2 Introduction Essex Online Partnership (EOLP) formed in 2002 and currently has a membership of 16 public authorities. 3 EOLP Structure Each group within the partnership s structure meets regularly and has an agenda of relevant topics and work that the group are undertaking. These are reflected in the following Essex Chief Executives Association (ECEA) EOLP Support The ECEA sponsor and support the EOLP, influencing the strategic direction of the partnership. Management Group The group brings together leads in IT that provide a strategic approach and a board for decision making. Essex Customer Services Group Opportunities Through Technology Group GI Group Web Group A group that shares knowledge and services to reduce cost and deliver in line with customer and service needs. A group of technical leads across the partners, influencing collaboration, best practice and sharing knowledge. A group of experts in their field, focussing on sharing and delivering Geographical Intelligence. A group of experts in their field, focussing on sharing and delivering Web-related services. EOLP support this group, which is not formally part of EOLP.
4 Membership & Group Representation Membership and group representation is important to the partnership. It is because EOLP are a strong partnership of 16 that allows for membership and representation from organisations that would not otherwise be able and willing to engage with individual partners. We provide a single point of contact and a platform through the groups that add excellent value to being a partner. These are a few of those that we engage with. Group/ Membership WARP (Warning, Advice, Reporting Point) NCSC (National Cyber Security Centre) WEISF (Whole Essex Information Sharing Framework) SOCITM Government Digital Office Ordnance Survey Brief Description A WARP (Warning, Advice and Reporting Point) is a community-based service where members can receive and share up-to-date advice on information security threats, incidents and solutions. The partnership have their very own WARP which is run by a WARP operator who uses a website, , telephone, SMS, and provides 4 meetings a year to offer a personalised service of information security warnings and advice to the members. The NCSC was set up to help protect critical services from cyber-attacks. EOLP are signed up to CiSP, the Cyber Security Information Sharing Partnership, which is a confidential forum for sharing intelligence about cyber threats and vulnerabilities, in real time. The partnership have direct contact with NCSC who have presented at the Opportunities Through Technology Group. Whole Essex Information Sharing Framework (WEISF) is a framework that provides subscribers with templates, national guidance and an forum. WEISF is in place to support organisations from all sectors and levels of information maturity. WEISF has a transparent approach to information sharing with Information Sharing Protocols which are published on its portal. EOLP partners subscribe to WEISF. Most partners have SOCITM membership and the partnership have appointed a partner that will represent to the partnership and feedback to the group on any relevant developments. SOCITM is a society for IT practitioners in the public sector. They help them to network, provide consultancy, and produce research into how they can save money and innovate despite budget cuts and ultimately deliver effective digital technology and services. They also advocate to the government in the interests of public sector IT. The Opportunities Through Technology Group maintain regular contact with the Government Digital Office who have assisted the partners through the changes with secure . The Office help departments work together to transform government and meet user needs. They provide best practice guidance and advice for consistent, coherent, high quality services. We have an Account Manager from Ordnance Survey that attends regular meetings for the Geographical Intelligence (GI) Group. Ordnance Survey are not just known as the producer of world famous paper maps, they also produce digital map data, online route planning and share services and mobile apps, plus many other location-based products.
5 Collaborative Procurement Frameworks & Contracts The Partnership are always looking for opportunities to procure collaboratively so we value those that we have procured ourselves. These provide quick and easy access to services/equipment at a reduced cost. Partners benefit both in financial savings and resource time that it would take to procure through the normal channels. The Partnership also boasts the benefit of having access to other Frameworks. Framework/Contract Essex Procurement Hub NGN Contract Hardware Multi-Functional Device Freja 2FA (Verisec) Metacompliance IS Software & Hosting Services Framework Information Systems ICT Peripherals & Associated Services Framework Brief Description The role of the Hub is to provide strategic and operational procurement support, advice and guidance that adds demonstrable value to the procurement process for its members. Current members include Braintree District Council, Castle Point Borough Council and Colchester Borough Council, all of whom are partners of the Essex Online Partnership. The underlying ethos of the Hub is cooperation and collaboration. In 2012 EOLP partners were invited to be part of Essex County Council s Next Generation Network (NGN) contract. This allowed partners to connect to the NGN and Public Services Network (PSN), securely accessing information from each other and from government departments. An EOLP Framework that provides competitive costing and easy access with good delivery turn arounds for IT Hardware. A Framework for multi-functional devices and services, managed print services and print audit services that was created in A collaborative contract that provides secure remote access tor staff working away from their main office base. This contract commenced in 2015 and was available to all partners. A collaborative contract that provides a solution for phishing exercises and security education to be used by partners. The partnership started using phishing campaigns in 2017 to build user awareness around cyber-crime. A Framework that Essex County Council set up and included EOLP partners enabling them to take advantage of IS software and hosting services. Another Framework whereby Essex County Council have included EOLP partners allowing them to purchase from an End User List of products among others. 6 New & Current Projects Item of work Vulnerable Persons Reporting System Freja 2FA Local Full Fibre Network Purpose & Outcome Proposal for a Pan Essex Vulnerable Persons data sharing and reporting system initiative to protect life during an emergency situation. The Freja 2FA contract continues for another year with Basildon, Maldon and Thurrock who are now moving into their 4 th year. Rochford District Council and Uttlesford District Council will join the other 3 for 2018/19, which will involve and onboarding through the skills of the partnership. South Essex Authorities are bidding for DCMS funding to extend gigabit+ fibre infrastructure across the region as part of the ASELA 2050 Programme. EOLP Objective Bringing Organisations together Bringing Organisations together The Partnership have a watching brief on the following Essex projects, providing support when required through a single point of contact. There are regular updates presented to the EOLP Management Group. Project Superfast Essex (Connie Kerbst) Essex County Council Pan Essex Data Matching (Rob Hawes) Chelmsford City Council Essex Data (Nicola Mallett) Essex County Council Brief Superfast Essex is the county s broadband improvement programme co-ordindated by Essex County Council, and part of the Government s national Superfast Britain programme. Connie regularly attends the EOLP MG meetings to present a Roll Out update. This project aimed to have a cost effective, easy to access, use and maintain system which allows Essex local authorities and their public sector partners to share essential records needed to optimise income derived from the local taxes, fees and charges. The Essex Data (ED) Programme is a pilot funded by a grant awarded to Essex Partners to support system wide transformation. The Essex Data Programme has brought together people and technology to offer a way for Councils, Police, Health and Voluntary and Community organisations in Essex to use the power of data to tackle some of our most challenging issues.
