4 ACF - Disaster Preparedness Flood Preparedness in Kampong Cham Province - Cambodia Major floods in 1996, 2000 and 2001 High density Province in the Lower Mekong River Basin Flood related programmes since 1998 Partnership between key stakeholders (MRC, CRC, CDM) Flood information management & EWS in 39 villages Province of Kampong Cham Flood Preparedness in the urban slums of Jakarta - Indonesia 13 rivers and 78 FP areas - Major floods in 1996 and 2002 Pilot project funded by DiPECHO Community-based disaster preparedness in Kampung Melayu Strengthening capacities of communities and local authorities Currently, expanding the programme to other slum areas Kampung Melayu and Ciliwung River
5 ACF - CAMBODIA Activities: Strengthening DM/DP for local authorities Community participatory EWS meetings Identification of warning levels and marking on fixed flood marks Dissemination of Forecast & Warning in 39 villages by Volunteers and FM Radio Airing of forecasts (3/day) & radio spots Develop awareness raising materials for communities & schools Set up procedures to respond to warnings
6 ACF - CAMBODIA (II) Impact: MRC Forecast Bulletin Wider dissemination at low cost Broadcasting Flood Forecasts Risk Knowledge Improved participation / anticipation Coordination between stakeholders More fine tuning after the next monsoon
7 ACF - INDONESIA Telemetric system since Department of Public Works 5 main rivers are monitored - 22 stations Water level measurements are centralized and sent to Provincial Authorities (Flood Crisis Center) and other officials (Lurah, etc) In practice, warnings are not systematically well disseminated Operational plan defines 4 alert levels and roles & responsibilities Message board in Kampung Melayu Information as displayed in the community Community level: Key role of Head of Kampung Warning is not always trusted/ acted upon Perception of risk Need for more communitybased preparedness & involvement in risk reduction
8 ACF - INDONESIA (II) Strengthen the capacities of the community and local authorities to better understand, monitor and respond to flood events Participatory Risk Assessment Risk Mapping Awareness raising & local capacities strengthened Coordination remains a weak point On-going impact assessment of the pilot-project More is to be done to strengthen the existing EWS
9 KEY POINTS Perception of risk as illustrated by D. Bola Indonesia 1989 Raw data alone will not protect hazard prone communities Importance of strengthening community level capacities and awareness Focus on strengthening already existing EWS when possible NGO s can play an important role in piloting bottom-up approaches
10 CHALLENGES FOR ACF Making sure the system reaches the most vulnerable Supporting systems that involve several stakeholders The sustainability of bottom-up approaches to EWS Integrated approaches towards risk reduction Root causes of disasters must be addressed! ACF will continue supporting EWS: - Significantly reduce people s vulnerability - Contribute to sustainable socio-economic development, key to fighting Hunger Photos taken in urban slums of Jakarta
