with Rural Development. One of his first achievements in the state legislature was to help bring cellular infrastructure to a rural county in central Oregon. Huffman served on the Joint Committee on Ways and Means and numerous ways and means subcommittees over the years. He has also led wide-ranging efforts, from expanding affordable rural housing, to connecting rural businesses with the resources that will enable them to thrive, to supporting the installation of new sources of renewable energy. As State Director, Huffman will use his leadership experience to oversee Rural Development programs in a customer-focused manner to improve prosperity in rural Oregon. usda.gov information Gilliam County Middle Mile Fiber Gilliam County is working on a middle mile fiber solution to serve the County Seat, Condon. The county has a PSAP in Condon that serves four counties. The county has just released a Request for Proposal for the construction of fiber from Arlington to Condon. The shared goal of the county and city is to use such fiber to promote the availability of broadband and other advanced telecommunications services to residents and businesses throughout Gilliam County, including those in the city of Condon as well as the geographic sub-region in which the county and ccity interact. 6 5G LTE Fixed Wireless technology Dave Sabala, who is currently in the San Juan Islands visiting with Orcas Power and Light Co-op, shared that the co-op is currently deploying LTE Fixed Wireless in partnership with T-Mobile in areas where high costs prohibit deploying fiber. The co-op is providing the towers, and T-Mobile provides the equipment to delivery services. Joe added that Eastern Oregon Telecom is currently testing the technology, as well. Presentations Steve Hill Steve Hill, President of the Satellite Broadcasting and Communications Association, provided a briefing to the council on the Future of Satellite Broadband. SBCA is the national trade organization representing the consumer satellite industry. Steve indicated that significant game changing developments are occurring in the satellite industry. Steve acknowledge the service challenges with the legacy first generation of satellite technology regarding Internet access services. Today s Satellite Broadband technologies and service levels are dramatically different. Two new satellites were launched in 2017 by HughesNet and ViaSat. Satellite service providers are now delivering fast, secure, reliable, competitively priced, high speed broadband at 25 Mbps down and 3 Mbps up that is available everywhere in the continental U.S., and without hard data limit. Satellite systems are also capable of delivering faster speeds, and Steve also predicted that unlimited data plans will be available in Steve noted that the industry is winning high customer satisfaction ratings and awards. With the deployment of the next generation of technology and its improved performance and capacity, satellite providers in the process of ramping up their local dealer networks. Growing applications are using satellite as a redundant back-up access system to terrestrial services, and for Disaster Recovery. The industry works with the Information Disaster Resource Center to provide emergency deployment of services to areas hit by natural disasters to provide services to emergency centers, medical centers, government, and other key users. There are currently eighteen deployments in Texas and forty deployments in Puerto Rico. More than 250,000 hours of service have been donated since In the future, higher capacity satellites will be launched in Both Hughes and ViaSat expect to be delivering 100 Mbps service nationwide with over five times the capacity of current satellites. The industry will continue to make significant investments to improve services in underserved markets. Michael Weidman asked expected level of service that will be available over satellite. Will rural clinics be able to access service that is fast speed, low latency, HPPA compliant, for example? Steve replied that latency will always be a factor since satellites are physically locate 22,000 miles above the earth which results in up to a 500-millisecond delay. Michael is interested in the ability satellite served locations to be integrated in private networks and be functional. 7 Steve said yes, with some limitations. Steve also noted that priority service options are available for first responders or other key users. Chris Tamarin noted that satellite broadband services have been around for many years, and that the perceptions of prospective users are often of first generations services, not what is currently available. He suggested that it is valuable for prospective users to be able to try and experience the current generation systems, yet a dealer may not be available within one hundred miles. Chris suggested that the industry might consider a program to provide services to rural and frontier public libraries on a subsidized basis which will help meet one important need, but then also prospective users will be able to personally experience the current generation of satellite broadband in their own community. Satellite Broadcasting and Communications Association Andrew Plato Andrew Plato, Chair of the Oregon Cybersecurity Advisory Council (OCAC), provided the council with a briefing on the implementation of Senate Bill 90 (2017). The Oregon Cybersecurity Advisory Council has been established. The members are: Andrew Plato, Anitian Council Chair Kerri Fry, Redhawk Security Council Vice-Chair, Michael Gutsche, Microfocus Charlie Kawasaki, Software Diligence and Technology Association of Oregon Andy Schroder, Public Law Enforcement/Intel Tom Quillin, MacAfee Kris Rosenburg, Oregon Institute of Technology Ken Kestener, Lake County Commissioner Dennis Tomlin, Multnomah County and Technology Association of Oregon The intent was to enlist a broad cross section of people from the industry, law enforcement, government and other subject matter experts. Anitian, Andrew s company, is a 23-year-old cybersecurity firm based in Portland and is the oldest such firm in the United States. OCAC is interested in building partnerships with stakeholders including the private sector, K-12 schools, local government, state government, and higher education. Amazon Web Services (AWS) has pledged support for the council and the Center of Cybersecurity Excellence. Cybersecurity is ultimately a shared responsibility. Council Vision: We believe cybersecurity is a shared responsibility and must be accessible to all. Council Mission: Build tangible solutions to protect the digital lives of all Oregonians. OSAC is working on a study with Portland State University s Center for Public Service of the cybersecurity needs, existing resources, and cybersecurity funding sources for the state of Oregon. 8 Andrew described several key trends affecting Oregon Talent gap need for cybersecurity expertise Growth of cybersecurity attacks (hackers have become businesses, many of which are better equipped, funded and organized than their targets) State sponsorship of cybersecurity attacks Increasingly aggressive hackers only need to be successful once, where defenders need to be successful all the time Hackers are using automation, machine learning, and artificial intelligence Growth of the Cloud 97% of businesses have some or all of their IT infrastructure in the Cloud Growth of the Subscription Economy SB 90 also provides for the creation of a Cybersecurity Center of Excellence. OSAC is working on developing a Security Operations Center in Oregon to offer free or highly subsidized cybersecurity services and resources for Oregon institutions. Another dimension is creating a workforce development program that would work with community colleges and industry to build a base of cybersecurity professionals. This is a profession that is hotter than hot, with excellent compensation and demand that is through the roof. Andrew noted that Governor Brown will proclaim November 20, 2017, as Oregon Day of Cyber at an Oregon Tech event in Wilsonville, and officially launch the Cyber Oregon Cybersecurity Awareness Initiative. This Initiative is powered by an active consortium of technology companies, educational institutions, organizations, and state/local government agencies. Activities will include Cyber Networking and Job Fair, Cyber Oregon Overview TAO, remarks by Governor Kate Brown, and a Cybersecurity panel discussion. A CyberOregon website will be launched. OSAC is expecting significant private sector contributions and the prospect for federal grants to support its efforts. Joe Franell expressed his excitement on these significant developments and noted OBAC s efforts to promote addressing the cybersecurity challenge in Oregon for several years. OBAC is here to participate and support these initiatives as appropriate. Carla Wade recommended the STEM hubs from around the state be engaged in the educational programs. Carla Wade Carla Wade, Digital Innovations Lead at the Oregon Department of Education, provided an update on K-12 Broadband activity. She just returned from State Educational Technology Directors Association (SETDA) meetings in Washington, DC. SETDA is a 16-year-old non-profit that serves, supports, and represents U.S. state digital learning leaders. Its mission is to build and increase the capacity of state and national leaders to improve education through technology policy and practice, and provide a forum for advocacy for policy and practice, professional learning, state collaboration, public-private partnerships, and building state-federal relations. SETDA issued its Oregon Broadband Advisory Council Meeting, November 16, 2017, Salem Page 8 of 12

9 first broadband recommendations in 2008 with later updates that have become the de facto standards for the nation and have been adopted by the FCC in setting goals for K-12 schools. Oregon has been involved in these policy discussions from the beginning. SETDA is promoting a greater leadership role for state government to drive public policy and focus on the digital transition. SETDA k12 broadband leadership In its latest broadband imperative report, SETDA recommended that we need to Increase Infrastructure to Support Student-Centered Learning Design Infrastructure to Meet Capacity Targets Ensure Equity of Access for All Students Outside of School Leverage State Resources to Increase Broadband Access SETDA broadband imperatives Carla reported that the Dell Foundation is funding SETDA to bring together seven states to discuss current work and develop best practices to be shared in a 2018 Interoperability Report. Those states are Wisconsin, Georgia, Oregon, North Carolina, Wyoming, Michigan, and Nebraska. SETDA has also been very active in developing resources and standards for digital course content and materials. Carla and Susie Strangfield will be attending a summit in Texas to discuss interoperability. How will states get from their current level of interoperability to that best future state? What do they need to get from where they are to where they want to be? How are states providing leadership? How are you working with LEAs? Providers? Providing state matching funds for broadband infrastructure projects has been identified as a priority. Oregon currently has a pilot underway with projects in Paisley, Arlington, Sherman County, Dufur, South Wasco, Santiam Canyon, and Glendale. The state investment of $267,000 in matching funds together with federal funds enabled the completion of more than $30 million in infrastructure builds in Oregon. Joe Franell thinks that this is a great opportunity in conjunction with the FCC E-rate program for schools to build needed infrastructure with 100% of the costs covered by the state and the FCC. Susie estimated that $15 million is needed from the state to fully leverage the FCC E-rate funds available, and noted that just legislation that would create the fund without funding it would be helpful. Representative Marsh noted that the Economic Development Committee has a Bill under development for broadband that might fit with this opportunity. Senator Ferrioli recommended that this be approached as a Committee Bill within the Legislature. Carla reported that her Digital Innovations Team is working on a variety of projects including the Ed Tech Cadre for the technology coaching of teachers, the Oregon Educator Network for teachers to connect with other teachers and groups that have common interests, Open Educational Resources launching later this year, Virtual School District to make courses available via distance Oregon Broadband Advisory Council Meeting, November 16, 2017, Salem Page 9 of 12

10 learning (1,000 courses provided), provision of licenses for SketchUp Pro architectural design software, facilitation of the migration to digital course content, and facilitation of on-line learning. New and exciting developments that are impacting education include augmented reality, cloud computing, on-line social networking for education, flexible displays, bio-metrics, multi-touch LCD screens, drones, maker-spaces, 3D printing and other technologies and methodologies that are coming into classrooms to provide students with new opportunities. These technologies are enabling experiential learning. Joe reflected on the tremendous progress that has been made over the past several years. Joe reported that there is an opportunity for another and possibly a third STEM broadband summit meeting similar to the one co-sponsored by OBAC last spring with a specific focus on rural challenges. OBAC has been asked for their participation again. Action Item Representative Marsh moved that OBAC participate again as a sponsor of the subsequent STEM Summits given that commitment of funding. Jeremy Pietzold seconded the motion. The council approved the motion. Work Session 2018 Broadband in Oregon report The Oregon Broadband Advisory Council shall submit a report by November 1 of each evennumbered year to the Joint Legislative Committee on Information Management and Technology on the following subjects: (1) The affordability and accessibility of broadband technology in all areas of this state; [and] (2) The extent of broadband technology use in this state in the telehealth industry, energy management, education and government; and (3) The role of broadband technology in local, state and regional economies and economic development. OBAC s next report is due on November 1, Once again, there has been much broadband related activity in Oregon to cover and key issues such as cybersecurity, higher education, economic development, and digital inclusion to discuss in the 2018 report. Rural Broadband Capacity Pilot Program Chris Tamarin reported that the Governor s Office has allocated $500,000 for grant(s) of up to a total of $500,000 from the Strategic Reserve Fund to be available for the support of broadband planning, engineering, and/or infrastructure deployment projects targeting rural and underserved populations (areas that do not have broadband service available at the current FCC designation of 25 million bits per second (Mbps) downstream and 3 Mbps upstream, excluding satellite service). 11 Business Oregon will administer the Rural Broadband Capacity Pilot Program and will provide financial support in the form of grant(s) of up to a cumulative total of $500,000 for projects that will increase the availability and utilization of broadband infrastructure and services. A grant may be used for the following: Planning For projects to organize and engage rural community stakeholders to develop broadband strategic plans for the deployment, adoption and utilization of broadband infrastructure in their respective communities. Engineering For projects that have completed plans, a grant may be used for the design and engineering of broadband infrastructure. Infrastructure For projects that have completed plans and engineering designs, a grant may be used for the construction of broadband infrastructure. Matching Funds A grant may also be used as matching funds to enable recipients to qualify for grants and loans from federal and private foundation funding programs for broadband planning, engineering and infrastructure deployment projects Meeting Schedule Chris presented the 2018 Meeting Schedule. Meetings are Thursdays except the October meeting.