7 Working Groups The Working Groups come to life through the natural changes and influences in technology. They enable the partnership to focus on a specific piece of work to enable effective progress and outcomes. The resources will come from the group that has identified the piece of work and will appoint a member of the Management Group to act as lead and support. Working Group Purpose & Outcome EOLP Objective Sharing Talent across Essex Cyber Security Microsoft O365 Windows 10 Next Generation Network (NGN) Contract GDPR Networking The Sharing Talent project has seen the partnership develop an Essex wide initiative to share resource with the aim of building a skilled, more flexible pipeline of talent to help resource upcoming roles and projects. We continue to develop the partners systems, skills and knowledge database to provide a simple but effective tool. Several partners have already enjoyed benefits and the working group will continue to promote and develop this concept. Cyber security is a priority for the partnership and the Working Group have a very ambitious set of tasks to achieve will see the planning of cyber security events and presentations across the Essex partners. The group will continue to push user awareness and explore opportunities to share e-learning. With many partners looking at Microsoft O365, some just starting out, others a fair way along their journey, it was identified a Working Group would be really beneficial. The group are looking at licensing and elements partners have subscribed to. The natural progression to Windows 10 has also identified the benefit of having a Working Group. Once again partners are at different stages of their journey to move to Windows 10 and this should help reduce obstacles through lessons learnt by those ahead of the game. Partners were invited to be part of Essex County Council s NGN contract, provided by Daisy, Updata, Communications Limited (DUCL). This enabled Partners to connect to the NGN and Public Sector Network (PSN), securely accessing information from each other and from government departments. Partners have access to additional services from DUCL, which some have procured, such as Internet, Telephony and SIP Trunking. With the introduction of the new General Data Protection Regulation (GDPR) partners identified the need for a networking group. This has enabled partners to share knowledge and resolve questions and issues collaboratively. The group will develop standard documentation and approach to ensuring they fully meet the new regulation. 8 Value Added The following value added items are managed and supported by the Essex Online Partnership Support Team. Item EOLP Newsletter Shared Knowledge Requests EOLP Website EOLP Benefits Profile Security major outages ShareFile Essex Online Mailbox Description The EOLP Support Team will be introducing an EOLP Newsletter in 2018/19 to complement the EOLP Website. The Newsletter will aim to provide a professional and consistent communication to all partners in all groups and reach out to a wider audience. The partnership provides excellent opportunities to share knowledge with each other. This process is referred to as Shared Knowledge Requests (SKR) and has an excellent take up by partners and the EOLP groups to gather information centrally. The SKR is administered and managed by the EOLP Support team who deal with the requests acting as a single point of contact for the information. The EOLP Website launched in The site is hosted by Brentwood Borough Council. Partners have secure access to a member only area where they can find valuable information on the partnership s Frameworks, Groups and work in progress. The Website is managed by the EOLP Support team who ensure content is uploaded and kept up to date. They also work closely with the Web Developer at Braintree District Council on all development. An annual document that details the benefits of the partnership, including a financial statement that shows the savings and income that partners have secured during the financial year. Benefit information is gathered and collected throughout the year with the document being published April/May. The Partnership agreed to share information if and when they experience a security breach. This will help to immediately advise and warn other partners with the intention to prevent further breaches, and allow the opportunity to put preventative measures in place. ShareFile is hosted by Brentwood Borough Council and has been used by the partnership since The solution makes it easy to securely store and share confidential business files and safely access them from anywhere on any device. The partnership benefit from ShareFile in the way that it enables large files to be securely transferred and is used for sharing meeting documents. The EOLP Support team provide and maintain a generic EOLP Mailbox, ensuring support at all times and a central deposit for information.
