Agenda About OHC A connection to manufacturing Inefficiency OHC s Journey A successful process Columbia Gas rebate programs! Stories from the field Success!

A Shared Story We All Share: The importance of Ohio s Manufacturing Heritage Energy efficiency challenges and opportunities

Ohio History Center Our Perspectives: Amy: Owner Representative & Project Manager Sarah: Columbia Gas of Ohio Energy Efficiency Programs Greg: Energy Efficiency Consultant We love what we do! Where were you in 1977?

Ohio History Connection Ohio History Connection Statewide non profit Oversees 57 sites and more than 300 buildings Founded in 1885 Perhaps you know us as the Ohio Historical Society Major projects funded by state capital appropriations

Ohio History Center Ohio History Center Completed in 1970 Designed by W. Byron Ireland & Associates Lauded by Architectural Record as the most architecturally significant public structure built in Ohio since the State Capitol Building. One of the premier examples of Brutalism in the United States Early adopter of sustainable practices a green roof

Ohio History Center Building Functions Museum State Archives (including State Constitution) State Library Public Events and Education spaces Offices state headquarters Complex Environmental Requirements Stable Temperature and Humidity 24/7 control with variable operating hours

A Connection to Ohio Manufacturing

Ohio History Center Why We re Like You Equipment at the end of its useful life Invest for long lifecycles Limited funding on two year cycle We DIY. Performance Contracts are not for us. Energy efficiency and operating costs We directly benefit from these savings We have to fight for every dollar

Who is Go? Energy Audits, Commissioning, M&V, Utility Programs, Strategic Energy Planning Energy Consultants Independent 3 rd Party Accurate Unbiased Owner s Advocate

How Inefficiency Gets Implemented Systems = Interactive & Complex Appropriate? Experts needed Ambitious owners taken advantage of Designers Over sizing Rules of thumb Comfort in old technologies Lean on vendor for design calculations LEED Gold Building + VE =

Filters How Inefficiency Out Foxes Energy Efficiency Programs LEED, Energy Star, Energy Codes? How efficient is it? Simulation & Calculations Hard to review Easy to manipulate Weak baselines LEED GSHP saves 40%... vs. bottom third of E* Unbiased M&V often excluded

Example 1 Strikeout Condensing Max Efficiency ~ 86% Typical Design Return Water 130 F Required ASHRAE 2008 HVAC Systems and Equipment Handbook

Example 2 Success Consults Utility Program Connect to expertise Lighting Used photometric Less fixtures HVAC Used calculations Smaller RTUs Results $20k annual operating cost savings ~$25k Incentive from DP&L Lower capital budget Paid for advanced controls

OHC Timeline 2008 Can we turn off the Chiller in winter? Energy Audits (C gas $) 2013 HVAC Scheduling 2013 & 2014 Boiler & Chiller Plants 2014 Demand Control Ventilation (big check) 2016 LEED EB Certification Process Ongoing Cx 2018 AHU & VAV renovation (scheduled)

Ohio History Center The process as we know it Standard replacement of equipment Energy efficiency assumed, not designed Life cycle costs are not considered Limited engagement of Maintenance staff Commissioning Agent hired for start up Lack of verification after installation Owner not equipped to make informed decisions

Ohio History Center Chilled Water System Project Goals Avoid the typical pitfalls Maximize energy efficiency Consider life cycle impacts First cost Energy consumption Maintenance Foster a collegial team environment Embrace Commissioning from the beginning

Preventing Inefficiency Image source:

Step 1: Hire Cx Agent Up Front Technical owner s advocate When? Benefits Erode with delay Ideal Before hiring architect, engineers, or contractors Good Early Schematic Design Okay Early Design Development Late Construction Documents

Step 2: Write the OPR up Front Clear declaration from the owner Contains Goals and priorities Directions for equipment selection Economic decision making criteria Use during design team hiring Clear criteria for sustainability goals Boundaries for value engineering Design expectations

Step 3: Basis of Design (BOD) Require prompt creation of BOD Ensures owner and design team on same page One of MEP team s first tasks Contractual! Creates buy in

Step 4: Example Lifecycle Cost Analysis Example $1,400,000 $60k +$102k Lifecycle +$99k Lifecycle +$32k Lifecycle and Energy Cost $1,200,000 $1,000,000 $800,000 $600,000 $400,000 $200,000 $ Chiller Options Initial Cost 20 yr Energy Cost

Step 5: Sequence of Operations Ideally written before awarding controls contractor: Clarity Specificity Or controls contractor will attempt it with no designer around.

Step 6: Checks & Functional Testing Correct equipment? Sequence correct? All bells and whistles used?

Step 7: Systems Manual The Handoff Project Cliffs Notes What are efficiency features Instructions to use Instructions to maintain Institutionalize information Reference Training (Charlie to Andrew for the score!) Image source:
