4 Mission and Logo Mission Statement Our mission is to establish 21 st Century telecommunications for the entire Roaring Fork Watershed to include the following: Logo Improve public safety communications and interoperability for the purpose of promoting safety of life and property. Provide affordable high speed Internet to homes, businesses, schools, libraries, medical facilities, government offices, and other public places. Enhance cellular communication networks to expand coverage for improved voice, messaging and data services. 4

7 The Middle Mile Building the Middle Mile is the first step to bringing high speed Internet to all parts of the Roaring Fork Watershed and will be used as a building block to build out the Last Mile. PCBI will deploy an open access, middle mile, wireless network that spans the entire Roaring Fork Watershed including the Crystal River and Frying Pan River Valleys. In addition to Pitkin County, the network will serve parts of Eagle County, Garfield County and Gunnison County. Funding to construct the middle mile network comes from the Pitkin County Translator mill levy, DOLA grants and collaboration with public safety partnerships. The middle mile network is currently under construction and Phase I will be completed in Fall

10 The Last Mile The PCBI Middle Mile + Network will provide broadband infrastructure and fiber aggregation points for service providers to deliver reliable, high performance and cost effective Last Mile wireless solutions to Roaring Fork Watershed drainages. PCBI is building a flexible, open access framework committed to advancing Broadband projects and fostering openness, engagement and problem solving to address Last Mile challenges. The framework will help all unserved and underserved communities to achieve broadband access and will allow for a range of project models, including public private collaborations, locally owned networks, and industry partnerships. Some drainages will require relay towers to provide full coverage; PCBI can provide assistance with location approval and grant funding. Many technology and operational choices will be supported, as long as they meet core speed, affordability, and sustainability standards. PCBI will encourage competition among providers to bring the lowest possible cost to consumers. 10

12 Program Structure PCBI will support broadband access projects that provide access to minimum speed requirements, demonstrate viable funding and financing plans, and achieve operating sustainability by exploring technology options, funding strategies and operational plans. To be eligible to use county infrastructure, broadband access projects must meet minimum baseline requirements: Minimum Project Requirements Project s technology must provide access to minimum broadband speeds as defined by the FCC (25/3 Mbps) Project must be capable of demonstrating long term operating sustainability Project must be affordable with target goal of <$70 per household Project should seek a minimum goal of 95% residential coverage in its service area Technology and Operations Network operations to be managed by experienced professional staff or partners when possible Proven solutions for wireless access technology Frequency spectrum review of drainage area for non interference 12
