4 Software Systems Engineering Initiative The SSEI is an MoD-funded strategic initiative intended to enhance through life capability management for software intensive defence systems, and thus to reduce risks, delays and cost overruns.

6 Contractual Arrangements BAE Systems (Military Air Solutions) holds the contract on behalf of an industry and academia consortium Consortium formed from an amalgamation of all bidders Mixture of research tasks plus an enabling contract for additional services Research tasks cherry-picked from all bidding consortia

8 Contract - Research Initial Research Phase research tasks over 3 years Review to be held to develop strategic technical needs of MOD/industry o to be completed in first 6 months Additional research tasks to be subsequently defined and contracted Additional research funding available up to year 5

9 Contract Additional Services Additional services examples: training courses, support to MOD IPTs for contractor evaluation, safety assurance assessment, audit, acquisition support, specialist input to MOD policy, etc. Additional services contracts will be let ad hoc Corporate Arrangement with MOD means all high integrity/safety critical software services should be let through SSEI o FATS-exempt Services could also be provided to industry

17 Management Theme Research Tasks Focus on evidence-based management o Establishment of infrastructure for collecting and sharing project metrics o Support for evidence-based decision making Appropriate metrics for progress, risk, etc. Building on existing successful approaches, e.g. Practical Systems and Software Measurement (PSM) and ISO 15939

18 Architecture and Integration Theme Tasks Complementary themes o Good architecture eases integration Focus on emerging techniques o Distributed development/integration o Model-driven integration o Analytical techniques for predictability o Application of SoA to dependable systems

19 Dependability and Properties Theme Tasks Key issues in hardware and software o Managing FPGA complexity o Dependable use of FPGAs o Software language policy (mainly safety) o Software guidance for DS Issue 4 o Software safety cases o Dependability explicit metadata

20 Systems Engineering Integration Group SEIG have specific coordination role, including: Research Integration o developing roadmaps that use both SSEI and other external research to meet identified research needs Case studies o Identifying and maintaining a record of case study material available against requirements for them Exploitation Planning o Identifying and maintaining a record of potential exploitation opportunities for SSEI research Deployment o Working with management theme to develop processes for deployment business cases

22 Where we re going: Pragmatics Need to establish additional activities o Information gathering state of practice in IPTs (industry and MoD) o Proving opportunities SSEI results and existing technologies o Education and training much can be done, by getting people to do what is already known o Expand and balance research programme o Build links, including with the SEI

23 Where we want to get to Software systems engineering problems are not unique to the UK o SSEI a key player in a global network Focus for work in the UK Arbiter of quality, but not sole source for advice o Collaborate with SEI and others o Remit broader than defence, e.g. OGD o Stable independent organisation Not dependent on core MoD funding

24 Conclusions Immensely important issue o Software is the critical technology for future defence systems o Major opportunity to contribute to development of UK and global software systems engineering capability o Need to avoid over-stretch in early days, to ensure effective in the long term
